When Ryu's hadou ken and Ken's hadou sho ryu collided, the massive shockwave that resulted blasted the cyberchip from Ryu's forehead. When the two found Bison and Chun Li, they were surprised to find Guile as well. But then, Bison's mysterious eagle head transported Guile and Chun Li outside. Guile watched as the explosives he planted in the fortress were set off, with Ken and Ryu still inside!
The eagle head emits a intense light, and Ryu and Ken are hit by it. They suddenly find themselves in a completely different place, and they don't know where they are.
Ken thinks this place almost reminds him of that weird cave in India. Ryu says he might be right, but what he wants to know is just how they got here. Ken wonders if they are hallucinating now like they were then, but Bison then appears. He says this is no figment of their imagination. They are standing in a place which all power in the universe flows. They could consider this place the focal point of their universe, both his psycho power, and the hadou that they have chosen to master, draw their strength from this plane of existence. Ken says they don't want any hadou that has something to do with with him. Bison says if they hadn't focused their minds at some point and sought a higher power, they wouldn't be standing here today.
He says that since the dawn of history, the quest for higher consciousness has led the great and the holy to this place, and to the unlimited power it offers. Those few who have achieved it have been honored as leaders and prophets, even Gods by the rest of mankind. Ryu asks what this has to do with them, as they never chose this path. Bison says perhaps they didn't, but he has chosen them. Ryu asks who he means. Bison says you could consider him his partner.
Ken realizes Bison is talking about that eagle head, and Bison says that's an excellent deduction. Their fates were sealed when they used the hadou, on that day they gained his attention. Ken thinks they got more than they bargained for, but Ryu says to forget about Bison's friend. He wants to know what happened to Chun Li and Guile. Bison says only the chosen few have the privilege of coming here, their lowly friends were not worthy. Ken asks Bison exactly what it is he wants from them.
Bison says they need them as warriors, to fight for their cause. The governments of Earth are polluting the planet, obliterating its natural resources, all the while making petty war on one another and building their arsenals of weapons of mass destruction. Shadowlaw will stamp them out, and rule this planet! He asks Ryu and Ken to join Shadowlaw, and take part in their ascension! With them at their side, their domination is assured! Ryu says no chance, and Ken says they have better things to do than become hired muscle for some demented madman.
Bison says their answer is disappointing, but they clearly lack the imagination to visualize the world as it will become under his rule. If they aren't his allies, they are his enemies, and he won't permit them to interfere any longer. He tells them to be prepared to be punished for their foolish morality with death! Ryu tells Ken they need to stomp Bison, so the two of them charge forward.
Bison throws a projectile at them, which they jump out of the way of. As Ken lands, Bison is immediately upon him, and hits him several times.
Ryu rushes over and tries several moves, but Bison dodges everything he tries to use against him. He then hits Ryu with a blast of psycho power, sending him flying back.
Ken returns and goes on the attack, but Bison hits him up into the air. Bison then leaps towards him, using a technique called the double knee press.
Ryu leaps up and shields Ken from Bison's attack. As they all land back down, Bison says Ryu is insolent -no one dares block an attack he delivers! He wants to see if Ryu can block this one.
He hits Ryu a few times, but then Ken attacks him. Again, he's able to avoid all of Ken's strikes, and then hits him from behind with a psycho power blast.
Ryu runs over and tries to take on Bison, but he still can't hit him. Bison instead hits him with an uppercut, sending him flying back. Bison thinks they're both pathetic. Of all the fighters in the world, the two of them are the only ones who could hope to stand against him, but their skills in the use of hadou are sadly lacking. Once they've been destroyed, there will be no one who can oppose his psycho power!
Bison releases more of his psycho power. Outside the void, the sphere glows brightly.
This light is seen by a fleet of Interpol ships and helicopters. Barrac and Fei Long are onboard one of the helicopters, and Barrac says to move in closer. He's told they've been ordered to stand by until more forces arrive, but Barrac wants to move in now, before their forces are detected. He's still declined, so Fei Long tells him he's got to get permission to move in. If they wait too long, his friends could be dead!
Guile wonders what the devil is going on in there. He needs to find some way of getting past this girl without killing her, as if he doesn't, Ken and Ryu are dead. He tells Chun Li that since this started, he's been holding back. But now the kid gloves are off! Chun Li doesn't care whatsoever, and resumes fighting him.
Back inside the void, Ryu challenges Bison again, this time covering his fists with hadou energy. He's able to push back against Bison and his psycho power, and land some hits on him. Bison seems to be struggling.
Ken then comes over and also uses hadou to hit Bison, finally knocking him down for the first time.
Bison asks if they dare, and gets back up. He starts to emit psycho power from his entire body, and starts spinning around rapidly. He then dives forward, using a technique called the psycho crusher!
This batters Ryu and Ken out of the way. Bison goes up to Ken, and tells him he can still avoid death. He asks him to join them, and declare his obedience. If he does, he shall live. Ken says no way, and tries to attack him. But Bison starts warping around...
...and hits Ken several times. Ryu then jumps over...
...but Bison kicks him down. Bison tells him to stop his useless resistance, and join Shadowlaw in their quest for world domination. He wants him to help destroy the governments of Earth, and follow him as the world's Emperor. If he does, he'll make him his Prince! Ryu calls him delusional, and thinks he's just a crazy dictator who wants to destroy everything that's good. But he won't give him the chance!
Ryu tries to attack Bison again, but gets swatted aside. Bison tells Ryu that he's determined, but he's completely helpless against a living God like himself. And now, the time of his death has come at last!
Ryu starts to gather hadou in his hand. Bison charges forward, only for Ryu to hit him.
Bison starts teleporting around, but Ryu uses the hadou to set a trap. When Bison touches it, Ryu can tell where he is, and he is able to hit him with a powerful punch.
Ryu lands several more hits on Bison. Bison tells him that was a nice try, but now it's his turn. He starts to use the psycho crusher again, so Ryu sends out more hadou.
As this swirls around the void, Ken is able to gather up some of it himself, reviving him. Bison uses the psycho crusher, which hits Ryu and sends him crashing to the floor.
Ryu wonders how he can guard against the psycho crusher. Bison thanks him for the challenge, but the end of this conflict is now at hand. He starts to use the psycho crusher again, and Ryu thinks he's a goner.
However, Ken tells him not to give up now, and Ryu sees that he's stood back up. Ken says that Bison wants to take over the world, so this is one fight they can't afford to lose. Ryu says he's right, nobody else can do this. If they don't draw the line here, Bison and Shadowlaw will take over the Earth! Ken uses the hadou sho ryu, and charges towards Bison.
Bison uses the psycho crusher again, but Ken hits him with the hadou sho ryu. This causes a massive explosion.
In the fortress, the eagle head cracks. Chun Li screams out, and drops down, but Guile catches her.
Guile notices that the cyberchip on her forehead has burst off. Back in the void, Ryu asks Ken if he's alright. Ken says he thinks he is, but he has no strength left.
He tells Ryu it's up to him, and tells him to be careful, as Bison isn't beaten yet. Ken thinks they now know why they were given these powers, it was because somebody had to stand up to Bison. Ryu tells Ken to try and rest, as Bison approaches. Ryu gets up, and punches Bison.
He thinks Bison is getting weaker, getting hurt by a little punch like that. Ryu charges, and whilst Bison tries to defend himself, he can't stop Ryu from hitting him. First, Ryu hits him with a somersault kick. Ryu says this one is for Chun Li, and jumps up...
....and performs the whirlwind hurricane kick technique. Ryu says this is for what he did to Ken, and hits him with the rising dragon punch. As Bison falls, Ryu says this one is for him. He starts to gather hadou very quickly...
...and creates a hadou ken, which he throws out. Bison watches as the projectile heads straight towards him...
...and whilst he tries to stop it with psycho power, he can't do it. He gets hit by the hadou ken, and screams out. The eagle head shatters, and a bright light streaks up out of the void.
Bison is sent flying upwards. The stream of energy seems to head into some kind of void up in the sky, but after a few seconds, it all disappears. Everything returns to normal.
Chun Li is free from the cyberchip's control. But whilst the void is gone, there's no sign of Ryu or Ken. Guile tells her he wishes there was something he could have done to save her friends, and asks to be forgiven. Chun Li starts to cry, but Guile then notices something in the ruins of the fortress.
He tells Chun Li to cheer up, as her friends didn't need help -turns out they're a lot tougher than he thought! They see that both Ken and Ryu have survived. Guile thinks these boys can sure get into trouble.
Chun Li runs up to them, and says she thought she'd never see them again! The Interpol fleet then arrives. As parts of the fortress continue to crumble away, the shattered, broken eagle head is seen lying on the floor.
Sometime later, Ryu and Ken prepare to go their separate ways. Ken thanks him again for saving him, but Ryu says they saved each other. Ken asks Ryu where he's going now, but Ryu says he's not sure. He wants to go wherever, or some place peaceful. He wants to take some time, and think everything over. He's still trying to figure out of they ever found out what they were looking for -are they the best fighters they could possibly be? And why is it so important to them? Sometimes, he thinks they aren't that different from Bison.
He says that if that monk in India, Dhalsim, hadn't disciplined them to understand the martial arts are more than being powerful enough to defeat their enemies, they could have ended up on Bison's side. Ken says he doesn't think so, but then says he won't be fighting on anybody's side for a while. His dad is insisting that he comes home. He supposes that one of these days he'll be able to travel around the world again, he hopes. And when that happens, he tells Ryu not to be surprised if he gets another letter, inviting him to come to America for a visit. Ryu says he hopes when that happens, Ken will have been training, and become a better martial artist. Ken says same to him. The two bump fists.
Ryu then sets sail in a boat. Ken watches him head off.
Ken then gets on his bike, and rides away. Ryu goes to the front of the boat, as it heads out across the sea.
