In the Middle East, Guile and Blanka are on assignment. They're trying to keep the peace, and Guile thinks this is a tough one. Blanka hopes they can do some good here, as he wants to use his new strength for something worthwhile. They walk past a news crew, who reports that things are tense here on the Gaza Strip, with armed factions everywhere -Israelis, Arabs, A.N. troops and an underground movement. It's a human powder keg just waiting for a spark to set it off.

Meanwhile, at a prison, Vega is being escorted by two guards. One of the guards says Vega's mask gives him the creeps, whilst the other one tells him he should have been here before the shrinks let Vega keep it. Vega had put five guards in the infirmary over it.

Back at the Gaza Strip, two groups start insulting each other, but Guile tells them to ease up. However the groups see Blanka and agree on something: he's a monster. Blanka starts to growl, so Guile tells him it's just talk and he should take it easy. But the groups decide to start throwing stones at him, telling him that they don't want his kind here.

Blanka goes up to confront them, but Guile tells him not to do it, as they're here to keep things calm. Blanka tells the groups that they've been warring with each other for thousands of years, yet they dare to call him a monster? He calls them fools and tells them to look into their mirrors. Guile tells Blanka to remember who he is, he knows it's more difficult for him to maintain control since he got that mega dose of mutagen. But Blanka loses it.

He starts beating up the two groups, throwing them around and using his electricity to shock them. Guile tells him to calm himself down, and get control of himself, but Blanka tosses him aside. He goes right back to fighting the two groups, who don't stand a chance against him.

Blanka's actions are filmed by the news crew, and the reporter tells viewers of this incredible scene -he's not sure what this thing is, but seeing Israelis and Arabs unite to fight it may be a first. At the prison, Vega sees the report. The moment he sees Blanka, he says it's the beast who destroyed his face.

He leaps over to the TV and throws it at a wall. One of the guards tries to attack him, but gets thrown. Another guard tells his friend that he thought he said that the mask kept Vega calm. The guard tells him to call for reinforcements, as Vega has gone over the edge.

Back at the other battle, Guile yells at Blanka to stop, and he finally regains his senses. He tells Guile that he's sorry, but he doesn't remember anything. Guile tells him that they have to go, before he does any more harm.

At the prison, the two guards try to hold Vega down, but he escapes from them. More guards rush in, but Vega throws things at them to keep them distracted, then runs past them.

He runs out to a fence, which he easily climbs over. Some other guards follow, but they struggle to get over the fence. This gives Vega enough time to kick down a guy and steal his truck.

Guile and Blanka return to their hotel, where Blanka tells Guile that he's sorry, and he is trying. Guile says he knows he's trying, but he's got to do better. As Street Fighters, people are depending on them to help, not make matters worse. Blanka is a loose cannon, and he could have hurt those men bad. He tells him he knows it's hard, but he has to get himself under control. He suggests that Blanka may need some time to himself, and for him to go somewhere and work it out. Blanka asks where could he go, as no matter what, he still looks like this.

Back at the prison, Vega crashes through the fence, and says he will find Blanka and make him pay for what he did to his face. A little later, Chun-Li reports on Vega's escape. She states that the riot was caused by one man, and inmates and guards were injured during Vega's brutal escape. A massive manhunt is now underway.

Prison officials have warned that Vega, a former matador and martial arts expert, is extremely dangerous. If anyone sees him, they should call the police immediately. As Chun-Li signs off, Guile drives off. She sees that he got her message, and he tells her he took the first flight back. But he wonders what the emergency is, as a prison break doesn't involve the Street Fighters. Chun-Li explains that it's Vega who escaped. Guile says that's different, and as he and Chun-Li drive off, he says they haven't heard from Vega since the run-in Blanka had with him in Hawaii.

Blanka had been seeking a cure for his condition, and he found it. Dr. Kapuna's serum would have worked if it wasn't for Vega. But to save the doctor, Blanka sacrificed his cure -forever.

Guile says that Vega ruined Blanka's chances for a normal life with Ma-Lei. That was before the mutagen made him even more monstrous. They then drive past the van Vega used to escape, which has been abandoned. But they see that Blanka's name has been scratched into it on the side.

Chun-Li says they'd better warn Blanka, but Guile says he's not the one to worry about. Blanka has gotten out of control, and it's Vega who's likely to get hurt if he finds him. And there's another problem: he told Blanka to take some time off, and he doesn't even know where he's gone. Blanka is on a plane, which is heading to Hawaii. But the other passengers aren't too happy for him to be there.

One of them says he thought animals had to ride in cages, in the cargo hold. Blanka replies that he is not an animal, and punches through the seat next to him.

Chun-Li and Guile try to figure out where Blanka would have gone to. Chun-Li manages to find out that Blanka flew out to Hawaii. Guile realizes that's where Ma-Lei is, and thinks that Blanka must feel she is the only one who would accept him. In Hawaii, Ma-Lei says she is happy to see Blanka. He says he's missed her too, but she says somehow he seems disturbed. Blanka says she could say that.

He asks if she sees the difference. She tells him she sees it on the outside perhaps, but underneath the surface, she still sees the man she loves. They kiss, and then she asks him if he's hungry after his long trip. She says that food is available at the big hotel, and asks if he wants to go and eat. Blanka says why not, if she doesn't mind being seen with him. She tells him why would she mind -what he looks like is not important, it's what is on the inside that counts.

They head to the hotel, but the moment the crowd there see them, they start to point out that a monster has come. One tourist starts taking pictures, saying his friends back home won't believe he saw a real live monster. Blanka grabs his camera and throws it aside, then grabs him. He tells him he is not a monster, as Ma-Lei tells him to put the guy down.

She tells him not to hurt him, but he throws him to the ground. She tells Blanka that he has changed, but he says she told him that his looks didn't matter. She says this has nothing to do with his looks, it's to do with his actions. He's different than he was, and not just on the outside. He asks her if she wants him to leave, and she says she needs time to think.

She walks off, as Blanka claims that he can control it. Meanwhile, Guile and Chun-Li have arrived in Hawaii. Guile hopes that Vega doesn't find Blanka before they do, as he will have found out where Blanka went the same way they did. And Vega won't have forgotten this place either, as he was defeated and captured here. Back near the hotel, Ma-Lei is walking around when she hears a noise.

She looks up just in time to see Vega dropping down on her. She manages to avoid him and runs off, but he quickly catches her. He tells her she is his now at last.

He wants to know where Blanka is, as he wants the monster who destroyed his face. He says he was beautiful and flawless in his perfection, before he met that creature. He again asks where Blanka is, but then Blanka appears behind him. Vega puts his talon up to Ma-Lei, as Blanka asks if he dares to threaten her.

Vega says she means nothing, and pushes her away. He tells Blanka it is him who he will destroy. Blanka tells him he'll pay for hurting her, and charges. Vega avoids him, and uses his talon to slice a bit of his hair off. Vega tells him he'll have to do better than that -has he lost his skills? He tells him he now fights like an animal, as well as look like one.

Blanka charges again, but Vega leaps over him. However Blanka runs up to a tree, rips it out of the ground, snaps it in two, and then throws it at Vega. Vega avoids the tree pieces, but asks what Blanka has become.

He runs off back towards the hotel. Blanka follows him and arrives at the pool, where a table hits him in the back -to no effect. Vega says that that would have stunned him once. Blanka tells him that he tried to hurt Ma-Lei, so now he's going to hurt him.

Vega takes a sheet from one of the tables, and puts his matador skills to work against Blanka. Blanka ends up crashing into a table, and then falls into the pool. Vega thinks the beast has been vanquished.

But Blanka spins out of the pool. Vega tries kicking him a few times, but Blanka doesn't react. He simply punches Vega, sending him flying. Vega gets up and says that was nothing, and he can't defeat him -he won't allow it!

He strikes Blanka with his talon, but it shatters upon connecting with Blanka's body. Nearby, Guile and Chun-Li come across Ma-Lei, who explains the situation. Back at the pool, Vega runs off, with Blanka chasing him.

Vega comes across a group of people, and grabs a flaming torch. He tries using it against Blanka be swinging it at him, but Blanka avoids being hit. Blanka picks up a pot and throws it at Vega.

Vega is hit by it, and he falls down, dropping his torch. Blanka tells him that he hurt Ma-Lei, so now he will pay. Just then, Guile and Chun-Li arrive. Guile has no choice but to throw a sonic boom at him.

This knocks Blanka off of Vega, but he gets back up again. He starts generating electricity, as Chun-Li says he's so out of control that he can't even direct his own chi energy. Guile wonders how they are going to stop him without hurting him, as he's stronger than both of them. Blanka stops generating electricity and walks back towards Vega, saying he must destroy him.

Guile and Chun-Li tell him to stop, and they are his friends -they don't want to fight him. But Blanka takes a swipe at Chun-Li, which she narrowly avoids. Guile thinks Blanka is beyond reason, and they watch as he heads back towards Vega. Chun-Li uses her lightning kick to knock Blanka away.

Blanka charges towards her, but Guile shoulder barges him. Guile tells him to stop and asks him if he knows who he is. Blanka yells that he doesn't know, and he doesn't care! He runs towards Guile, but Guile does a flip kick that sends him crashing into a chair.

Chun-Li then tries using her spinning bird kick, but Blanka smacks her right into the pool. He goes up to her, but Guile calls out to him.

Blanka tackles Guile through a window, and they end up in the hotel's gym. The fight continues back outside.

Vega gets up and sees his reflection in the pool. He sees he has an injury to his face, and screams that the beast has disfigured him again. But he then sees Ma-Lei hiding behind a tree. Back at the battle, Blanka shows just how much more powerful he has become when he sends a car flying with a single punch.

He is then about to use his dreaded head bite, but Chun-Li does a jump kick. Blanka feels nothing, and punches Chun-Li off of him.

He then throws Guile and runs up to a bus. He lifts it up and throws it at them, but they avoid it, resulting in it hitting some cars and exploding.

Chun-Li says they've been holding back to keep from hurting Blanka, but now they'll have to combine their most powerful moves. Guile agrees, and tells her to use her fireball, whilst he'll use his sonic boom. Blanka uses his rolling attack, just as Guile and Chun-Li unleash their projectiles.

The projectiles hit Blanka, causing a massive explosion. Guile and Chun-Li are sent flying one way, whilst Blanka is flung the other.

However, Blanka recovers quickly, and goes up to Guile and Chun-Li. Before he can do anything, he hears Ma-Lei screaming. He turns around and sees that Vega has her. Vega tells him it's too late -he's going to mutilate her face, just as his face had been mutilated by him. He tells her to say goodbye to her pretty face forever.

Blanka says nothing, but instead focuses his energy into the tips of two of his fingers. He creates a lightning-fast spark, which hits Vega in the face. Vega is sent flying back, and Blanka removes his mask.

He shatters the mask and is about to do the same thing to Vega himself, when Ma-Lei stops him. He tells her that Vega hurt her, so for that, he dies. She tells Blanka that he can't do this, and if she ever loved him, he must spare him. She tells him to remember who he was, and who they once were together. She then says that he has changed, into something that she can't comprehend. His face was once filled with compassion, but now it is filled only with fury. Not only is he just a beast on the outside, but also a beast within.

Blanka calms down and says he is a beast, who is not fit to walk among men. He walks off and says he is not fit to be here with her. As Blanka leaves, Vega gets up and slinks off.

Guile and Chun-Li get up, and wonder where Blanka is. Ma-Lei explains that Blanka tried to kill Vega, and she doesn't know what stopped him. She had begged him not to, trying to appeal to his humanity. Chun-Li tells her that Blanka responded to her.

She tells her that no matter how deep Blanka's true nature is buried, he can be reached, so there is still hope for him. Guile says Blanka may have given up on himself, but they won't give up on him. They'll find a way to help him, whatever it takes. The next morning, Blanka sits on a rock alone.
