In Italy, people are going about their business when a voice calls out for them to get out. They start to flee, as the woman appears. Her name is Rose, and the ground around her cracks open. She launches herself into the air...



...and sees that the city is on fire. As she heads higher and higher up, it's not just the city that's in flames -she soon sees that the entire Earth is ablaze. Thankfully she then wakes up from her nightmare, but says the soul power has been disturbed, and the fire grows closer. There will be no peace for her until she finds an answer.



She gets up and gets changed, and says she must know. She materializes her tarot cards, and says their magic will show her the truth.



She picks three cards, and believes one person is a fool, the other is a beast, and the third is doomed by fire. She thinks that these three have increased the power of their chi, and in so doing have upset the balance of their universe. She isn't sure if this is for good or evil, and draws a final card. But the card is the card of death, which catches fire. She drops it and says the world will not die in flame, as she has sworn to use her soul power to save it. She decides to find the three, and destroy them.



Elsewhere, two guys are running away in fear from Blanka, who is chasing them. Blanka tackles one of them and rips his bag off, before throwing it aside. As the bag hits the ground, some stolen treasures fall out of it.



Blanka gets the bag from the other guy and then tells them both that they hurt two of his Inca brothers, when they raided their treasure vault. For that, they die! Some of Blanka's brothers then appear and tell him no, as he came here seeking peace and serenity. They want to help him control his anger.



The guys run off, but Blanka's friends won't let him go after them. One of them brings out an object and tells Blanka to look deeply into the soul gem. He tells him to see how his rage distorts the righteousness that is at his core. Blanka does so, and does seem to calm down.



But then the gem seemingly catches fire, and is dropped. Rose appears out of it, and tells the beast that he must come with her, for the good of all mankind. Blanka doesn't know what's going on, but Rose grabs him and takes him away.



In Tokyo, Ken and Ryu are on another mission. Ryu complains that only Ken could get them into so much trouble in Tokyo -one of the safest cities in the world. Ken tries to blame Ryu, stating that he was also assigned to protect the girl. The two are looking after a witness, Terri, but Ken managed to convince Ryu to take her out of the hotel. Now they've got a biker gang to deal with. One guy swings his chain at them, but Ryu grabs it and then pulls him off of his bike.



Ryu says Terri is the key witness in a case with international repercussions, but Ken says how was he meant to know they'd run into the gang that was hired to eliminate her? He uses his hurricane kick to take the other gang members out, and says what's a gang to the world's greatest warrior? Ryu says he never should have called him that. Terri thanks him, but Ken says what are friends for -and like a diamond, he's a girl's best friend.



He tells her to forget Ryu, whilst she asks if it's too late to go to that club he told her about. Ken says it's never too late, and the two head off. But Rose then appears, and says that the fool is far too dangerous to be free. She grabs Ken and takes him away.



Ryu tries to go after them, but they both vanish. Ken suddenly finds himself falling through a void, and tries to find a way to stop. But he ends up crashing into Blanka, who's also falling through the void.



They eventually do land, and Ken asks Blanka what's going on. But Blanka gets mad and attacks him, whilst demanding to know why he brought him here. Ken says he didn't do anything, it was that purple babe. Blanka tells Ken he'll rip him to pieces, and resumes fighting. Rose appears and says this is perfect -under her control, they'll destroy each other's evil. And her vow of saving the world will be completed.



Ken tells Blanka that being a monster won't help him, and kicks him down. Blanka gets up and tells him he'll pay for calling him a monster. The two grab each other, but Blanka uses his electricity on Ken's head. As Ken falls, Blanka tells him he hates being a monster, and he hates him.



Ken recovers and throws out a hadouken, which floors Blanka. Ken tells him he will die now, and prepares his finishing strike, but then stops. Rose appears and tells Ken to finish him, as for the good of the entire human race, he must destroy Blanka. But Ken gets up and says he can't, he won't fight to kill.



Rose says Blanka is evil, as is Ken. But Ken tells her Blanka is his friend. Rose thinks that evil entities shouldn't hesitate to cause harm, and wonders if she has misunderstood things. She uses her powers to look into the two.



She realizes that they are not evil, she had merely assumed that they were. Ken tells her she forced them to fight, with some kind of psychic force. Blanka yells that no one will change him ever again, and tells Rose he'll destroy her.



But she silences him and introduces herself. She says she felt the balance of the chi shift towards evil, and learnt that their chi power had increased. She believed that the two of them were the source of that evil. She's sought to have them destroy each other, and thereby save the world, but she was wrong. Ken laughs and tells her how could she think he was evil?



Rose reminds him that the discipline under which he trained is based upon the assassin's art. Or did Gouken neglect to tell him that? Ken says he didn't, and admits that his tradition produced Akuma, who is evil. But he says he turns out ok. Rose says she sees that now, and says it must be the third man, the man of doom, who threatens the world. But so far, she has been unable to determine who he may be. Meanwhile, at a secluded old castle...



Bison complains that he is not healing fast enough. He can't be so vulnerable, and decides to bathe in Kali's mystic energy once again. According to the ancient texts, a man who tastes her power too often ceases to be her master, and instead becomes her slave. But surely in those long-gone times, there was no man such as himself.



Cammy appears and says there's never been a man like him, but tells him that those warnings were written for a reason. He ignores her concerns and picks up the Kali statue, saying that he has heard no mortal can truly possess Kali's power, but he shall. He activates the statue, and it emits a green light.



In the void, a green fire appears and surrounds the three. Rose says the fire has begun again, and uses her own powers to protect them all. She transports everyone back to her own home.



Two of Rose's attendants help her up, as she explains to Ken and Blanka that she has brought them to her home. The disruption of the soul power broke her concentration, and returned them to the physical plane. With her psychic gifts, she is flooded by the thoughts and emotions of others nearby... even their presence is disturbing to her. Ken tells her lots of women find him disturbing to their peace of mind.



Blanka asks her to tell him what she meant before, about the fire. She explains that ever since she was young, she's had the gift of premonition, although it didn't always seem like it was a gift. It wasn't until she met her teacher that she understood and accepted the responsibility imposed by her gift. She's devoted her life since then to defending the Earth against mystic threats which few men could fathom, or even believe. But lately she's been troubled more and more by dreams of the world ending in flame, dreams provoked by the imbalance of the chi. The dreams were as real as that of what they've just experienced. She asks if they're willing to join her in a ritual called the rite of revelation. They may be able to find the truth, even the truth they hide from themselves. Ken says he's not hiding anything, but Blanka tells him there's no place for him to hide anything, he's too shallow. Rose tells them the time for conflict among themselves has passed, and from now on they will work together to save the world.



Back at the castle, Bison continues to use the Kali statue. Bison thinks about how people say no one can control Kali, yet she dances for him. She is feeding him with her power, power undreamt of by common men. The power to heal... and the power to destroy. Cammy tells Bison to stop, and she thinks that Kali's power is too much for even him to contain. Kali is the Goddess of death, and the forces he is unleashing could destroy the planet. Bison gets up and says that if the planet will not bow to him as its natural ruler, it deserves to die! He starts laughing.



Back at Rose's home, she and the others sit in a room, and she tells them that now they will find the truth. They re-enter Rose's void, and she tells them to look into her mind. She tells them that she will show them the memory that spawned her fear...



Rose was at a marketplace, when a man walked by her. Something made her turn to look at him, but the man became a flame. She knew that evil had come.



She sensed that the man had the gift of soul power, but his soul was twisted. After that, she knew she had to become Earth's defender against the misuse of the soul power's mystic force. Blanka realizes that the man she saw was Bison. Rose says this is why they've come together: they face a common foe. This Bison is the evil, but Ken tells her any Street Fighter could have told her that. She says that now she knows the evil's name, it can be destroyed. Ken says that's easier said than done, as nobody knows where Bison is hiding.



Rose says she can find him, now that she knows who it is she seeks. She can make a mystic link to the fiery domain that is in Bison's mind. When she does, she can challenge him on the psychic plane and distract him, and then the two of them can reach and attack Bison's physical body. So long as Bison engages her, his physical form is vulnerable. Rose uses her powers to find Bison, and says he's in a castle 7 kilometers to the northwest. The fire is burning, so they must go now! Blanka says they can't get there in time, but Rose says that for the fate of the world, they must try.



She says that Bison's power is increasing with every moment, and if they are to stop him, it must be now! Suddenly the room returns to normal, but Rose doesn't respond. Ken says she must be somewhere else all together, and tells Blanka they've got to go. Meanwhile, Bison senses a challenger, who is seeking to enter his psychic realm.



In this realm, Bison tells the challenge to come forth and reveal themselves. Rose appears, and Bison recognizes her straight way. He tells her the moment he saw her in the marketplace all those years ago, that he made a mistake not to kill her. He let her live because he felt an odd bond between them, and sensed that she alone may understand the power he craves. Rose says she understands power, but she uses it to protect mankind from monsters like him. He tells her to tell him what her name is, which she does.



Bison says it's a beautiful name... on a tombstone! He grabs her and there is an explosion of green energy. Meanwhile, Ken and Blanka arrive at Bison's castle, and crash their way into it. They see Bison, but Zangief and Cammy appear before they can get to him.



Ken tells them to step aside, but Cammy says she'll defend her love to the death. Back in the psychic realm, Bison says he should have killed Rose before, but this time there will be no mistake. He throws a psycho shot at her, but she uses her scarf to reflect it back to him. She says he might have had his way with a young, inexperienced psychic...



...but now she is a master of soul power. Bison jumps over his reflected projectile, but Rose grabs him in the air and throws him to the ground. Back in the castle, Ken takes on Cammy. He tells her that he knows she's fallen for Bison, but that's ok...



...because babes are always falling for the wrong guy! He throws a hadouken at her which she dodges, as he tells her that she just needs to meet the right guy -like himself, for instance. He says he's always liked her. Cammy tries to attack, but gets knocked back by Ken's hurricane kick.



She's not down for long, as she tells Ken she's going to waste him, and performs her cannon drill. Back on the psychic plane, Rose tells Bison that he almost brought the fire upon them, but the soul power led her here in time. She uses her scarf against him, but he grabs him and questions soul power -what is that compared to his psycho power?



He says he'll show her that it is nothing, and he hits her with a punch, sending her flying back. Back at the castle, Zangief slams Blanka and tells him he's too late -Bison was too tough for him before, and now he's invincible. Blanka kicks him off, sending him crashing into a wall.



Zangief uses his spinning clothesline on a pillar, which falls down over Blanka. Blanka seems to get crushed by it, but he then lifts it up and uses it as a battering ram.



He pins Zangief to a wall with it. Zangief says he can't breathe, but Blanka asks him if he thought he could breathe when the pillar crushed him.



On the psychic plane, Bison knees Rose and tells her he began on a quest for healing, but now he has power beyond even his wildest dreams. Rose sends a projectile out of her scarf, but Bison swats it aside and says his total victory over her and the world is but minutes away!



Rose says she knows dreams, but he doesn't know her. She wraps her scarf around him and throws him, telling him he is beginning to learn. Bison rises up into the air and tells her that she will learn of the limitless power of Kali that's within him.



Rose realizes that the power of Kali is where Bison draws his strength, and she uses her powers to contact Ken and Blanka. She tells Ken to destroy the statue, but he says he's a little busy dealing with Cammy. Bison performs his psycho crusher, and dives straight towards Rose.



Rose tells Blanka to destroy the statue, but he initially ignores her, as he's still trying to suffocate Zangief. She tells him to overcome his rage, as the fate of the entire world rests with him. Blanka drops the pillar and heads off, as Zangief decides to leave now. Bison is moments away from hitting Rose with his psycho crusher...



...when she suddenly appears on the physical plane and points to the statue. Ken runs up to it but gets blasted back, but Blanka is able to pick it up. Bison gets up and sees Blanka, but it's too late for him to do anything.



Blanka destroys the statue, and this causes the castle to explode. Later on, Rose helps Ken out of the rubble. She tells him that once the statue of Kali was destroyed and the battle with Bison ended, she awoke in her home, and came straight here.



Blanka pulls himself out of some rubble and asks about Bison and Cammy. Rose says they both live, as Bison's power was sufficient to protect them both, even without Kali's help. The battle has finished for now, and they were triumphant. Ken says that's ok, but asks about the tarot cards. Blanka was able to control his rage, so he wasn't the beast. They did all the right things at the right time, so no one was the fool. And no one died, so no one was doomed. Rose says she has considered that, and wonders if Bison represented all three cards. His mad quest for power makes him both a fool and a beast, and it will ultimately lead to his doom.



She also wonders if she is all three -a fool for not knowing her true foe, a beast for bringing them into her battle against their wills, and doomed if she loses her ultimate battle with Bison. She tells them she must retire to contemplate these mysteries, secure in the knowledge that she's not the sole defender of the Earth. She thanks them for giving her new hope.



Ken tells her she can dream peacefully now, and next time Bison shows his ugly mug, he'll still have to face the Street Fighters! As they look back, they realize that Rose has disappeared.
