Synopsis

In a caged arena, a masked fighter kills his opponent. Meanwhile, Ryu and Ken arrive in Spain, where they meet up with Dorai and Chun Li. Dorai has invited them here to share an award he is receiving from Interpol, for busting the Ashura. Dorai reveals that there is news that there is a major syndicate behind the Ashura operation, and he is going to be attending an Interpol conference to try and get to the bottom of it. Ken, Ryu and Chun Li go to a stadium, where a bullfighting event is taking place. They meet Vega, Spain's greatest matador, who sees Chun Li and gives her a rose.

Vega defeats the bull, and cuts off one of his ears. He presents this to Chun Li as a token of his love, but she is disguested by it. Later on, as the group leave, they see Vega again. As he asks her if she enjoyed his battle, another bull gets loose and goes on a rampage. Ken fights it, and thanks to Vega giving him some advice, he defeats it.

The group return to their hotel, where Vega is also staying. Later on that night, the masked fighter, who is actually Vega, sneaks into Chun Li's room. Believing Chun Li to be his personal angel, he kisses her, and then leaves just as Ken bangs on the door. He and Ryu enter the room, as Ken says he saw someone on Chun Li's veranda. But there is no sign of anyone around. Vega has gotten onto the roof of the hotel, and says that his and Chun Li's souls are locked together for eternity.
