At Fort McNeil, Blanka is waiting outside, as behind him, there's an explosion. Guile and Sawada are in an intense fight against each other. Guile throws a sonic boom, which Sawada avoids. Sawada seems surprised he's resorted to his chi force already, as he says he only needs his martial arts skills.
Guile says if he wants martial arts, he'll give him martial arts, and hits him with a mighty kick. Sawada gets knocked back into a tank. Guile tells Sawada he hasn't got a street fighting chance, but Sawada reminds him that's Colonel Sawada to him -or perhaps he'd forgotten he'd taken over his old command at the A.N.? Guile says he hasn't forgotten, as he won't let him! Sawada draws his sword...
...and channels his own chi force through it. He says that unlike Guile's sonic booms, which are full of sound and fury, he prefers the silent precision of a samurai sword, a weapon of his honored ancestors. He uses it to cut a load of barrels up, which Guile was standing on.
Guile tries throwing some barrels at Sawada, but he slices them up with his sword. Guile has to move back as Sawada advances, and he grabs onto a tank. Sawada tells him he'll make him respect the rules.
However Sawada slices the tank up with ease. Guile says he writes his own rules, which is why he'll win! He hits Sawada with another mighty kick, which sends him crashing through a hangar wall.
Guile follows him and says that as any Street Fighter learns the hard way, the only real rule is that there are no rules. He throws a sonic boom out, as Sawada charges forward with his sword. There is a big explosion which destroys the hangar.
The two get out of the wreckage, and Guile asks him if he's had enough. Sawada says that quitting isn't in his dictionary. T. Hawk then comes over and reminds them that this is supposed to be a training exercise, a chance to blow off steam and clear the air between the two of them -not an opportunity to renew old hostilities! Sawada says he's right, and says they are all on the same side here. Guile says that's right, they're just not on the same team. They then hear Blanka screaming.
Blanka discharges electricity and Guile asks what's wrong. Blanka can see an image of Dhalsim in his mind, and wonders why he is torturing him this way. Guile asks if he's sure it's Dhalsim, and he says it is. He can see Dhalsim, and he can also see Satin Hammer.
He says they must go to him, and make him stop. Guile says they'll get him to the himalayas before sundown, which piques Sawada's interest. Guile explains that Dhalsim lives in a monastery up there, and asks what it means to him. Sawada says if there's something strange happening in that sector of the globe, he's coming along. Guile says it's not his business, but Sawada tells him he's making it his business... official A.M. business. Hawk says he's coming too, but Guile isn't sure that's such a good idea. Last time he got involved with the Satin Hammer, she almost got him shot for treason. Hawk says he's sure, and he and Satin Hammer have some unfinished business.
The team drive to a jet, and use it to head to the Himalayas. The journey is going to take them seven hours, but Blanka starts screaming in pain again. He thinks Dhalsim has tormented him enough already, and Sawada asks him about Dhalsim. Blanka tells him that Dhalsim is the one who mutated him, and made him a monster. Sawada says that according to A.N. intelligence, Dhalsim is a scientific genius, who works for Bison. Blanka tells him Dhalsim has rejected their world, and anything to do with science.
Sawada asks if he's absolutely certain of this, and Blanka angrily replies yes -and asks him to leave him alone, can't he see that he's in pain? He says he should have crushed him when he had the chance, before he could cause him more pain. Later on, as the team get closer to their destination, Blanka says that his pain is easing. They see the temple, but also see that it is badly damaged.
The team land and head in, but Dhalsim appears behind them. He tells Blanka that he regrets the crude manner in which he was summoned, but unfortunately his psychic senses have been dulled by the world of materialism. He's sorry he was not more receptive to the summons.
Guile wonders who would want to attack a temple full of monks, but Sawada tells him there's more to this than he thinks. If what he suspects is true... Dhalsim says indeed, and calls him by name. Sawada asks how he knows his name, and he tells him his mind if not as difficult to read as many. He says they will see why he summoned them, and takes them into a room which contains a nuclear warhead. Sawada yells that he knew he would find this here, but Dhalsim tells them he wants their help to defend it from the Satin Hammer. Her men failed the first time, but they will be back. Blanka asks Dhalsim where he got this warhead from, but Sawada says he can answer that.
He says that it's stolen property, and it belongs to an A.N. signatory nation which was schedule to test it this month. Guile realizes he knew about this bomb, and knew they were going to test it, that's why he came along. Sawada refuses to acknowledge that, and says it's classified. Dhalsim says that the government was going to detonate the bomb on sacred ground not far from here. His people were at risk, and he was forced to act, but Sawada takes this as an admission of him doing the crime. Hawk says it would have been a crime if Dhalsim stood by and did nothing, as he knows how it feels to lose it all. But Sawada decides to arrest Dhalsim.
However when he puts the handcuffs on, Dhalsim uses his powers to easily get out of them. Guile says they can settle this later, but Sawada says there's nothing to settle. He's going to take custody of the nuke now, but Blanka says that may be easier said than done. They're about to have the world's worst custody fight, and watches as Satin Hammer's plane arrives, and soldiers start flying out of it.
As the soldiers start firing, Blanka says this is the reason Dhalsim wanted them here: to do his dirty work. Guile tells the others they can't let Satin Hammer get her hands on that warhead, just as some soldiers drop in behind him. Up in her plane, Satin Hammer tells her attack squadron leaders to get that bomb, she doesn't care if they destroy them all, as long as they don't harm T. Hawk.
Her squads move in, but get beaten up pretty quickly. She smashes a keyboard and says she can't rely on men to do anything... but they're so much fun to boss around. But if you want something done right, you have to do it yourself.
She heads out along with a few more soldiers. They land and start firing at the temple, keeping Hawk and Blanka pinned down behind two statues. But Blanka leaps out and uses his ground shave rolling attack...
...and knocks over several of the enemy like they were bowling pins. However Satin Hammer declares he's too late, as they have what they've came for. Two of her guys have gotten the nuke, so she and the others retreat back to their aircraft. Guile sees them with the warhead and says he's only got one chance. He tells Sawada to send him his way.
Sawada complies by kicking a guy straight towards Guile. Guile gets onto him and forces him to fly back to the plane, but Hawk also jumps on, as he wants to have a word with Hammer. They all make it back into the plane.
Guile tells them to bring back that warhead, and warns that they're no match for two seasoned Street Fighters. But Hammer calls out and says that she is. T. Hawk calls her Hammer, but she tells him that after all they've been through together, he can call her Satin. Hawk tells her she's got to stop this madness. They were close once, and she trusted his judgment. She says she did until he turned against her, but under the right circumstances, she'd welcome him back with open arms. After all, she hasn't forgotten how good they were together... has he?
Guile tells Hawk not to listen to her, but he tells him to be quiet. He and Hammer have things to work out, but she says it's only one thing, really. She has to prove himself to her, prove that he is still loyal. And he can do it by dropping the bomb for her onto Livermore Labs. Guile says that tears it, and decides to take her out. He gets a sonic boom ready...
...but T. Hawk cries out and tackles him, resulting in both of them falling out of the plane. Guile tells him they're up way too high, and that Hawk really can't fly, but Hawk says if he can glide just enough to break their fall...
The two land in the snow and are unharmed. But Guile is mad and demands a good explanation. Hawk says that Hammer's henchmen were behind Guile, and were about to fire. Guile says he didn't see any henchmen, and it looks more like he was saving Hammer. It looks like he still has a taste for Satin, and tells him he's got to think with his head, not with his heart. Hawk says the men were going to shoot, but then Sawada amd Blanka come over. Sawada asks them if they're going to argue all day, or are they going to go after that thermonuclear device?
The group go back to their own plane, and take off. They find Hammer's plane on their radar, and start firing at it. Guile is the one doing the shooting, but he tells Hawk to keep their plane steady, as he can't keep their target in his sights. Hawk says he's trying, but there is air turbulence. However Hammer's jet starts to descend, and Sawada thinks Guile managed to get them after all.
Hammer's plane crashes into the sea, but Guile says he never scored a direct hit, thanks to T. Hawk. Sawada hopes they crashed, as that would solved their problem once and for all, but Dhalsim says he can sense her. Blanka thinks that her ship must have turned itself into a sub, which is exactly what has happened. Guile says that she must have figured to try and lose them underwater. Sawada worries that they now have no way of tracking her.
He blames everything on Dhalsim, due to him stealing the warhead in the first place. Dhalsim tells him that if his people hadn't deployed it in the first place, innocent lives wouldn't have been menaced by his depraved science now. Guile says they don't need to track her, as she told T. Hawk where she wants to drop the bomb. Hawk says it was a place called Livermore. Sawada knows of it, saying that it's home to a a major nuclear weapons research facility. Guile says her submarine can't move as fast through the water as they can fly, so they can get a jump on her. He sees on the radar a shallow pass where she'll most likely have to surface her sub, so they fly towards it at top speed.
They arrive and wait, and Guile then says if he's right, Hammer's sub ought to be passing them any minute now. Dhalsim says he can sense her presence and the time is now, so Guile tells Blanka his job is to bring that sub to the surface. Blanka drops out of the plane and into the sea, where he finds the sub. He grabs onto it and starts using his electricity.
Soon the sub has a full electrical systems failure, and Hammer realizes their life support is also out. She forces the sub to surface now, and the team see it burst out of the water. Guile says they have to stop Hammer here.
Hawk says to leave it to him, but Guile says not this time, he's to stay behind. He wants to try and talk some sense into her, but Guile says no way. They both know Hammer has some kind of hold over him, so he's to set the plane down and then stay with it. But Hawk leaps out of it and tells him to land the plane himself -he's got to do this his way! He lands on the sub, taking down a guard in the process.
Hammer tells him that he finally got rid of Guile, and he tells her that she's considered his offer. She tells him to come over to her so she can give him a proper greeting... that is, if he's made the right choice. She takes off her helmet and says she wants him on her side, to share her triumph. She wants him to prove himself worthy for her, and all he needs to do that is to push the button, and make them pay for what they did to her.
Hawk questions why she would need to use the warhead to do that, but she tells him to think of it as corporate downsizing. It couldn't happen to more deserving men than those liars at Livermore Labs. She tells him to look at what they did to her -they used her and left her like this. She explains that whilst her brain was brilliant, her body was dying. They had promised to fund her project, and use her robotic theories to build her a new android body.
But it turned out that this was just a ploy. All they really wanted was her work and her secrets, and not her. Once they had what they wanted, they cut her funding, and left her like she is now... still half-human.
Back in the present, she tells Hawk that she saw his suffering, and saw in his own loss the one man who could really understand her. Hawk tells her that he understands, but does not condone. Despite all he's lost, he can't be so careless about the innocent lives she'll destroy. Hammer pulls her gun out and asks him if her happiness doesn't mean anything to him. Hawk tells her he feels sorry for her, and asks her to put her laser down and surrender the bomb to him. She says she won't surrender to no man, and he tells her that she wouldn't shoot him now.
Outside, the rest of the team use jet packs to land on the sub. But as soon as they land they hear a gunshot. Inside the sub, Hammer has shot T. Hawk in the arm, and he falls down. She calls him a fool and pats his head, whilst telling him that they could have had so much together.
The team run in moments later, and find T. Hawk wounded, but alive. Guile says he told him to stay behind, but he wouldn't listen. Hammer appears and says that was her sentiments exactly. Guile tells her that even without T. Hawk, there's four of them, and only one of her, so the odds are against her. She tells him he's wrong, dead wrong, just as several of her soldiers appear. One asks if she needs help, but she yells at him not now -she doesn't need him, she doesn't need any man!
The reason for this is because she's got her finger on the button, and reveals the warhead's detonator. Sawada tells her to be careful with it, as they could all die. She calls him a moron and says if they take one more step, she'll blow them all to kingdom come, including her own soldiers. If she can't have her revenge, at least she'll have the satisfaction of taking them with her.
However Hawk then recovers enough to grab her foot and trip her up, causing her to drop her gun and detonator. Hawk crawls towards it and grabs it, but then Hammer hits a button on it. She says that the bomb's timing mechanism is activated -nothing can stop it now!
The timer has less than 2 minutes on it, and Sawada asks what are they going to do? Dhalsim says there is nothing they can do -the cosmic fates have decreed that they are doomed. But Blanka tells him he is the one who is blind, as if he could see beyond his stubborn anti-materialism...
...he'd realize that scientific knowledge is the only thing that can save them now. Dhalsim says even if he wanted to help, the fission mechanism is inside the casing, and there is no way to access it. Sawada uses his sword to slice the top part of the case off, and asks Dhalsim what his excuse is now. Dhalsim says he has done all that he can to forget what he knew of science, but Guile tells him to think fast, as there's only 30 seconds left.
Dhalsim gets to work, but there is less than 20 seconds to go. Sawada fears Dhalsim can't reach it, but Dhalsim says he couldn't if he was bound by their immutable laws of physics. Fortunately for them, he has advanced beyond such simple-minded perceptions and embraced the limitless enlightenment of metaphysics. With just two seconds left, he pulls out the fission mechanism, which stops the bomb from going off. He says it takes great concentration, and it comes at a cost.
Sawada says that was too close for comfort, and whatever the cost was, it was worth it. Dhalsim is glad he said that, since his price is that he calls off the nuclear testing. Hawk says that Satin Hammer is the one who really should pay, but she's gone. The team return to the Himalayas, and Blanka talks to Dhalsim.
Blanka says he's not happy with what he did to him, as he'll never forget that it was him who him into a monster. But if he had not acquired his electrical abilities in the mutation process, they wouldn't have been able to stop the Satin Hammer today. So maybe there's a greater purpose to his transformation than he can comprehend. Dhalsim tells him that had he not used his knowledge of science, millions of innocents would have been destroyed. Perhaps they've both been too rigid and judgmental in their thinking. He says he must contemplate this further, and Blanka says so must he. He says goodbye to him, and returns to the plane, which then takes off.
Guile tells Sawada that it looks like he'll be breaking the rules this time. He asks him if he's figured out what he's going to say to his superiors at the A.N. yet, and Sawada says he'll think of something. He did tell Dhalsim he'd hold the testing off, and he is a man of his word. Guile welcomes him to humanity, calling him a rule-breaking renegade. Meanwhile Hawk still can't believe that Satin Hammer shot him. Guile reminds him that she also tried to blow him up with an A-bomb, so is he over her yet? The team head back for home.
