In the Amazon, several strange waves are emitted. These are picked up by Delta Red, who note that they appear to be some kind of energy discharge. It's the third time it has happened, and it has happened in a different location each time. They think it has to be artificial in origin, and wonder if it's an experiment. The look a a satellite photo taken a five hours ago, but can't see anything on it. One of them says it doesn't take much to alter photos these days, and asks Cammy what she thinks.
Cammy says she has to agree there, and it goes beyond the surveillance photo. They don't know for certain if all of their data isn't being intercepted and altered as it comes in. She thinks that it isn't just Delta Red being affected like this, and there is something pulling the wool over the entire world's eyes, something sinister. The rest of the team wonder who could pull that off, buy Cammy has an idea: Shadaloo. She decides to move out.
Elsewhere, Chun-Li is looking for someone. She finds out from a cop that the man she is looking for went missing three weeks ago. The family has requested a full investigation, but in a small town like this, they simply don't have the manpower. The cop wonders what this is all about, finding it strange Interpol has come here. As Chun-Li leaves, she says that this has been happening around the world. She meets back up with Guile, and he can tell from the look on her face that they've reached another dead end.
Guile tells her to not let it get to her, as they're bound to find something eventually. Chun-Li thinks he sounds like a cop, and he should try spending some time with his wife occasionally. He reminds her that he thought she'd given up police work, but here she is doing this -they're birds of a feather. She guesses he's still not over Charlie's death. He avoids talking about that and instead says he only found out about the disappearances by coincidence, and thought she might know something about it. It all started last year, when famous martial artists just started vanishing. Whoever goes missing is always the top practitioner of his or her respective art, and no evidence is left behind following any of the abductions. Chun-Li says it would be easy to assume it was just kidnappings, but there have been no ransom demands. That was suspicious enough to get Interpol involved, and that was when she put her badge back on.
But she revels there are people within Interpol who want this investigation stopped, saying there is no evidence to link the disappearances. Guile says that talking about fighters from around the world brings up old stuff, and they both think of Shadaloo. There never was any evidence that Bison and his men are dead, although Guile hopes they are. Chun-Li still thinks they are alive. Guile thinks Shadaloo must be behind this. The two drive off.
Elsewhere, a helicopter takes off, and a man inside it called Seth listens to a scientist, who apologizes to him. He says it doesn't matter, as their new weapon's value won't become evident until they shrink it down and make it commercially viable. For now, they can consider this just a preview to drum up some interest. The scientist says that to perfect the device, they need a certain martial artist: Ryu. Seth says Ryu practices a art that was initially developed for assassination. But there should be another that is even more powerful than him. The scientist says they aren't after him for his fighting style, and if their theories are correct, he possesses a power within that eclipses even that of the other one. That power is called satsui no hado. Seth asks if this power would allow them to bring the BLECE project to fruition. The scientist says yes.
Elsewhere, Ryu is training, but then sees an image of Akuma in his mind. He yells out.
Ken is heading to his office as his secretary tells him what he's got coming up for the day. As he heads out the elevator, he meets another women who says her name is Maya, and she's a freelance journalist. Ken's secretary says all interviews must be scheduled in advance, but Maya pushes her aside and asks Ken for a comment regarding the rising price of crude oil -what is the Master Group doing to combat this? Ken says no appointment, no interview, and ignores her.
Maya says that he is the greatest American fighter and top dog of the business world. She seems to have pegged him all wrong, as she didn't think he'd get so worked up over a sudden visitor. She thought fighters were meant to be more laid back. Ken thinks she isn't used to rejection. She wonders if his friend Ryu has a habit of turning people away if they don't have an appointment. She says that whilst Ken may have studied alongside Ryu, she thinks the two of them are worlds apart. She then says she'll be going now, and she'll make an appointment next time, so his precious rules are protected. Ken heads into his office, and wonders what Ryu is doing now. They both knew that their last battle didn't settle the score, and such a fight can only take place once they've both truly found themselves.
He also remembers the satsui no hado, and how it is inside Ryu. It tempts him to throw away his humanity in return for unlimited power. Ken has trouble even relating to Ryu as a fighter these days. He has a career and a family to worry about, and whilst he doesn't think they are a burden, the more he lives his life like this, the more he forgets what it means to be a warrior. Time just keeps passing, and he feels like he's running in place. But he supposes he's always seemed trivial to a guy like Ryu. He was born with a silver spoon in his mouth, and he didn't have to work for this.
Meanwhile, Delta Red move into the Amazon. The team make their way through the jungle and come across a crater in the ground. Using a scanner, they discover that this was where the energy discharge took place. Cammy realizes that the images the satellite took were altered after all. It seems that there was something heavy placed in the ground here.
They also see quite a few dead animals around, and Cammy says to bag some of them up so they can be analyzed. One of the team comes across some soft ground, and after doing some digging, he calls Cammy over. They take a look and realize that there are some dead bodies buried here.
Ryu lies down in a desert. He can hear the voice of Akuma, who asks him how long he intends to resist. Ryu tells him that he'll resist until his last breath. Akuma asks why he resists the power within. Ryu says he doesn't desire power, and has his sights set higher than that. Akuma asks him what is it he seeks, but knows he has no answer. Seeking anything but power is foolishness of the highest order. He tells Ryu that the blood flowing through his veins calls out to him, and he should answer it with his life! Ryu screams no, so Akuma says he'll murder him. This mundane world is of no concern to them, and they grow stronger be consuming human life.
Ryu yells enough, but Akuma laughs. Ryu does a few moves, and thinks about how he doesn't know anything about his own birth. His earliest memories are of master Goutetsu and master Gouken, and he can remember Akuma training with them.
Akuma was strong, stronger than the others. All he cared about was power, and then one day he murdered master Gouken. Ryu now wants to defeat Akuma, but he can't allow himself to become like him in the process. He wonders what to do, as all his blood, sweat and training brings him no closer to finding his true purpose. Keeping his urges under control takes all the power he can muster, and he doesn't know how long he can resist. He yells out Ken's name.
Eliza Masters is out doing some shopping in a baby store, when Maya comes over to her. She says she knows that she is Ken's wife, and she interviewed his husband the other day. She says he is a great man. Eliza asks her how Ken was, and if he was in good spirits, as he's so busy lately she doesn't get to see him so much. Maya asks Eliza if she'd like to have a coffee with her.
Guile explains to Chun-Li that Delta Red is on the case. Apparently there's a series of large scaled secret experiments occurring all over the world. He's found out from Cammy that the bodies she and her team found were some of the missing fighters they've searched for. The bodies were abandoned in a shallow grave in the middle of a jungle. But not even Delta Red intelligence could figure out just how they got there. The big picture is still a mystery.
Cammy had been told by a scientist that some of the victim's cells seemed to have exploded, as if the moisture inside them was suddenly heated, causing them to boil. Guile tells Chun-Li that the army and the FBI are suspiciously reluctant to help. If even Interpol and Delta Red's intelligence is being manipulated and controlled behind the scenes, there must be a huge organization responsible for all this. Chun-li says they'll get to the bottom of this, as too many people have been hurt already.
Eliza has returned to her home, and shows a maid a doll that a friend gave her. The doll was from Maya -who isn't really a journalist. Her name is Crimson Viper, and she's waiting outside the Master's family home. There is a bug inside the doll which is letting her listen in on any conversations inside the house.
She then turns around and sees a man looking at her, but he runs off. But as he heads out of an alleyway, she appears in front of him. She punches him and takes him down with one hit, but he's not dead. She tells him to contact his boss right now, as she has a message for him.
Viper's daughter is playing basketball. Meanwhile, Viper gets through to her boss, saying she doesn't appreciate being toyed with, and tells him to show a little more faith. Her boss, Seth, tells her she's regarded as a capable soldier. He says him speaking to her directly is sufficient to show his trust in her. She says if he does trust her, then he should call off his lapdogs and let her operate in peace, so she can concentrate. Seth says he can do that, but asks her if she's sure she's barking up the right tree. He recalls ordering her to track down Ryu, not Ken Masters. Viper says the time it would take to blindly search for a wandering vagabond like Ryu is a luxury she can't afford. They'll have to wait for Ryu to show up, and if he's going to stay in touch with anyone, it's Ken. As the call ends, Viper looks at a picture of herself with her daughter.
Meanwhile, Ryu has made it to a stream and collapsed, as a wolf walks up to him. But by the time Ryu gets up, the wolf has died. Ryu apologizes, saying if he had died before him, perhaps his body could have sustained him for a bit longer. He gets up and walks off. He thinks all of mankind holds a power within, the power of life. This force is fragile, but eternal. Life begets more life, and the cycle continues. This force and power is what drives it all, but what is power?
Guile and Chun-Li have come to a stop at the ruins of a castle. But Guile has found out that something must be up in it, due to all of the security. He and Chun-Li enter the place and take down the guards, before moving inside. They come across a lab, and see that a missing American karate champion is being experimented on. They hear him screaming whilst trapped inside a test tube.
Guile runs in and throws out a sonic boom, which takes down the two scientists. Chun-Li starts using a computer to find out more, whilst Guile sees that the karate champion has died. Guile wonders what is being researched here.
Cammy then arrives, and says they'd better move. Chun-Li copies lots of data, and the three retreat. Later on, in another location, Chun-Li shows the others what she copied. She has found out about the "BLECE" experiments -Boiling Liquid Expanding Cell Explosion. Cammy says the dead animals they found showed that kind of damage.
Chun-Li then finds a file about Ryu, which states that BLECE project will only be completed when it harnesses the power of the satsui no hadou. This power is something that lies dormant in Ryu, and without it, BLECE can never achieve its full potential. Guile says that at least they know Ryu is their next target, and they have to find him first. Chun-Li says that that could be difficult. Guile says that Ryu never stays in one place for long. But if there is one person who may know where he is, it would be Ken Masters. Cammy worries that they may not be the only ones who've come to that conclusion.
After a long day, Ken has finally returned home. Eliza comes in and says he looks tired, but he apologizes for not getting to talk to her much lately. He says he hasn't forgotten about her, but she asks who he is trying to forget. He's no longer the Ken Masters she fell in love with. When she first met him, he used to be so laid back and carefree. But now he's changed, and has gotten so serious. It's like he's trying to chase someone out of his heart, and wants him to tell her what's going on. Ken thinks she's giving him way too much credit, as he was never carefree.
Suddenly the two hear some noise outside. Ken tells Eliza to stay where she is, whilst he checks it out. When he goes out, he finds some of his security guards beaten up! He also hears someone right next to him and goes to kick them.
He stops his attack when he realizes who it is: Sakura! She demands to know what is wrong with everyone, as she's had such a rude welcome. She came all this way just to meet Ken, but she's being treated like a common burglar. She also states that the security guards were the ones who started this. Ken yells that he should hope they did, because that's what he pays them for!
Moving inside, Sakura tells Ken the reason she came here unannounced was because she is trying to find Ryu. She hopes Ken can tell her where he is. But Ken says he doesn't know, and he thought Sakura, being Ryu's stalker, ought to know better than anyone. Ken the receives a call from Chun-Li, who tells him that they need to find Ryu. He tells her he doesn't know where Ryu is, but says he'll talk with her more when she gets here. As the call ends, Ken tells Sakura that he's apparently Ryu's personal assistant now.
Sakura asks him if he has heard about famous fighters vanishing. Ken says he hasn't, as he's just been too busy recently, and asks her to fill him in on the details. Meanwhile, Ryu has made it into a small bar. A big guy comes over to him and asks if he is a karate man. Ryu says that he's something like that. The man mentions that he has a friend who's into that, who lives around here. He asks Ryu if he knows him, as he's the US karate champ. Ryu says he does know of him, as they've sparred before. The guy says his friend went missing all of a sudden last year, and he hasn't heard from him since. Ryu is surprised.
Sakura says she doesn't know all of the details, but the fighters had started disappearing last year. All the victims are really famous -no amateurs. Ken says this must be what Chun-Li was getting at, and if she's involved, this is no ordinary kidnapping case. Sakura says that's why she was worried about Ryu, because she doesn't know where he is, or what he's up to, or anything. Ken says that Ryu is also his friend, so they'll figure out what to do when Chun-Li arrives.
Ken then gets another call. Apparently a truck driver wants to speak to him, and Ryu was the one who gave him Ken's number. Ken has the trucker put through, and finds out about his missing friend. Ryu gave him Ken's number because he thought Ken might know something about it, but Ken is more interested in where the trucker met Ryu. He soon finds out this information, but Viper has also been listening in. She drives off and goes to meet Ryu first.
Ken rings Chun-Li and tells her Ryu is much closer than they thought. He and Sakura then move out. Meanwhile, Ryu has gone to the home of the karate champ that the trucker mentioned. He sees that the door has a for sale sign on it. He wonders why he's chasing ghosts, but he just couldn't imagine the guy leaving his family behind suddenly. He decides to take a look inside the house, but before he can enter it, the front door gets smashed down!
Crimson Viper bursts out, and says she'd like to test his abilities. Nearby, some scientists are setting up equipment to monitor the fight. Their data gets sent directly to Seth.
Viper's electrical attacks surprise Ryu, who can tell that she's no ordinary fighter. He starts fighting back, and she asks him if he's having fun. She hopes he's ready to show her what he can really do.
However someone tells them to hold it. Cammy appears, and kicks Viper back. She tells Ryu not to fight, as she is just testing him, and trying to bring out his true power. She tells Viper she knows what she wants.
Viper doesn't say anything but instead starts to fight with her. Cammy goes for a punch, but ends up only hitting Viper's coat. Viper reveals she can fly, as her shoes have jets in them. She tells Cammy there's a lot at stake here, and she'll do what she has to to win.
Cammy runs forward and tries to use her cannon spike move, but Viper grabs her leg. She then uses some moves which electrocute Cammy a couple of times.
As Cammy falls, Viper stomps on her head and asks Ryu what'll it be -this poor girl is about to die, so isn't he going to save her? Cammy tells him not to fight now, but Viper then hits her with a fiery kick to the head, sending her flying.
