Outside the MI5 HQ, a masked man makes his way to the building. He uses a grappling hook to climb up a wall, and then enters through a window. He opens up a filing cabinet, and finds and takes a certain file.

As he leaves he sets off an alarm, but by the time the guards get there, there's no one around. The man makes it back to a van, which drives off. It's revealed that the man is Guile, who has taken Cammy's file. Honda is driving and asks if he got what he wanted, and Guile says he got the file -now to see what's in it.

As the MI5 computer data had been erased, he had to find a hard copy of Cammy's file instead. Honda tells him he can't let it go, and Guile says how can he -they've got to know if Bison is controlling Cammy,'s mind, or is it something even worse? He starts looking through the file, and comes across a photo of Cammy with Bison, which was taken before her MI5 days. Guile says he thought Bison had some kind of hypnotic control over her, but this photo is legitimate. Honda says Cammy has been a double agent all along, and believes it can't get any worse than that.

Guile says it can, as there has been a recent addition to the file: the top brass have decided that now she's turned traitor, she's too dangerous. An order for her termination has been put in. Guile says that Cammy has been spotted in Calcutta, and MI5 has already dispatched a team to find her. If she's not a double agent then they've got to save her, and to do that they've got to find her before MI5 do. Honda suggests they call the rest of their Street Fighter team, but Guile tells him no -he doesn't dare trust any one, so this mission is going to just be the two of them. They've got to save Cammy, whatever it takes.

In Calcutta, Cammy and another Shadaloo agent called La Lupa arrive at a museum. Cammy says they've got to cut the wiring in this alarm box, and La Lupa says it's no problem. Using her extending fingernails, she slices through the box instantly. With the alarms now off, she the breaks one of the windows, allowing the two of them inside.

They find what they've come for: a statue of the Hindu Goddess, Kali. Cammy says that ancient legend states this statue has the power to heal or destroy. If there's anything that can help her beloved Bison recuperate from his wounds, it's this. Kali says why waste time admiring it, and she then cracks open the case with her nails.

Cammy says that works for her, and as she takes the statue and runs off, she says it's not like there's any one to stop them. However as they reach the exit, they come across Cammy's old team: Burke, Celia and Rory. Cammy says she's like to say it's good to see them all again, but she'd by lying.

Burke tells her that she's been a bad girl, whilst Celica tells her that it's their job to stop her. Rory says they don't want to eliminate her, and asks that she doesn't make them do something they'll all regret. La Lupa extends her nails and tells them that the only ones who will regret this meeting are them.

Cammy stops her and says this is her old business to finish. Burke tells Cammy that whatever Bison has done to her, the two of them were once more than just partners. He says he'll never forget what she meant to him, and asks her to let them help her get well again. Cammy seems to act confused, stating she thought she was well, and this is who she's meant to be. Burke tells her it's who Bison wants her to be, and asks her to take his hand, so he can help. La Lupa tells Cammy that she must not weaken, as this mission is a test of her loyalty to Bison.

Cammy places her hand on top of Burke's and says she has just one question: who's going to help him? She then throws him, as La Lupa charges through Celia and Rory.

The two look like they are going to get away, but Burke fires his grappling hook at Cammy, which catches her. But La Lupa slices through it with ease, freeing Cammy instantly.She asks if they think they're going to stop them like that.

Celica says they'll stop them like this, and she tackles La Lupa. Burke does the same thing to Cammy, but La Lupa manages to throw Celica off.

Burke grabs La Lupa, but she kicks him off. She tells him that he and his half-cyborg body is what inspired Bison to create her. But he is the obsolete model of yesterday, whilst she is technology of tomorrow. She picks Rory up and throws him across the street.

Cammy continues to fight with Burke, as La Lupa offers her assistance. But Cammy tells her no, and to take the statue to Bison. La Lupa grabs the bag and uses her nails to pull herself up to the top of a building.

Cammy kicks Burke down, and then takes his gun. She tells him he'll suffer for coming after her, but Celia then tells her to drop it. She has her gun aimed at Cammy's head, and says she will terminate her with extreme prejudice.

Celia gives her to the count of three to drop that weapon, but she is then hit in the back by a sonic boom. She falls forward and drops her gun, as Cammy takes aim at her. She fires and Celia rolls, but the shot grazes her side.

Burke kicks Cammy off and then restrains her, just as Guile and Honda arrive. Burke asks what they are doing here, and Honda tells him that they've come to save Cammy from them. Guile apologizes to Celia for using his chi force on her, but he can't believe she was actually about to shoot Cammy. Celia tells him why not -she didn't hesitate to shoot her, did she?

Burke is about to blame Bison for Cammy's actions, but she elbows him to get free. She tells him not to even say Bison's name, and he's not worthy to speak of him. She tackles Celia, but she throws her off. Celia tells her they may have been partners once, but frankly, she's getting sick of her. She kicks her down the street, and Cammy crashes head first onto the ground. Celia tells her to get up, as it's time they finally finished this.

However as Cammy gets up, she asks what happened -where's the warehouse? Rory wonders what she's talking about, but Celia says don't trust her, as it's some sort of trick. Guile says he's not so sure about that, whilst Honda reminds everyone that they were in a warehouse when Bison took control of Cammy. Guile wonders if that blow to the head just now somehow freed Cammy from Bison's mental control.

Guile helps her up and asks if she remembers anything since the warehouse, but Cammy says it's just one big blur -a vague jumble of random images, like an unfinished jigsaw puzzle. She asks what happened to her, and Guile says it's a long story -they'll explain it when she's ready. In the meantime, he welcomes her back. Rory says she had them worried, whilst Burke tells her it's so good to have her back.

However Celia can't believe they're buying this. She thinks Cammy's sudden memory recovery is just a little too easy, and she doesn't trust her for as far as she could throw Buckingham Palace. Rory asks her if she's sure it's not her heart doing her thinking, knowing how she feels about Burke and all. Celia tells him it's more than that -can't they see that Cammy is playing them all for fools? She tells them not to say she didn't warn then. Burke then says that La Lupa is long gone, so what should they do now? Guile says that with Cammy's help, they can find Bison, and nail his rotten hide to the wall.

In a secret base, Bison is waiting. He wonders what is taking his agents so long, as he needs the Kali statue -now! Not only does it possess healing power, it also has the power to destroy. He intends to use it to rule the world, but he worries that La Lupa and Cammy have failed to acquire it. However, La Lupa then returns, stating she would never fail her master. She passes him the statue, which he places on a table. He then configures the statue's power crystals in the proper configuration, and says let the healing begin. The statue shines a bright light.

It then emits a yellow beam from its eyes, which hits Bison. Bison says this is astonishing -in only a few hours, he shall be restored to his full strength. He asks where Cammy is, and La Lupa says she stayed behind with her MI5 friends. She tells Bison that maybe Cammy has failed his test, and her loyalty to him is not as true as her own. Bison says that's nonsense -Cammy will never betray him.

Nearby, Cammy leads the group to the base, finding a hidden emergency escape tunnel. Celia tells Cammy how convenient -the wonders of selective memory. Honda whispers to Guile that Celia has a point, what if this is some kind of setup? Guile says the thought has occurred to him, but they've got to take the risk. It's their only chance of getting Bison.

The group head down the tunnel, although Celia compares it to walking into the lion's den. The group are immediately seen by Bison and La Lupa. La Lupa says Cammy has brought her MI5 friends back here, but Bison is more interested in the fact that his old enemies, the Street Fighters, are also present. La Lupa asks if she can destroy them, and Bison lets her go, but tells her to take the wolf pack with her.

Cammy leads the group into a room, but Celia says it looks more like an arena. Cammy says that's exactly what it is, and closes the door behind them. Celia says that Cammy must still be in league with Bison, but Cammy says it's more than that -she's in love with him. She tells them they're all at Bison's mercy now, and she runs through another closing door.

Guile manages to jump under the door just before it closes, and goes after Cammy. The rest of the group realize they're stuck here, and Rory tries to punch one of the doors down. But he says the doors are pretty thick, as even his cyber arm can't break through. The group them hear the sound of wolves howling.

Part of wall opens up, revealing a monitor with Bison on it. Bison tells them it's the sound of his wolf pack, and from the ceiling, several mechanical wolves leap down and attack. La Lupa then also jumps down, as Celia asks how can they stop these things? Burke tells her the trick is to live long enough to find out.

La Lupa orders the wolves to attack and tear them to shreds, so they move in. Burke draws his gun, but one of the wolves tears it out of his hand. They also have an audio weapon, emitting a high pitched noise that causes Celia to drop to her knees. La Lupa tells Rory that whilst the wolves will deal with the others, she'll use her superior cybernetics against his.

She says it seems this is no contest, as she wraps her nails around him and throws him into a wall. The wolves surround Honda and try to attack him, but he's strong enough to keep them at bay.

Rory gets back up and says the contest isn't over yet. He fires at her, but she jumps out of the way. She slices one of his arms off, and tells him he's nothing but scrap metal and spare parts. Some wolves then attack him...

...as she says that her pets and her will have the pleasure in taking him apart, piece by piece. Honda tells Rory to hang in there, as he'll lend a helping hand. He uses his hand slaps to send several wolves crashing into a wall, and then destroys them with his sumo smash.

La Lupa drags Rory over to where she is, and she tells him he fought well. But no man is a match for her. Rory tells her to stay back, and not make him hurt her. She laughs and calls him a fool, before wrapped her nails around his torso. She asks him how much better will he fare now, and he says they'll find out. He takes aim and fires.

Guile is looking for Cammy, but she surprises him by suddenly appearing and jump kicking him. The two start to fight, but Guile says he doesn't want to hurt her. Cammy says that's too bad, since she's going to kill him! She kicks him around a bit.

The two end up in Bison's chamber. Bison tells Guile how pleasant it is to see him again, but Guile says the feeling is less than mutual. Cammy is about to attack, but Guile flash kicks her.

He tells Bison he still doesn't know what he did to Cammy, but before he's through with him, he will cure her. Bison says he has done nothing to Cammy, other than restoring her to her normal state. Cammy then gets up and hits Guile with her cannon drill kick.

Bison says Cammy's normal state is as his ally. Cammy tells Bison that she brought his greatest foe to him, so he can witness his destruction. Bison tells her to do it, so she runs up and starts punching Guile, before using her cannon drill again. Guile gets embedded into the wall, and seems to be beaten. But he then recovers and starts using his own strength to rock the entire wall.

This results in the wall falling apart and lots of debris falling down, and a chunk of rock takes out Cammy. Guile walks past her and tells Bison it's just the two of them now.

Bison says he wouldn't interrupt his healing for any lesser foe. He gets up, and says the last time they met, he was too injured to fight him. But considering Guile's current condition, he thinks the odds are now even. Guile thinks he talks too much, and the two start to trade blows.

Bison sweeps Guile, and tells him he is vanquished. Guile says he's not finished yet, as Bison heads towards him whilst doing a jump kick. Guile counters this with a flash kick, which sends Bison crashing back into his chair.

Rory picks Cammy up and throws her down next to the now defeated La Lupa. Honda throws down the wreckage of the last of the wolf pack.

Bison questions how Rory could have defeated La Lupa, as she was better than him, and more powerful. Rory tells him he managed to get the upper hand, revealing that his fist is still smoking. The teams confront Bison, and Guile tells him that it's finally over. Bison says it can never be over, until one of them is no longer breathing.

He tells them to stay back, as they can't comprehend the power he has obtained. He uses the Kali statue to send out an energy blast, which knocks everyone back. But he says he refuses to waste any more of the precious Kali power on such unworthy foes as them... he has much bigger plans in mind.

He then uses his own power to pick Cammy up, and bring her back to where he is. He tells her to come with him, and she tells her love that she'll go to the ends of the Earth with him. The two escape, as the platform they are on rises up and heads out of a hidden door in the ceiling. Bison declares that with the power of Kali, he shall conquer all!

Honda says he knows of the legend of the Kali statue -it could truly make Bison invincible! Guile says that invincible or not, they're going to find Bison, and end this madness once and for all. Celia says he can do what he wants with Bison, but Cammy is hers.
