To save Toki from his captors, Kenshiro went to Cassandra, the city where the devils cry. There, he defeated warden Uighur and his Taishan twin streak whip, and put an end to the legend of indestructible Cassandra.
Raiga and Fuuga hold Mitsu's body. They say that they've acquired an incredible savior, and that their dark, humiliating past has come to an end. They bury Mitsu, and tell him to rest in peace. They then tell Kenshiro that Uighur's biggest fear was for him to meet with Toki. Kenshiro asks them to show him the way to Toki's cell.

Ken, I've Been Waiting For You!!
Two guards watch the prisoners celebrate their freedom. One says that Cassandra's legend has fallen, and another says they don't have to follow the Fist King anymore. They want to fight alongside that savior, but one of them suddenly gets sliced in half. The other one dies seconds later.
Their bodies are thrown down to the ground. The prisoners look up, and see some new men have arrived: the Fist King's royal guard.
The former prisoners start dropping to their knees, and say that it's useless. Even if Cassandra falls, as long as the Fist King is in control, they're still prisoners. Rei asks who the Fist King is, and Fuuga explains he's a fearsome conqueror, who calls himself the ruler of the century's end. Nobody knows his identity, and Cassandra was turned into a prison town to lock up and execute any who defied him.
Two of the royal guards, Zarqa and Qasim, call out to Kenshiro. They tell him to drop his savior act now, if he does, the Fist King will be lenient with him. They want him to surrender now, and then tell the prisoners to go back to their cells. They also tell the guards to pick their weapons back up, which they reluctantly do. Mamiya reminds them that they'd just vowed to not take the Fist King's orders anymore, but they ignore her and surround Kenshiro's group.
Kenshiro tells them to stop, as he doesn't want to fight them. One of the guards says that the Fist King is a terrifying ruler, there's no defying him. Another says he has nothing against Kenshiro, but if they don't fight, they'll be killed. Raiga and Fuuga tell them to stop, and asks them if they want to face the same nightmare all over again. They say that it's time to have courage, and break the chains of despair.
Zarqa and Qasim ask the guards what's wrong -they should attack, unless they all want to die. They ask Raiga and Fuuga if they're going against the Fist King. Raiga and Fuuga says they won't submit to him any longer, they're siding with the savior. A prisoner goes up to Kenshiro, and tells him to stop, as it's all over now.
However, Kenshiro grabs his chain, and breaks it. Kenshiro puts the prisoners on the spot by saying they're chained up, and cowering in terror... yet they still call themselves human? He says that when a person yields to a devil, they cease to be human. Do they really want to continue this vicious cycle? People should fight for themselves. He then calls out to the royal guards, calling them all demons, and tells them to take their best shot. Zarqa and Qasim see he really must want to die, and order their forces to attack.
The guards start jumping down, but Kenshiro's group start taking them out. They end up getting some extra help from Cassandra's guards and former prisoners, who say they'll join the fight.
The royal guards are getting slaughtered, and Zarqa and Qasim see that things aren't going well for them. They run off, but are seen by Raiga and Fuuga. Raiga and Fuuga tell Kenshiro that Toki is in danger, but the prisoners and former guards tell them to leave the battle to them.
Kenshiro tells them he's counting on them, and runs after Raiga and Fuuga. Raiga and Fuuga have already entered Cassandra's main tower, but have to stop when they see Zarqa and Qasim. Zarqa says he'll give them another chance to side back with them, but they tell him to move out of the way.
Zarqa tells them they're under strict orders from Lord Fist King to not let them meet Toki. Raiga and Fuuga says they what moves them are the lives lost in Cassandra. Zarqa thinks they're ridiculous, and then makes a signal. Suddenly, some wires wrap around Raiga and Fuuga, restraining them.
Zarqa calls them fools, as there is no way they can defy the Fist King. Sojin, who was Raiga and Fuuga's master, then appears, and tells them it has been a while. He says that their wind thunder fist clan swore loyalty to Lord Fist King, and tells Raiga and Fuuga to abandon their foolish thoughts.
Raiga and Fuuga tell him that they can't, not even if he asks them to -they've put their faith with the savior. Sojin says that in the case, he will defeat this so-called savior. He and his men vanish, as Zarqa and Qasim confront Raiga and Fuuga.
They start battering them with clubs. Zarqa says that everyone yields to power, and demands for Raiga and Fuuga to say they were wrong. If they say they'll swear loyalty to the Fist King again, they'll stop attacking them. Fuuga thinks that fear and violence is the method the Fist King's forces use...
...but Raiga says now that they've joined with Kenshiro, they won't give in. Zarqa and Qasim think the two are both stubborn bastards, but Raiga and Fuuga then taunt them, calling them the Fist King's dogs. Zarqa and Qasim go to hit them again, but they both get kicked back.
They end up being knocked into a wall. Raiga and Fuuga then start pulling on the wires, causing two pillars to break apart. They are both freed, and say they must go.
They run off, but Zarqa and Qasim get back up and say they must get to Toki first. Meanwhile, Kenshiro, Rei and Mamiya enter one of the tower's rooms. A voice says this room will be their grave.
The group are suddenly attacked by wires, as Sojin's men appear. Kenshiro and Rei quickly take them out.
Sojin then appears, and recognizes Kenshiro and Rei's styles. He says that his pupil's deaths will not be in vain, as he's going to defeat them. He says it's pity that their techniques will be lost, but this is all for Lord Fist King. Before the fight can start, Raiga and Fuuga run in, and tell their master that this fight is meaningless. Sojin asks them if they dare to fight with him.
Raiga tells Ken that this is their inevitable fate, and asks for him not to interfere. He and Fuuga tell Sojin that they don't want to fight with him, and ask him to stand down. Sojin reminds him that he taught them their style, so he knows all of its weaknesses. He tells them to attack him.
The two of them charge, but before they can get in range, Sojin blasts them both back.

(Wind Thunder Ten Extremities Fist)
Wind Thunder Ten Extremities Fist! The source of the dual gods of wind and thunder fist, it is a deadly art that quickly slices the enemy apart in mid-air!
Raiga tells Fuuga that he doesn't think they'll get out of this alive, but Fuuga says he understands. Sojin senses their incredible spiritual energy, and wonders where it's coming from. Raiga and Fuuga ask him what he's fighting for. They charge forward, and tell their master that one thing he never taught them is the courage of sacrifice.
Sojin doesn't answer, but starts attacking them both again. But Raiga and Fuuga endure it, and charge past him. As they come to a stop, Sojin tells them that they've surpassed him.
Sojin is sliced to pieces. Kenshiro's group check on Raiga and Fuuga, but are told to hurry on to Toki. They say that Toki's cell is on the top floor, but they don't know what could be waiting for them there. They tell Kenshiro's group to be careful, but they should be able to save Toki.
Kenshiro's group head up some stairs, and get to the top floor. Rei tells Mamiya to wait here for a moment, as he and Kenshiro step forward. As soon as they do, several shuriken are thrown at them, but Kenshiro catches them all...
...and throws them back the way they came. A curtain is ripped apart, revealing Zarqa, who is now pinned to a wall. Zarqa wonders how Kenshiro was able to throw them so accurately.
Kenshiro tells him to clear a path, but he instead pulls out a sword. He says that Lord Fist King's orders are for Kenshiro to not meet with Toki. He starts spinning his sword, and says he'll slice Kenshiro apart.
But Kenshiro is able to punch so fast that he can still manage to hit Zarqa, even when he's spinning his sword. Zarqa gets hit several times, and Kenshiro finishes him off with a kick.
Kenshiro picks up his sword, and places it under his nose. He tells Zarqa he's no match for him, and now he'll feel the pain of the people he's killed. Zarqa grabs the tip of the sword, and tells Kenshiro that his life will end here. Turning a blade on him is a bad move, as he can turn the weapon back on anyone. Kenshiro tells him to hurry up, and take the sword.
He thrusts the sword into Zarqa's face, killing him. As he falls, Qasim says he must kill Toki, and runs off. Kenshiro's group run after him, but by the time they reach him, he's already inside Toki's cell, and has a sword drawn on Toki.
Qasim reveals that they were ordered to kill Toki as a last resort. Toki is ill, and has been sitting like this for three months -his legs are so weak that he can't even stand. Kenshiro tells him to go ahead and kill Toki. Qasim asks him if he's sure, but Kenshiro tells him to hurry up.
Qasim nervously pokes Toki in the neck, causing some blood to be spilt. But "Toki" suddenly screams out, revealing that he's just an imposter who was wearing a wig. The imposter says he can't keep up this act, so Qasim kills him -why couldn't he hold out any longer?!
Qasim says this was just a ploy to buy them some time, but Kenshiro asks him if he really thought he'd fall for that. Qasim says that another group has already taken Toki. Kenshiro turns his back on him, and the moment he does, Qasim tries to attack. But Kenshiro gets out of the way...
...and hits a pressure point on the side of Qasim's head. Kenshiro asks him where Toki is, but Qasim says he won't tell. Kenshiro says he struck his zusetsu pressure point, which will make his body move without his will. Qasim is unable to stop himself from pointing in the direction of where Toki is.
Kenshiro sees that Toki is behind a wall. Qasim says the Fist King is going to kill him for revealing where Toki is, but Rei tells him not to worry -he's already dead. Qasim's head twists up, and he then blows apart.
Nearby, two other guards open up Toki's cell. They tell Toki to get up, as they're going to leave Cassandra. Toki tells them that they're too late, as Kenshiro is almost here.
The guards turn hear something behind them, and turn around to see that the wall is starting to break. They decide they must kill Toki now, as Lord Fist King's orders are absolute. They both swing their swords towards Toki...
