Guile steps off a bus and heads into a diner. He orders a cup of coffee and then happens to see that Chun-Li is on TV, presenting a news report.

She says that anticipation runs high here at NASA, where scientists are studying the approach of the Millennial Comet. The one other guy in the diner wants the game on, but the news report continues. Chun-Li goes on to say that the comet's orbit is so large that it's only viewable from Earth once every thousand years.

The guy doesn't care about the comet and says as much, but Guile tells him if he minds. The guy asks him if he wants to make something of it, but Guile tells him maybe some other time. The guy attacks him, but Guile easily counters his punch and tosses him aside. He pays for his coffee and leaves.

The guy gets back up and charges, but Guile turns around and throws out a sonic boom.

His would-be attacker gets sent flying across the bar and hits the cash register. With him out of the way, he heads outside to another bus, and Escher is the one driving it.

Escher puts the bus onto auto-drive and shows Guile images of the Millennial Comet. Guile says he saw it thanks to Chun-Li. Escher says this time there is something different about it: according to NASA, the comet's orbit is not what was projected. Something seems to be redirecting the comet's orbit towards Earth. The scientists think it's some sort of electromagnetic force. Guile wonders what could be strong enough to do that, but Escher says they don't know. NASA has tracked the energy source to the Himalayas, so Guile must find the source and destroy it before the comet hits the Earth.

Guile says he wants Blanka and suggests Chun-Li, but Escher tells him that if the comet is aimed at Earth, they'll need an insider in the press to try and keep people from panicking. Guile then finds out that Ken and Ryu are in the area, and Escher tells him that they'll have to do.

Ken is in a match, whilst Ryu watches from the sidelines. However, unbeknownst to the crowd, the fight has been scripted, and Ken tells his opponent to work the crowd. He goes to punch his opponent, but lets him get him in a hold. But Ken and Ryu then notice that Guile is watching.

Ken decides to do his own thing, and throws his opponent before defeating him with a hurricane kick. The crowd cheer anyway.

Later on, Yo Fat arrives and tells them that he thought they had an arrangement. Ken tells him he should know the fight game -anything can happen. Yo Fat tells him that he pays them so he'll know what will happen! He thinks they need some reminding of that fact, and has his two bodyguards attack them. Ken asks if they can make another arrangement.

Guile appears from behind and throws out a sonic boom, which takes down the bad guys. He tells Ryu and Ken to go, and they run out. Ken asks where are they going this time, and Guile tells him Tibet. Ryu doesn't care if it's Timbuktu, as long as it's away from here.

Later on, Guile heads to a temple, where Blanka is waiting. Blanka stares at his reflection, and says that Dhalsim is nearby -he can sense it. The rage is growing inside of him. Guile approaches and tells him that when Dhalsim transformed him back in Shadaloo city, it was terrible. But Bison was the one who forced him to do it, and that's who they're after. Blanka says he'll try, but he can't forget what he was, and what he's become.

The next morning the team moves out, but Ken tells Ryu they should have taken their chances with Yo Fat, and asks why Bison can't hide out in Acapulco. As the group heads on, nobody knows that Zangief is watching them.

Zangief has one of his men detonate some charges which have been placed in a mountain, and when they explode, it causes an avalanche. Once things settle down, Guile, Blanka and the yaks have survived, but Ryu and Ken are missing.

Guile tries to find them, but as he climbs up a cliff, he slips and falls back down. Blanka tells him that the ice is too unstable, so they'll have to find a way around. Guile doesn't think anyone could survive in there, but elsewhere, both Ken and Ryu are alive, and are found by Zangief. Zangief tells his men to dig them out, as Bison will want them alive... for the moment.

Later on the snow clears up, but Guile blames himself for what happened to Ken and Ryu. They're gone whilst they are no closer to completing the mission, so two lives have been wasted. Blanka tells him to not blame himself, as there wasn't anything natural about that avalanche. He could smell traces of an explosive. Guile says he was the one who brought them here, if it wasn't for him they wouldn't be buried in the snow back there somewhere. Blanka tells him they knew the risk and accepted it, and the words they live by aren't easy: discipline, justice, commitment. Guile says nothing but gives him a thumbs up.

They walk on and come across a temple, and wonder if it could be Bison's stronghold. Guile doesn't think it is when they turn around and see a few monks have appeared. However a voice tells the monks to stop, and a cloaked man walks forward. He takes down his hood and reveals that he is Dhalsim.

This sends Blanka into a rage, and he charges at him. He takes a swipe at Dhalsim, but the latter gets out of the way by teleporting. He tells Blanka he won't fight him.

Blanka tells him not to talk, as tonight, he will pay. He resumes his attack, and whilst Dhalsim says he is not his enemy, Blanka reminds him that he made him this way. Any other man would have just destroyed him. He pins Dhalsim down and uses his electricity, but Dhalsim is able to escape his grasp by teleporting. Blanka calls him a coward, and yells at him to fight back.

Dhalsim tells him he leaves him no choice, and he hits him with a yoga fire. Guile tries to intervene, but the monks get in his way.

He grabs one of their weapons, but the monk uses a move which causes his staff to emit energy, causing Guile to drop it. Another monk attacks him, but Guile throws him off. Dhalsim tells Blanka he took away the man he was when Bison forced him to experiment on him.

Dhalsim uses his stretchy limbs to grab Blanka and pull him over, and tells Blanka he refuses to destroy him a second time. Guile stops fighting and tells Blanka they don't have any choice, they have to trust Dhalsim for now. Blanka stops fighting, but refuses Dhalsim's hand of assistance.

Dhalsim tells him so be it, and tells them to come, as there is still much that needs to be explained. At Bison's base, Ryu and Ken wake up to find themselves surrounded by Bison, Zangief and a few soldiers.

Bison says it's so good to have them here, and says Guile and Blanka were given the deep freeze. He tells Ken that he's always trying to make a quick buck, and asks him if he's interested in a little business venture: a little beach front property in Kansas. Ken says there's no beach in Kansas, but Bison tells him there isn't at the moment. He tells them that the Millennial Comet is speeding towards its thousand year rendezvous with Earth...

...only now, using this complex to increase his magnetic chi powers, he has been redirecting it on a collision course with Earth. The target is the defense headquarters in Norad. He only needs to make one more adjustment to the comet's orbit, and nothing will be able to stop it. And as an added bonus, the impact should produce an impressive crater, and drop the western United States into the Pacific. He tells them to guess who owns most of that waterfront. He also tells them that his plan is brilliant, and not only is it a crippling blow to his enemies, he'll also make a tidy profit.

He tells them it's a pity they won't be around to see it, and has his men take them away. He then tells Zangief to find Guile and Blanka -if they survived the avalanche, he is to destroy them. Tonight is the crucial moment to divert the comet, so he wants no interference.

Dhalsim leads the group back to his temple. He tells Blanka he was the turning point -he saw the evil science could do, and it sickened him. He has turned his back on science and technology forever. Blanka tells him that doesn't change what he did, and Dhalsim tells him he is right. If there was anything he could do to set things right, he would. He says he and his students have devoted themselves to the chi, and have learnt many secrets. The comet that approaches was forecast in the ancient writings, and he feels it may be an important sign of what's to come.

They look up and see the comet. Guile says it's a sign alright: a sign that Bison must be stopped. Back in Bison's base, Ken and Ryu are restrained, as Bison heads over to them and says he hopes they're comfortable. Ryu doesn't think they've got much of a view, but Bison says they've got a ringside seat.

He explains that the cyclotron channels his chi energy, and magnifies it a billion times, as it travels through the accelerator. Ryu tells him there's millions of innocent people who'll be destroyed, but Bison tells him to not worry about those millions, it's the billions he'd be concerned about if he was him. When the cyclotron is activated, they'll be incinerated by a few billion watts of energy particles. He walks off and leaves them to their fate.

In the temple, Dhalsim has been told of Bison's plan, but think it's impossible. He doesn't think the science for such a thing can exist, but Blanka reminds him the science to turn a human being into an animal didn't exist, until he found a way. Dhalsim thinks about it and wonders that if Bison has found a way to enhance his magnetic chi powers, it would subvert all the laws of the universe -but it could be done. It would tear the fabric that binds the cosmos together. He thinks Bison has used technology to violate the cosmic order, so he must be stopped.

Zangief tells Dhalsim he keeps bad company, as he and a few men charge in. A fight breaks out, and whilst Dhalsim uses his limbs to disarm his enemies, Blanka does things in the traditional way.

The monks use their techniques to disarm the soldiers and destroy their weapons.

Zangief faces off with Guile. Guile tells him he should have smelled him coming, whilst Zangief says Bison cannot be stopped. Guile flash kicks him, and when he recovers, he sees that all of his men are retreating, so he runs away as well. Guile says to keep after them, as they will lead them to Bison.

Back in Bison's base, Bison watches a news report from Chun-Li about how there has been an unusual amount of activity at the observatory, but a NASA spokesperson didn't give a comment. Bison says actions do speak louder then words, and tells his scientists to ready the cyclotron at full power.

As the cyclotron is activated, Ryu and Ken's restraints suddenly deactivate, just as a massive beam of energy particles heads towards them. They jump up just in time, and watch as the particles blast through the tunnel.

They are channeled through a satellite, and then shot out into space. Outside the base, Zangief and his men defend the entrance, as Guile, Blanka and Dhalsim move in. Blanka notices the energy beam, and Guile says Bison has started -there isn't much time!

The beam hits the comet and changes its orbit. Back on Earth, a scientist tells Escher that the comet will impact in 5 minutes, 30 seconds, and it's coming right at them. Escher prays Guile can do it -he's got to, he's got to save them and the country!

Guile throws a sonic boom at the gates, which blows them open. Zangief orders his men to not let them through, but doesn't see Ken and Ryu emerge from out of a building behind him. Ryu tells Ken he'll deal with Zangief if he can deal with the others.

Ken jumps down and starts beating up the solders, whilst Ryu gets into a fight with Zangief. He performs a hadouken to knock him down, just as a guy on a snowmobile races around a corner and starts firing. But Dhalsim punches him off his vehicle.

Zangief manages to get on the snowmobile, but he decides to use it to retreat. With the remaining soldiers defeated, the Street Fighters head inside the base.

Guile finds Bison, but Bison tells him he's too late. The course is set, and the comet will smash into the Earth in four minutes -and he can't stop it. Guile says maybe, but he's not too late to make him pay for his crimes. However Dhalsim them asks him to wait, as he wants Bison.

Bison asks Guile what he thinks about this, but Guile says it suits him -as long as Bison pays. Dhalsim tells Bison that he tampered with the cosmic order, and turned a thing of wonder into a weapon. Bison tells him that everything bends to his will... even him. The two start to fight, and Bison teleports to avoid being kicked. He then uses his psycho crusher...

...but Dhalsim counters it by spinning, before hitting him with a yoga fire. Dhalsim pins him down and says now he'll pay...

...but Bison uses his powers to blast him back. He tells Dhalsim that his chi power is strong, but he'll always be stronger. He blasts a hole in the ceiling and tells Guile another time, before he flies off and escapes.

Dhalsim says one day there will be a reckoning, but for now, they have failed. Guile tells him he gives up too easily, as there's still time to knock the comet off course. Ken tells him he must be kidding, as they don't even have time to find the on button.

Guile says he can't, but Dhalsim could. Dhalsim says it's impossible, as even he hasn't mastered the magnetic chi powers that Bison controls. Guile says they don't have to attract the comet, they just need to hit it and knock it off course. He wants Dhalsim to operate the controls, but Dhalsim refuses, stating that he swore to never uses science again. Blanka tells him that back at the temple, he said he would set things right if he could. This time, he'd be using his science for good, not evil. Dhalsim says someone must restore the cosmic balance, so he'll do it.

Guile tells him to get to it, as he jumps up and sits in the cyclotron. Dhalsim uses the controls to power the machine on, and Guile strains with his own chi to channel it through it.

His entire body emits a yellow glow, and a new beam is sent out into space. It hits the comet and sends it away from the Earth.

The group head outside, and sees that the world has been saved. Guile thanks Dhalsim, as they couldn't have done it without him. Dhalsim says using technology sickens him, but it was necessary. The balance has been maintained.

Blanka tells him his power would be a great help in defeating Bison. Dhalsim says perhaps they'll meet again, but he fights a different battle. He wishes to free the spirit from the materialism that binds it, and tells them to go. He'll see that no one ever uses the cyclotron again. The Street Fighters walk off, but they later hear an explosion. They turn around and see that Bison's base has been destroyed.

Guile says that's the end of Bison's cyclotron, and thinks they were lucky to have Dhalsim on their side. Blanka tells him maybe it wasn't luck, and maybe Dhalsim was right -the comet is a sign. The past can't be changed, but there's always hope for the future.
