On a planet known as the Warrior's World, several wizards attack a castle. They ride on dragons and shoot beams of energy from their staffs. Inside the castle, the Warrior King says he will not abandon his world to the corruption of the hated wizards. His friend, Rauf, tells him that victory is within the wizard's grasp. If the orb falls into the wizard's hands, the world will fall into eternal darkness.

He tells him he must be true to his mantle of Warrior King, and protect the land, even at the cost of his own pride. He creates a portal and tells him he must protect the orb that sustains their world. Without the power of the orb, all would be forced to leave the planet, or stay and perish. He uses a spell and tells him that he and the orb have now been bound together, and one will be drawn to the other.

He passes him the orb, and tells him to step into the chasm of time and space. He must go, then return to this place safely. Just then, some of the wizards break through the ceiling, and begin their attack. One claims that the orb is theirs, but the Warrior King kicks him off his dragon. He tells the wizard that the orb belongs to him and his people.

However another wizard attacks, and knocks the orb out of the Warrior King's hand. It enters the portal and vanishes. Ralf tells him to follow it, so he leaps into the portal.

The orb lands on Earth, where it is found by some farmers. They see that some plants have sprouted around it, and one of them thinks the orb is some sort of magic from the stars. They decide to take it to Prince Chal, believing that he will know what to do with it.

Meanwhile, Sagat has detected a strange power source of some kind. He tells Bison that the source has suddenly appeared in Kampfer. Bison decides that perhaps it is time to renew its traditional ties with Kampfer. Meanwhile, Chun-Li is presenting a report in Kampfer, explaining that the lush garden she's standing in was just a barren desert only two weeks ago. The man who is credited with the transformation, Prince Chal, will be holding a press conference in a moment.

The Prince appears, escorted by two hooded figures, and begins the conference. But he only says a few words, stating he had only wanted to do good for his country, before Bison appears and tells him he has. Bison takes over and says that with its new found power, Kampfer can now emerge from its years of poverty and despair, and enter an era of riches and prosperity. The Prince is taken away, as Bison says that with Shadaloo's benevolent assistance, Kampfer is now ready to assume its rightful position as a global power.

Chun-Li questions what he means by "benevolent assistance" -does he mean like when Shadaloo provided illegal arms to Kampfer, then raided its national treasury in return? Bison says he stands by the facts -they're here only to do good. He tells them to watch, and pulls out the orb. The orb starts to glow.

The orb sends out an energy stream, which darkens the sky and causes heavy rainfall. But the rain stops, and when it does, the lands changes completely -from barren desert to green hills.

Bison puts the orb away, and Chun-Li asks him if he's going to share this power over the elements with the rest of the world. Bison says of course they will share -for a price. Other nations will have to pay, and pay well, for their services. She asks what gives the state of Kampfer the right to charge for this gift of life. Bison says the protectorate of Kampfer -and Shadaloo must keep this country's best interests in mind. He says that the rest of the world has ignored this historically poverish nation, so now it only seems fair that they pay for its assistance.

Later on Bison watches a recording of his speech on TV, and says that the assistance is something they will beg on their knees for. He thinks that the Prince was too much of an innocent to see the possibilities of this artifact, so it's fortunate he arrived to guide him. Sagat takes down his hood and says that in the old days, Bison wouldn't have bothered with this charade, but would have wielded this power to command the world.

Bison tells him they have just now discovered the extent of the orb's power, and tells him to be patient. He will yet command the world, as he still commands him. Zangief takes down his hood and says enough talk -when do they eat, and when do they fight? Bison tells him well spoken, and Sagat could learn some better manners from him. He tells them there will be plenty to eat at the ball tonight, which is being hosted in his honor. And if Chun-Li chooses to interfere with their plans, they'll have their fight as well.

Chun-Li reports to Escher, who asks her if she has any idea to how Bison accomplished that miracle. She tells him that Bison is carrying some kind of device, and whilst she doesn't know where he got it, she does know that its power is fantastic. Guile says they've got to stop him, but Escher says that Bison has yet to do anything illegal. However, the Prince did mistakenly request Shadaloo's protection. He tells Chun-Li to go to the state ball tonight and investigate, but until Bison makes a move, hands off.

Chun-Li isn't happy at the idea of her having to be nice to Bison, and Escher says he's not telling her to do that. He just wants her to play by the rules, as that's what separates them from criminals like Bison. He wants her to be patient, as Bison is bound to make a wrong move. Chun-Li says she can't be patient, as she swore to avenge her father, and so she shall. Escher tells Guile to prepare a Street Fighter team. Meanwhile, back in Kampfer, another portal opens up, and the Warrior King leaps out of it.

He examines the ground and says that the orb was here, and then talks to the farmers. He asks them where the orb is, and they explain that they took it to Prince Chal's castle. The Warrior King is pleased the orb is with a ruler like himself, and is certain he will understand why he must return the orb. He starts to run towards the castle.

Later on, the state ball begins. Chun-Li and her news crew arrive, but Chun-Li sees Bison, and goes to talk to him by herself. She tells him that she's going to expose him for he is, but Bison tells her that she's free with her insults, and tells her to watch. He pulls out the orb, and says that when she sees what he's capable of, she can try to tell him who is going to take it away.

Zangief sneaks up and restrains Chun-Li, telling her it has been long since he has seen her -so he's giving her a big, Russian hug. Bison says he holds the power of the universe in his hand, and not her or her Street Fighters will take it from her. The orb is his, and he starts blasting her with it. However the Warrior King then calls out that he is wrong, as the orb belongs to him.

Bison asks who he is, and he says he is the Warrior King -the rightful guardian of the orb of power. Bison tells him he's wrong, as he's now the ex-guardian of the orb of power. He says he is the orb's new master, and starts blasting at him with it. The Warrior King starts leaping around the place, resulting in some stray energy blasts hitting the floor of the balcony.

This results in Sagat, Chun-Li and Zangief falling, but they land in the pool below. More of the balcony crumbles, and Bison falls, causing him to drop the orb.

However Bison starts flying, and just before the Warrior King can reclaim the orb, Bison blasts him. The orb falls into the pool, so Bison tells Sagat to get it. As Sagat starts searching, Zangief runs towards Chun-Li.

Chun-Li attempts to use her lightning kick, but thanks to her soaked dress getting caught around her ankles, she trips herself up. She realizes she can't fight in it, but manages to kick Zangief hard enough to send him flying across the pool. Meanwhile Sagat manages to find the orb -and a fish -just as the Warrior King notices him.

The Warrior King tackles him, causing him to drop the orb. But as soon as the Warrior King picks it up, Bison blasts him in the back, causing him to drop it and let Sagat catch it. Chun-Li throws a kikouken at Sagat, only to see it deflect away from him. She realizes that the orb can deflect her chi energy.

Sagat then uses the orb's power on her, and blasts the water around her feet. This causes vines to burst out of the ground, which immediately wrap around Chun-Li and tie her up.

Everything is being filmed by Chun-Li's news crew, but Bison decides that he'll decide when he'll share his plans with the world. The video feed goes dead, which was being watched by Escher and Guile. Escher says that thanks to the news crew, Bison's true nature has been exposed to the world, so now they can move. Kampfer is eight hours away from here, but Guile says he and his team -consisting of Ken and Ryu -are already on their way.

Back at the battle, the Warrior King uses his staff to slice apart the vines, freeing Chun-Li. But Sagat starts using the orb in a different way, this time creating several spikes which shoot upwards and surround the two. The Warrior King uses his staff to smash some of them to pieces, but he then watches as Chun-Li does the same thing.

He tells her that verily has he seen a woman with her gift for combat... or with her charm and beauty. Chun-Li can't believe this -they're in the middle of battle, and he's hitting on her?! He tells her that her words are obscure, but her meaning is clear. Sagat then uses the orb again, but this time gets the ground around them to rocket high into the sky.

He then gets it to twist around, causing both of them to fall off. But as Chun-Li falls, she throws out another kikouken. It hits a tree, which topples over and forces Sagat to run away. Meanwhile she and the Warrior King fall back into the pool.

Bison then uses his own power to yank the orb out of Sagat's hand, and he takes it for himself. He tells Sagat not to let it go to his head -the orb belongs to him. He turns around and sees Chun-Li and the Warrior King climb out of the pool and run into a forest.

He decides to seal the borders, so that the two of them can't escape, and then he'll make his move on the rest of the world. The Warrior King tells Chun-Li he fears he may have fallen, and in doing so, doomed his world. Chun-Li asks what he means, and he explains that on his world, the orb sustains his people by making their barren land fruitful. Without the orb, his world will perish. Chun-Li says that's horrible, and tells him his subjects face extinction all because of the man who killed her father. When the Warrior King hears that, he tells her that if he wasn't bound to his quest for the orb, he would be her champion, and reek vengeance upon the one who committed such an outrage.

Chun-Li says they don't make them like him any more. She appreciates the thought, but where she comes from, a girl doesn't need a champion -something she demonstrates by knocking down a tree with a single kick. She tells him she'll get Bison herself. He says that whilst they are on different journeys, they follow the same path. He wants to share their adventure, and she tells him maybe their paths are more similar than he thinks -count her in.

Bison contacts Escher, and tells him that this is his notice that Shadaloo has officially absorbed the protectorate of Kampfer. As a newly combined state, they demand recognition... and a ransom. Escher tells him only kidnappers demand ransoms, and Bison says exactly. He says that he's kidnapped the entire world, and the A.N. had better be prepared to hand over control of it to him. Otherwise, the world will face terrible consequences. Escher tells him he doesn't have that much power, but Bison says that he who controls the weather, controls the world. He starts displaying various images of cities, showing New York being covered in vines, Tokyo being flooded...

...and heavy snow in Mexico City. These images are seen by Guile and his team, who are heading to Kampfer in a jet. Bison states that this is just the beginning, and he's sure they'll see things his way. Ryu wonders how they'll be able to stop Bison now he has the power of nature at his command, but Guile says they'll entering Kampfer's airspace now. And as soon as they do, they enter some massive air turbulence.

The jet starts to break apart, forcing the Street Fighters to eject. The jet crashes into the ground and explodes, and Guile says that that windstorm wasn't natural. He believes that Bison must have been behind it.

The three land on run towards Kampfer, but as soon as they get near it, massive walls burst out of the ground, surrounding it completely. Guile says there's no way in, and it looks like Chun-Li is the only one who stands between Bison and the rest of the world.

At Kampfer's airport, a bunch of Shadaloo soldiers surround a plane, which Chun-Li and the Warrior King then jump out of. The soldiers start firing, but Chun-Li and the Warrior King fight back.

Some of the soldiers get sent flying when the plane behind them explodes. Chun-Li and the Warrior King run off, and he asks her what could be so precious that she must risk all to retrieve it? She tells him if she's going to die in this fight, she's going to die in her Street Fighter uniform, not wearing a prom dress. She opens up her briefcase, which reveals her outfit inside.

The two then head down some streets, where the encounter more of Shadaloo's soldiers. They start to fight them off, and the Warrior King prevents a child from being shot when he deflects a laser with his staff. Another guy tries to attack from behind, but Chun-Li takes him out with a jump kick. She tells him he risked himself to save a child.

Another guy tries to attack from behind, but the Warrior King deals with him. He tells her that a true warrior must always fight to protect the innocent. Chun-Li compares that to the code of the Street Fighters: discipline, justice, commitment.

The A.N. leaders have gathered to discuss what to do. Escher tells them that the world must resist this threat, as they can't give into a madman like Bison. One of the delegates says that the A.N. military force can't breach Kampfer's borders, so what choice do they have but to surrender? Escher asks everyone to remain calm, as he has agents on the ground who are handling the situation.

Guile, Ken and Ryu try hitting the wall with their projectile attacks, but they don't leave much of a mark. Ken thinks they're hardly getting anywhere, but Guile tells him to not forget about Chun-Li. She's all alone in there, and they've got to get through to her.

In the city, Chun-Li and the Warrior King are roasting some food. She tells him that he's very different from what she was first thought he was, as he's not a barbarian. He laughs and tells her that never before has he met a woman like her. If it wasn't for the peril of his doomed world, he would stay with her forever. But he must retrieve the orb, as he can never forget his quest. Chun-Li says she can't forget hers either, but if they have nothing else, they do have this moment -and she wants to keep it as long as they can.

At the A.N. meeting, the building is attacked by vines. Escher says Bison has given them all an hour to respond to his threats, but believes there is still hope. He is about to report on what his agents are doing, but one of the delegates tells him that his agents have failed. They have no more time, and must surrender. The other members agree with this action, so Escher contacts Guile.

The team have managed to make a small hole in the border wall, but Guile then tells them that they're too late -the A.N. has surrendered. They will be sending a delegate to Bison with the treaties, who is already on his way. Bison waits at the palace, and is glad that he's at last won: the world is now his. A soldier tells him that the A.N. aircraft is approaching, so Bison uses the orb to clear the barrier of wind around Kampfer.

However, Chun-Li and the Warrior King are waiting nearby, and start their attack. The Warrior King fires an energy blast, which causes Bison to drop the orb.

Chun-Li uses her lightning kick during a jump to knock Bison down. He tries to protect himself with an energy barrier, but she uses her spinning bird kick to destroy it, whilst also hitting Bison again. The Warrior King grabs the orb, and a portal appears behind him. But Zangief grabs him from behind, and says he's the strongest man in the world.

Bison uses his psycho crusher to knock down Chun-Li, but Sagat points out that now the barrier is down, the A.N. has broken through. Up in the sky, several military jets approach the palace, and Sagat says they must escape. The Warrior King throws Zangief off of him, then runs towards Bison.

Bison hits him with an energy blast, causing him to drop the orb. The orb ends up falling into the portal, where it disappears. The Warrior King isn't sure whether to stay or not, but Chun-Li tells him to go -without the orb, his world is doomed. He must go!

He tells her that the chronicles will record the tale of the champion of the Warrior King, and her beauty and bravery. He is about to jump into the portal, when Bison blasts him in the back, sending him flying into it. Chun-Li gets up and starts kicking Bison around.

The A.N. jets start their attack, and begin firing missiles at the palace. The bad guys get thrown around, and are forced to run away.

Later on, Guile and his team arrive with some tanks. Guile tells Chun-Li he should have known she'd be able to hold the fort, despite the odds. Ken looks at the battlefield and says it looks like she's been working out some major frustrations here.

He asks if maybe she needs a boyfriend, but she tells him that she already has one... she hopes to meet him someday.
