The sounds of a plane can be heard, yet nothing can be seen in the sky. However, on an island, a weapon pops out of the ground and fires a beam upwards, which sends out waves of energy.

The waves hit the plane, which causes it to reveal itself and then lose all power. The plane crashes into the sea, but doesn't sink. As it comes to a stop, it turns invisible again.

A submarine surfaces, and several divers enter the sea. The sub fires out a massive net, which totally covers the plane. The divers quickly climb up it and attach wires to their sub, which then drags the plane off.

At a fighting tournament, Guile defeats his opponent, but the crowd aren't happy with the result and throw trash at him. Dee Jay is up next, and he also wins.

Guile congratulates Dee Jay and tells him he's still got the moves. Dee Jay says he has to apologize to him, as whilst he's his friend, tomorrow night in the finals he's going to kick his tail big time! He's got to win this tournament, as he wants to prove that he is still the champ. Guile says he understands, but he shouldn't count on that championship belt -it would look good on himself. Dee Jay tells him that whoever wins, it's going to be one good fight. Later on Guile leaves, but as soon as he does a guy pops out and tells him he's out of the tournament.

Another guy appears and tells him he won't be fighting tomorrow. Guile takes down one guy with a flash kick, and then dodges the other guy's attack before elbowing him.

They decide to run for it, although Guile tells them he's just getting warmed up. He chases after them, but as soon as he's out of the alley he almost gets run over by a car. He jumps out of the way, but the car swerves, dumps a body out, then speeds away.

Guile checks the body and finds that it's actually just a dummy, but then its eyes display the letters S and F. Guile sees someone is a real practical joker, and he knows who. He heads over to where Escher is at, opening up a secret door to get in. Escher asks him if he knows what the SX9 is. Guile says it's some kind of stealth aircraft, and is top secret stuff.

Escher displays an image of the SX9 and says it makes a conventional stealth plane look like a hot air balloon. Not only can radar not track it, but it also has an energy field that renders it totally invisible. But the plane didn't return from its final training flight today, and was carrying a full bomb load. He then reveals a floppy disk and says this arrived in Washington after they lost contact with the plane. The monitor displays a message from Bison, who says that their SX9 is missing, but finders keepers. Now it belongs to him, unless he receives ten billion dollars within 24 hours. If he doesn't, he'll destroy a city -and he doesn't make idle threats.

Escher tells Guile he's got to get that plane, as the government will not give in to ransom demands, not even ones from Bison. Guile says there isn't enough time to bring the whole team together, but finds out that Blanka and Cammy can be in Jamaica by dawn. And there's one more person he wants on the team, their former local operative: Dee Jay. However on the monitor a red cross covers up Dee Jay's picture, and Escher says Dee Jay lost his title for fixing fights, and he won't have anyone on the team who can't be trusted.

Guile says he never believed Dee Jay threw those fights, and it was Zangief who brought the charges against him -not exactly a source you can believe. Escher says they can't take the risk, so Guile walks out and says either he'll choose his own team, or he finds someone else to lead it. Escher caves in and says there's no time to argue -he has 24 hours.

Dee Jay is working out at his gym, when Guile arrives and says he needs his help in going after Bison. Dee Jay says nobody would like to get Bison more than him, but this tournament is his chance to clear his name. He's got to win it. Guile says Zangief is working for Bison, which gets Dee Jay worked up enough to punch right through his punching bag.

Dee Jay tells him that Zangief is the man who destroyed him, so count him in. Later on Guile and Dee Jay meet up with Blanka and Cammy at an airport. As they start loading up the plane, Blanka tells Guile that he's surprised to see Dee Jay here. Guile asks why, is it because it looked like he threw a fight?

He tells Blanka he should know that appearances can be deceiving. Cammy then arrives, apologizing for being late. She had a few things to pick up, light a portable transponder, an electromagnetic field detector, a scandalously small bikini... he's never seen her in a bikini, has he? And she also bought some suntan lotion to, and he does have such nice, strong hands. Guile is temporarily at a loss for words until he says thanks. As she walks off...

"Hmmmm....."

"Just get in the plane!"

The Street Fighters take off and head to the SX9's last known co-ordinates. Cammy spots an island and asks what it is, and Dee Jay tells her that the fishermen call it "Demon Island". He thinks the world would be better off if that island sank beneath the waves. Suddenly, the plane is hit by some energy waves, and loses power to both engines.

The plane goes into a dive, and Cammy says she can't level it out. Guile helps her, and Cammy tells him she didn't know he cared. He tells her to keep pulling back.

The plane hits the water and immediately sinks, but the Street Fighters get out and swim up to the surface. Guile tells everyone to swim to the island.

They arrive and Cammy says they've got to get into the jungle, but Zangief and some soldiers find them. Since the soldiers are armed, the Street Fighters surrender.

Zangief leads them towards some hovercraft, as Dee Jay tells Guile they've got to make a break. Zangief yells at them to speak when he says they can, but then Cammy sweeps one of the soldiers.

Guile throws out a sonic boom which knocks down Zangief, and the team then run away into the jungle.

Zangief reports to Bison about what has happened, and Bison tells him to find them and hunt them down. The invisible bomber will be ready to take off in eight hours, if his demands are not met. He wants no interference, and has some hovercraft units sent out to search for the intruders. Meanwhile, Guile and the others continue to run.

They take cover near a cliff, and see some hovercraft above them. Zangief uses a speaker to call out to Dee Jay, saying that it was because of him that they took his champion's belt, and now, he is nothing. He tampered with his water at the ringside and blamed him for throwing the fights. He made him a loser, something he'll always be!

Dee Jay is ready to confront him, but Guile tells him that Zangief is just trying to get under his skin so he'll give away their position. Zangief sees that the foxes are staying in their den, and tells his forces to spread out and keep searching. He tells everyone they can't keep playing cat and mouse with Zangief, and he's through running -it's time to take the fight to Bison.

Dee Jay says they're with him and asks what the plan is. Guile says the hovercraft came from the direction of some mountains nearby, which must be where Bison's base is. He and Cammy will try and find it, whilst Dee Jay and Blanka are to distract Zangief. Dee Jay says all he wants is his chance at Zangief, but Guile reminds him this isn't a private war, if he's part of the team then he lives by the Street Fighter code of honor -there's no room for personal revenge. Dee Jay says maybe for him, but he'll take his chance if it comes up.

Later on, the hovercraft are still searching, whilst some men are also looking around the jungle. The men see Dee Jay and fire, but are then taken out by Blanka.

He and Dee Jay tie them up, but then Blanka says he can hear three hovercraft coming. He and Dee Jay run off, but are soon found by the hovercraft's lights.

Zangief fires at them, but he's used gas grenades, which explode and knock both Street Fighters out.

Elsewhere, Guile and Cammy are still searching for Bison's base, although Guile worries if they don't find it soon it'll be too late to stop him. Cammy tells him even he can't win every time, but he keeps trying -that's what she likes about him. Guile says this isn't a good time, but Cammy responds by trying to kiss him. However he suddenly tackles her. She tells him she likes a man who's forceful, but he shushes her as a hovercraft appears.

They watch it approach them, but then some hidden doors open beneath where they are. As the hovercraft heads inside, Guile says they've found their way in. The two of them jump and grab onto the top of the door...

...and just before it closes, they drop down and enter the base. They run off and hide in a cave. Meanwhile, Bison stands in front of the SX9.

He tells the pilot that nothing must go wrong. The pilot starts to do the final preparations, and the plane turns invisible, Meanwhile, Guile and Cammy take out a couple of guards.

They take cover and watch as they see where the SX9 is -the pilot opens the cockpit up and reveals himself. He tells Bison that all systems are operative, so Bison tells him to prepare to take off in fifteen minutes. Guile tells her that he's going after the plane, and when he makes his move...

...she must try to spring the prisoners. Cammy thinks they'd stand a better chance together, but he doesn't want to leave anybody behind. Guile runs out and tells Bison it's over, but Bison tells him it's not finished until he says it is. He charges up his fist with energy...

...and throws out a projectile. It hits Guile and slams him into the side of the plane, which briefly turns visible before disappearing again. Guile drops to the floor, and Bison is immediately on him again.

Cammy takes down another guard, but then sees that Guile is in trouble. She picks up a barrel and throws it at Bison, distracting him.

Guile then hits Bison with a flash kick, causing him to land on the plane. Another guard then runs in, and starts shooting at Guile.

Guile runs off, but the guard's stray shots hit the plane and make it briefly visible. Guile hides behind it, whilst Bison yells at the guard to stop firing. Cammy then uses her cannon drill move to take care of the guard.

Bison says Guile has made it this far, which is impressive, but he can't win. The two exchange projectiles, just as Zangief arrives with the captured Dee Jay and Blanka.

Zangief knocks Guile off the plane, and he hits the ground, injuring his arm. Zangief tells him he escaped him once, but never twice.

Dee Jay manages to tear out of his net, and climbs to the back of the hovercraft. He attacks Zangief from behind, causing him to lose control and nearly hit Guile again.

They end up falling out and landing on one of the plane's wings. Meanwhile Blanka uses his electricity to destroy his net, and let him escape. Dee Jay and Zangief start fighting on the plane, but Dee Jay tears a piece of it off...

...and uses it to to hit Zangief in the head. Cammy finds the SX9's crew and tells them to get to the plane now. The crew open a panel on the plane's underside, and they, Cammy and Blanka enter.

Zangief punches the plane piece, but Dee Jay then uses it to ram him into Bison.

Bison calls him useless and throws him into the water. Blanka disposes of Bison's pilot, and tells Cammy to divert all power to the main engines.

Dee Jay helps Guile onto the plane, just as Bison lands on it and tells them to stop that plane. However Dee Jay responds by throwing out a projectile.

Bison gets hit and falls off and lands on Zangief, causing him to fall back onto some guards. This causes the guards to shoot their guns up into the air...

...and the lasers hit a generator, which explodes. Zangief says the cave is coming down, so Bison yells to evacuate. Guile gets inside the plane and has it fire off a couple of missiles, which destroy the closed doors.

The Street Fighters escape in the plane, whilst Bison boards a submarine. Zangief runs over and tells him to wait for him...

...but Bison says nothing and shuts the door. As the sub moves off, Zangief leaps into the water and swims after it. Meanwhile, the SX9 flies higher into the sky.

Later on, the final match of the tournament takes place, with Dee Jay going up against another opponent. Guile, Blanka and Cammy are watching from a stand, as Guile sees Escher nearby. Escher gives a thumbs up and leaves. Cammy tells Guile that it's too bad about his arm, as she'd loved to have seen him in the finals. But how about a consolation prize -say a romantic candlelight dinner for two? Guile says he's buying -although Cammy is disappointed when he says he's buying dinner for the whole team, for a job well done.

Dee Jay throws out a projectile, which hits his opponent and defeats him. He happily declares that the champ is back.
