Viper notices that something is happening to Ryu, and realizes that this is it -he is starting to use the satsui no hado. But he then suddenly gets right next to her in an instant.



She manages to block his strike, but is still sent flying into a fence. She realizes he's going to kill her, and narrowly avoids another punch. She uses her jets to take off.



Seth sees that this is the satsui no hado, and thinks it's beautiful. Viper thinks that Ryu's power is off the charts, and they won't be able to capture him when he's in this state. Ryu then jumps up to where she is and resumes his attack on her.



Ken and Sakura then arrive, distracting Ryu. As Crimson runs off, Ken sees it's that journalist he met before. Crimson jumps off a cliff, and flies away.



Ryu then turns his attention to the scientists and guards who were monitoring the fight, and starts attacking them. Ken tells him to stop.



Some of the guards start firing their guns, but the bullets get stopped by Ryu before they can hit him. The guards run, but Ryu goes after them. He's about to kill one when Sakura tries to stop him by grabbing his arm. She tells him to stop, but it looks like he's going to strike her instead.



However, Ryu snaps out of it just in time and returns back to normal. Ken rushes over to Cammy and sees that she has been badly injured. He calls for a helicopter straight away. Later on, everyone has returned to Ken's home. He's just had a call from the hospital, and has been told that Cammy's condition has stabilized. Guile thinks this is his fault, he shouldn't have let Cammy go ahead of them by herself. Ken asks them to tell him about everything they've gotten their hands on so far.




Guile says they've managed to get their hands on a research brief detailing a new weapon. The report was addressed to an emerging arms manufacturing corporation called S.I.N. Ken says he's heard of them, and knows of rumors of S.I.N. being linked to crime syndicates. He also knows the CEO is called Seth. Guile says S.I.N.'s latest weapon is code named BLECE. The weapon isn't chemical, biological or nuclear, and is instead powered by energy found within the human body. This spiritual energy is what they might call "ki".



At the same time, Seth talks about BLECE to Viper, explaining what it does. He thinks it's a fantastic invention, using the energy inside living things against the very form of life from whence it came. Guile tells Ken that when the weapon is shrunken down for commercial manufacturing, it will only become a bigger threat. The device will be implanted in human subjects, allowing them to harness their ki energy and cause massive destructive effects. A subject could easily plant themselves into any crowd and be undetected, and the implications this could have on terrorism are frightening. It could essentially give anyone powers which resemble the satsui no hado. Chun-Li says that the missing fighters were used as guinea pigs for S.I.N.'s research, as their mastery of ki made them perfect fodder. Now S.I.N. wants to get Ryu, as he would be their ultimate test subject.



Meanwhile, Seth is disappointed -Viper had the chance to get Ryu, but she failed. She also didn't manage to collect any data that could further their research. He's wondering how to deal with this, but Viper has an idea. Since she couldn't deal with Ryu once he started using the satsui no hado, she suggests a new plan, a plan where the CEO himself participates. She is sure that Seth would like to see what Ryu is capable of firsthand.



Ken gets a call from Viper. She says that she is having a party on a boat, and she wants him to be there. Ken asks who she is, and why did she fight Ryu? Viper says he should come, as his wife is here already. Ken realizes Eliza isn't here, and goes around the house to check, but he can't find her. He gets back on his phone and says that Viper can have anything she wants, as long as he gets Eliza back. Viper asks him how well he really knows Eliza, how many hours or minutes did he spend talking with her this week?



Viper asks if he noticed the cute doll. Ken asks her what she's getting at, and she says Eliza is her guest. She came here of her own free will. Ken tells Viper she must just want him to show up, but she tells him to bring Ryu along with him. As the call ends, Ken checks the doll, and finds a bug in it. Sakura blames herself for beating up all of Ken's security guards, but he says it's not her fault. Guile says the police probably won't be of any help to them.



Ken says he'll go himself, but then Ryu says for him to wait. If S.I.N. wants his power, the only way he can stop them is by keeping the satsui no hado under control right in front of them. Ken asks him if he can pull that off, but Ryu tells him to just worry about Eliza.



In the boat, Eliza has been taken into a room. Viper says she can have a seat, but Eliza doesn't move and says that she tricked her. Meanwhile, two ladies walk towards some of the boat's guards.



The guards have no idea who they are, and are told the agency sent them to help with the party, as they will be the entertainment. The guards think that there has been some kind of mistake, but Chun-Li and Sakura think the only mistake is them not shutting up. Two kicks later, the guards are knocked out.



Chun-Li asks Sakura if she's ready for a little extra credit. Meanwhile, Ken and Ryu get onto the ship. Guile tells them he's called in a favor with a coast guard buddy of his. Help will be on the way soon, so they can teach the goons a lesson in the meantime.



Ken suggests that they split up. He'll go and find Eliza, whilst Ryu can go and deal with the bad guys. As they run off, Chun-Li and Sakura are easily taking down a large force of guards. Viper learns of what is happening, and tells the guards outside Eliza's room to go and help the others.



Seconds later, Ken arrives. She knows that if he is here, Ryu must be here also. That's all that matters, so she doesn't need Ken anymore. He wants to know where Eliza is, but she tells him to get out of her way. She tries to punch him, but he blocks her attack.



He then goes to kick her, but she uses her jets to get behind him. She tells him that Eliza is in the room next to him, and whilst Ryu may possess an incredible power, he's no slouch either. Viper then runs off, but Ken doesn't go after her and instead goes into the room. Ken apologizes for taking so long, but it took him a while to get dressed. Eliza says she likes the red, and that outfit always did look good on him.



He wants to leave, but as he goes through the door, he sees Eliza is just standing there. She asks if it is OK for her to exert herself like that, because would running hurt the baby? Ken realizes that he's going to be a father, and he didn't even realize his wife was pregnant. She says she just wanted to surprise him, but he says it's his fault for not giving her a chance to bring it up.



As they make their way out, Ken tells Eliza he loves her so much. He's just realized the strength that can come from wanting to protect someone you love. He guesses that's his special power, he doesn't need the satsui no hado or anything else -not when he has so much to look forward to.



Meanwhile, Ryu has entered into a large room with a stage, where Seth appears. He says there are all manner of things that defy understanding, and most of the time it is difficult to determine where to begin looking for reason. He says Ryu's presence here was not inevitable, and his own presence here was far from a foregone conclusion. Yet here they are, so why does he suppose that is? He introduces himself to Ryu, and starts fighting with him.



Ryu lands several hits on Seth, but he doesn't seem to care. Seth thinks about how he could not resist the chance to test out the legendary power Ryu possesses. He knows that Ryu struggles against the temptation of that power. He starts hitting Ryu back...



...just as Ken, Eliza, Chun-Li and Sakura arrive. Ryu uses his sho ryu ken on Seth, but even though his fist connects with his opponent's face, it fails to hurt or even move Seth at all.



Seth says some questions must be asked, some situations faced head on. Surely Ryu must find this power inside to be a great temptation? Yet he struggles in vain against it even as it seeks to control him utterly. He wonders why he fights against it, and then tosses him up into the railings above. Ryu gets his head stuck in the railings...




...as Seth leaps up and starts punching and kicking him over and over again. He tells Ryu that if he keeps that power inside him, he'll die a meaningless death. Ken tells everyone else to stay back. Seth lands, and then says that power only has meaning if it is put into action. It defines you, and power like that is what rules the world! Everyone seeks power, seeks to grow in strength. But this goal is out of reach of ordinary men. The poor seek riches, the ugly seek beauty. They compare themselves to others, and seek to cover their own inadequacies to find peace of mind. Their mere existence of those who are better than them becomes intolerable, and they fight in retaliation.



If beauty is not enough, they use money, and if money does not work, they resort to violence. This energy is what powers their world! All he seeks is to help this natural process along. This destructive force begotten from conflict, this power that everyone lusts for, he will spread it over the world with but a touch. It is like a well that will never run drown, a precious mineral flowing from an inexhaustible mine! As Ryu falls, Seth says this power will be his. He kicks Ryu into a wall and tells him he averts his eyes from the power within, and refuses to fight. He calls Ryu pathetic, and says he will end up like all of his other test subjects.



Ryu gets back up, and says he does not run from the power he holds within. Seeking strength is what has driven him all this way, yet he's never understood what true strength is, or what it means to be strong. Seth's words have helped him to understand one thing: the power he seeks is nothing like what Seth described. The power humans possess is the source of and the destination for all of life. The power Seth is after is the opposite of this, and can only destroy that which is good. To seek it is to invite your own demise, which is why he fights. He fights to rid the world of such diabolical power. He tells Seth he'll show him what true strength is: the courage to stand up in the face of evil and emerge victorious. Seth laughs, and thinks he's talking nonsense. He starts attacking Ryu, and says power is power -there is no difference!



Ryu blocks one of his moves and grabs his arm. Ryu tells him here's his answer, and lets go. As Seth staggers back, he realizes his arm has been burned. Ryu then uses a new fireball technique: the metsu hadoken.



Seth is hit by this technique, and screams out, asking what this power is. The hadoken sends him smashing into a balcony, and he wonders how this could have happened -Ryu actually hurt him!



He falls down, and some guards rush over to carry him out. Ken and Sakura attack the remaining guards, and start wrecking the equipment being used to monitor the fight.



As Seth is taken to the deck, Guile, Cammy and the coast guard have surrounded the ship. Guile tells them to prepare for a compulsory search of their vessel. However, a helicopter then appears, and Seth boards it.



As Chun-Li arrives on the deck, she sees the Shadaloo insignia on it. Seth gets inside the helicopter.



Inside the helicopter are Balrog and Vega. Vega says that he has a message from Lord Bison: Seth has put on a fantastic show. Vega says that Bison has been watching Seth all along, and has another message for him: the success of S.I.N. has only come through the manipulation of Shadaloo working behind the scenes, to ensure its good fortune. Bison wanted him to know that. The helicopter flies away.



Back on the stage, the others have surrounded Ryu. Ken says Ryu's technique was amazing, and he really let his true power shrine through. Ryu says he can feel this power in Ken, also. He then passes out.



Some time later, Sakura is shown to be heading back home. She wanted to stick around until Ryu was better, but tickets were cheap and she's on a budget. She thanks Ken for seeing her off. Elsewhere, Chun-Li, Guile and Cammy talk about the events that happened. Even with all the evidence they've got, they're right back where they started. Things have been covered-up, with even the costal guard's appearance being officially denied.



Cammy says it feels that they're being treated as the enemy instead of the real threat. Chun-Li says the evil is still out there, but then senses someone nearby. She turns and sees another man looking at her.



Seth has also recovered, and is in his office. Whilst Bison may think he has the upper hand, Seth thinks S.I.N. has been manipulating Shadaloo. He then contacts Viper and gives her new instructions. However, after ending this call, Viper then receives another call from the CIA -her other employer. She is told she has done an excellent job, and if she keeps this up, they should have everything there is to know about S.I.N.'s activities. Once they have the information they need, they can bring S.I.N. to justice. Viper says she understands her mission.



Elsewhere, Ryu is about to leave. Ken asks why he is going out to train once more, as he's proven he can control the satsui no hadou. Ryu thinks that may have been an exception, and he's not sure if he can do it every time. It took an incredible amount of concentration, and he's still nowhere near finished with his training. Ken thinks there's no arguing with him, and tells him to go if he has to, go to places the rest of them can only dream of.



Ryu tells him not to worry, as they'll meet again. He's looking forward to how strong Ken has become by then. They may travel down different roads, but their life force is one and the same. He's sure their paths will lead to the same destination. Ken says they will meet again, he guarantees it. Ryu walks off.
