A door to a dojo is flung open, and in charge a trio of ninjas. They kill whoever they find inside, and after briefly searching the place, one finds what they were sent to get: a scroll showing secret techniques from a powerful fighting style.

Elsewhere, in a place called South Town, Andy Bogard and Terry Bogard are with Tung Fu Rue. Andy waves to his adoptive father, Jeff Bogard, who is down below. Jeff is surrounded by a load of poor kids, who are asking him for any spare change he has. But then another girl, Lily, walks up to him.



She asks if he'll buy a flower, and he says he will. But then a gang of men surround him and the kids. They all pull out knives, so Jeff tells the kids to run. But they panic, and cling onto him.



The men leap up, but Jeff is able to fight three of them off. But the fourth guy manages to stab him in the back.



Jeff turns around and kicks him, but then another man appears: Geese Howard.



Geese beckons Jeff to attack, so Jeff charges. But Geese leaps back, and throws out a projectile: the gale fist.



Jeff gets hit by this, and is sent flying back. Geese jumps and lands a single punch on Jeff, killing him.



Terry, Andy and Tung run down, just as Geese gets into a car. Lily is about to get into the car, but notices Terry. Terry sees her.



Lily then gets into the car, which drives off. Terry and Andy are left crying over their father. Geese gets a phone call, and find out that his men have got the scroll. He hangs up and says he's mastered the Japanese martial arts, and now the secrets of the Japanese eight extremes holy fist school are his -no one can stop him!



Sometime later, Terry, Andy and Tung are at Jeff's grave. Terry says that Tung chose Jeff over Geese to become the successor to the eight extremes holy fist. He thinks Geese killed Jeff in an act of revenge, and asks why Tung didn't stop him. Tung says his sorrow runs as deep as theirs, and he would also like to avenge their father. They witnessed a murder, but the police haven't even tried to investigate, which means that Geese must have bribed them. Terry asks if he thinks he expects them to just walk away from their father's murder.



Tung says he didn't say that, but tells them that they are not yet ready to defeat Geese. And if he himself had fought Geese and defeated him, it would mean the end of their school. He tells Terry and Andy that they must now begin journeys to perfect their skills. They are to meet him here on the 10th anniversary of their father's death. On that day, he will choose one of them as his successor, and they may avenge their father's death.

10 years later, Terry Bogard returns to South Town. South Town is a busy city, although...



...some people are better off than others. At the Pao Pao Cafe, Geese Howard bribes the police commissioner. The commissioner says this must be for the "King of Fighters" tournament, and tells Geese not to let the corruption get too blatant. One of Geese's men, Ripper, then tells Geese that some guy downstairs is asking about him. Geese tells another one of his men, Billy, to check it out. Billy and Ripper step out, and Ripper points out the guy.



The guy is Terry, and Billy thinks he looks familiar. The guys in the bar all suddenly get excited, when the South Town Queen, Lily, walks down the stairs.



Lily tells the boys that she has a new game for tonight: whoever catches her rose will get a night on the town with her. Billy comes over and tells her she's drunk, so she should go back to her room and sleep it off. She tells him to keep out of this, and then throws the rose.



Several men start going crazy trying to get it, but they end up sending it flying over to Terry. Terry catches it, and pricks his thumb on one of the thorns. He tells Lily that next time, she should throw something without thorns. One of the guys tells Terry to give the rose back, as he caught it first! Terry asks what'll happen if he doesn't throw it back.



The guy says not to mess with him, and charges. But Terry takes him down with one punch before he can do anything. The rest of the men go to fight Terry, but he takes them all on by himself.



As Terry beats up everyone who challenges him, he sends on guy crashing into a table, disturbing a guy who was just sitting there. Terry then takes down the last guy.



He picks up the rose, and tells Lily to have her men clean up this mess. He throws the rose back to her, but then someone throws a fork at it, causing it to get impaled on the wall. The guy at the table, Joe Higashi, then walks up, and says he was having the most fabulous dream, so why did Terry have to go and wake him up? Terry says it was an accident, and he's sorry. But Joe says sorry isn't good enough.



Joe goes into a stance, and Terry instantly recognizes it as Muay Thai. The two get ready to fight, and Joe thinks that Terry is good -he has no openings. He also seems to recognize Terry's stance, but before either of them can make a move, the police burst in, and tell them not to move. Joe claims he had nothing to do with this, but the police don't care. So Joe instead...



...throws a table at them, and tells Terry to run. As they run off, Geese has been watching. He tells the commissioner to find out who those two men are.



Joe and Terry manage to evade the police, but Joe tells Terry thanks for nothing -now the police are after him! Terry apologizes, and says he'll buy him a drink. Joe says no need, and says he must be Terry, Andy's older brother. Terry asks if he knows his brother, and Joe says he does -they both have the same stance. In Japan, Andy was his biggest rival, and his best friend. Joe introduces himself to Terry, and reveals he has some whiskey up in his hotel room.



They go to the hotel, and Terry says it figures the Muay Thai champ would have a nice room. Joe asks if he's heard of him, and Terry says he knows Joe showed up alone in Thailand, and racked up a perfect record. Within a month, he was the bantam weight champion -every pro fighter knows Joe's name. Joe says he's flattered, and tells Terry maybe he's about as good as him. He didn't leave any openings, but Andy is pretty good too. He reveals that during cross-training, Andy broke three of his ribs. Andy's bone breaking style makes him the best martial artist in Japan, aside from himself. Terry asks about Andy's technique, and Joe explains it's an ancient karate technique from Japan, the world's finest hand-to-hand technique. Andy fights as sharply as a razor, it's frightening how sharp and cold he is. Terry says he'll see Andy tomorrow, for the first time in 10 years. Joe says if that's the case, they should all sign up for the King of Fighters tournament, which is in 3 days.



Meanwhile, Geese has a phone call with the commissioner, who tells him about Joe Higashi. Billy walks in and shows Geese a magazine, saying that he knew he'd seen this guy before. Geese looks at the magazine, which has picture of Terry winning a martial arts competition in it.



Back at the hotel, Joe has gone to sleep, so Terry puts a cover over him, and then leaves. As he heads out, he sees Lily giving money to some kids. He says hi to the South Town Queen, and thinks he's finally seen her true colors.



Lily says he doesn't know her. Terry tells one of the kids that he doesn't have a chance, but Lily tells the kid not to associate with men like this. She gives the kid a coin, and as he runs off, she says she's just like these kids... begging for treats from the rich and powerful. It's the only way to survive in this town. Terry says at least the kids are free, unlike a certain caged bird he knows.



Lily asks him what he'd know about it, as he's never had to beg for scraps. Terry tells her that the sorrow in her eyes isn't becoming of her. He thinks she should see her life for what it is, and escape from her cage -she may find a completely different world out there. Nearby, a car pulls up.



Lily says she has to go, but then kisses Terry's hand, and says it was an apology for the cut he got from her rose. She then runs off towards the car, but one of the kids runs up to her and says she has her favorite flower.



Lily takes it, and as the kids wave goodbye, Terry watches. He remembers the day his father died, and recalls seeing a girl there. He realizes that the girl he saw was Lily.



As the car drives off, one of Geese's men, Hopper, has been sent to follow Terry. Geese asks Lily if Terry is a friend of hers, but she says Terry was just someone who was passing by.



Terry walks to the graveyard, but as he does, Andy suddenly leaps out of a tree, and starts attacking him!



Terry avoids every attack Andy makes, and goes into a stance. He runs forward, as Andy runs towards him...



...but Tung yells out to them, telling them to stop. Turns out he was just in time, as Andy and Terry were millimeters from hitting each other.



Terry and Andy tell Tung that it has been a long time. Terry tells Andy he's looking good, and he's gotten stronger, too. Tung says they've both become excellent fighters, who've surpassed their father's skill. He takes them to a restaurant, and tells them that there's only one technique that can defeat Geese. It's a secret eight extremes holy fist technique which was never recorded, known as the whirlwind punch.



He says that he'll only teach it to his chosen disciple. Andy tells him he said that his skill had already surpassed his father's. So he asks him to teach him this secret technique. Tung says he'll only teach one of them: the finest fighter. But fighting strength isn't the only criteria. Whilst Geese was stronger than Jeff, he didn't choose him. Andy asks why, and Tung says the answer is obvious: Geese was both unworthy and unsuited to learn their art. Andy wants to settle this with Terry right now, as once he beats him, he'll learn the secret technique, and stop Geese. Terry tells him not to be hasty.



Terry then notices Hopper and Ripper, who suddenly get up and leave when they realize they've been spotted. Tung says those two were Geese's men.



Terry tells Andy that if he's so eager to fight him, they should do it at the King of Fighters tournament, two days from now. It's an annual tournament where fighters from all over the world test their skills. Tung says that Geese uses his money to control everything that happens in it. Andy isn't bothered, and says this means it's certain that Geese will be there.



Hopper and Ripper report to Geese. Geese says he never thought Tung Fu Rue would join up with Jeff Bogard's sons. Hopper asks about Jeff's sons, but Billy says they aren't his real sons. 15 years ago, Jeff picked up two abandoned kids. Lily walks over with a drink, but when she sees a picture of Terry on Geese's desk, she drops the glass. Geese ignores her, and asks what else was there. Hopper says that Tung intends to teach Terry or Andy a technique which is not written on the scroll. Geese is annoyed by this.



He pulls out the scroll, and sees a blank space at the end of it. He thinks there really is another technique, and tells Ripper and Hopper to kill Terry, Andy and Tung immediately. Billy takes a phone call, and tells Geese that along with Joe Higashi, Terry and Andy have entered the King of Fighters tournament. Geese thinks they're fools, who've damned themselves by their own free will.



Two days later, the King of Fighters tournament has begun. Raiden, another of Geese's men, defeats Michael Max with a suplex. As this is going on, the matches are being watched by Geese. Hopper says that right now, Billy is on top of the rankings.



Geese says that Terry's first match is with Richard Meyer. He summons Ripper, who places a bottle of wine on a desk. Geese tells Lily to take the bottle to Terry. Meanwhile, the tournament continues, and Joe defeats his opponent, Duck King, with his tiger kick technique.



Andy's match has him up against a Muay Thai master called Hwa Jai. As soon as the fight starts, Andy uses a technique called the rising dragon bullet, and charges towards his opponent. Hwa gets hit, and is taken down instantly.



Geese thinks that Andy defeated the former Muay Thai champion in only three seconds... it's too bad he has to kill him. Meanwhile, Lily arrives at Terry's room, and finds him sleeping. She thinks it's almost his turn to fight, so he must be confident. Terry wakes up, and asks what brings her here. She says she'd heard he'd entered the tournament. Terry thinks she must have come her to cheer him on, which he appreciates. He asks her if she's decided to free herself from her cage yet. She wonders how he could worry about her, when he could die in his fight? Terry laughs, and then asks if that bottle is a present for him.



Lily says they can share a drink before his match, so he fills up a couple of glasses. He offers a toast to his first win, and her finding her freedom. Lily takes a glass, and the two are about to drink up...



...but she suddenly smacks the glass out of his hand, before he can drink from it. She says she's sorry, but he tells her not to say another word. The two share a kiss.



Someone knocks on the door, and tells Terry it's time for his fight. Terry leaves, but tells Lily that he won't rest until he's freed her from her cage. He says he'll be back, and tells her to wait here. As he heads off, he thinks here he goes.
