At some ruins, a single man sits on his horse and looks up into the sky. He notices that even though it is daytime, he can clearly see two stars shining...what could he be talking about?

Back in Toki's cell, the two soldiers swing their swords right at Toki. It doesn't look like he is going to do anything, but at the last second he stops the blades from hitting him.

Kenshiro knocks down the wall and is finally reunited with his old friend -no doubts about it this time -this Toki is the real thing. The soldiers are still convinced that they must kill him, but Ken tells them to just go ahead and try it -if they can. They are about to try slicing into him again when Toki suddenly charges up with energy.

As the chains clamped to him begin to break, he uses a beam technique on each of the two soldiers before they can do anything about it.

HOKUTO UJOU HAGAN KEN

(North Star Humane Face Breaking Fist)

This technique, according to Kenshiro, gives the opponent it is used on a glimpse of heaven before they die and Toki says that at least they will die without any pain. A few moments of hands, arms and even heads twisting out of shape later, the two soldiers no longer exist. As Toki and Ken are reunited for the first time in ages, Toki has to take a rest already -whilst he can still use Hokuto Shinken, he is suffering from radiation poisoning and will never be as strong as he once was.

Back outside, Ken-Oh's forces have been defeated, but something terrible has happened: Uighur is still alive! He gets his battered body back into a standing position and warns the ex-prisoners and guards that there is another legend of Cassandra -and that is that the place will return to a wasteland! He then finally dies for real and falls back into his grave.

Raiga and Fuuga appear and explain to everyone what Uighur was talking about: the other legend is that if Cassandra is destroyed, it will become a wasteland as it was before the prison was built. They have found out that Ken-Oh's men may have set up bombs to destroy the place and almost immediately after they say that, the tower behind them begins to crumble. The good guys inside it just about make it to the bottom, where a new squad of Ken-Oh's troops have arrived to kill them.

As they run forward, the building continues to shake and the ground begins to rip itself apart, causing many of the troops to fall over or get crushed. Rei and Mamiya use this to their advantage, killing many of them. With the new squad out of the way, they continue to run towards the exit.

Raiga and Fuuga see that the tower will collapse at any moment and they must help their savior. One of the ex-guards tells them not to go and they should all escape together now before it is too late, but they persist and run off towards the tower. But as they get there someone is waiting for them. It is Burg, a samurai who is in charge of the second squad of men Ken-Oh sent to Cassandra. He hits a hidden switch which reveals a massive block of concrete out of one of the tower walls, which drops down.

It will block off the only exit to the tower, but Raiga and Fuuga catch it. They can't attack Burg now but are ready to die anyway, as they have placed their faith in Kenshiro, their savior, to defeat Ken-Oh. That is all that matters to them. Burg calls them fools and then draws his sword. Meanwhile, Kenshiro and the others can see the exit ahead.

Ken's group reach the exit, but they see that Raiga and Fuuga have sacrificed themselves just to keep it open. When Ken sees them he swears to avenge their deaths by killing the evil ones, and that he will not forget their kindness.

The tower finally collapses, but the heroes have escaped. They see a lot of blood on part of the wreckage, and Toki explains that it is the blood of martial artists Ken-Oh had murdered. He killed them to just make himself stronger. He goes on to say that Jagi and Amiba were following Ken-Oh's orders, and that Ken-Oh wants to be the end of century ruler. Toki is about to reveal the identity of Ken-Oh but Kenshiro has already figured it out: it is none other than Raoh, Toki's own brother and one of the four who trained in Hokuto Shinken along with Toki, Jagi and Ken.

When Ryuken had to choose a new successor due to Toki's ailing health, he met with Raoh and Kenshiro. He asked them what they would use Hokuto Shinken for. Whilst we don't get to hear Ken's response, Raoh makes it clear that he is only going to use it for his own sake, and with his hands he will be the master of everything! He'll go as far as going to the heavens to fight the Gods! Ryuken says this cannot be permitted, but Raoh has made his opinion quite clear.

As that flashback ends, Burg and his troops have arrived at the gates of the prison to prevent anyone from escaping. But not only is Ken really angry at this point, but everyone else also is and they all attack. Yet another big battle breaks out at Cassandra.

Burg fights Kenshiro and goes to cut his opponent in half, but Kenshiro stops his sword with one of his arms. It doesn't take Ken long to defeat him and with his death, the battle is finally over. The bombs start to go off but with everyone safely outside, Cassandra is reduced to ruins without anyone getting hurt.

Later on, the heroes stand in the wreckage of the prison. Ken says that despite what he has done, he can still hear cries of the ghosts. Toki tells him that the only person who can stop them from being heard is Kenshiro himself -he knows what he must do now.

Back at the ruins, the single man is still there, but without his horse. One of his troops appears to tell him that the troops he sent to Cassandra are dead. But he already knew this. He is Ken-Oh and he now knows that the stars of fate and chaos have met. And he now knows that Kenshiro and Toki will obviously try and stop his plans.
