These short stories were published in Japan in 1996. Mami Itou's artwork is slightly sketchy, but it is still good and the stories she tells are also enjoyable to read. I like that underused characters like T. Hawk get a chance to shine for once.
The mangas weren't released outside Japan for a long time, but it finally happened in 2010 and 2011 thanks to Udon Entertainment, who had also released their own Street Fighter comics. Udon re-titled the series "Street Fighter Gaiden" and released all the stories in two volumes, with a new English translation. You can also view some of the art at Udon's site.
