Guile is in a fight with a guy, but he's getting beaten badly. He tells his opponent if that's all he's got, but then gets kicked. His opponent tells him they don't want trash like him here. Guile gets kicked a couple of more times and is knocked down, but he gets up again and throws out a sonic boom.

The projectile gets avoided and ends up destroying a car. Guile gets thrown into the sea, and his opponent tells him to swim back to where he belongs, and begone.

A guy yells out cut -this was all just a scene for a movie. The director, Wang, tells the main star, Fei Long, it was a nice take. As Fei Long walks off with a couple of women, Guile climbs out of the water.

Ken tells him a guy could get used to this kind of assignment, and asks if he's seen the babes on this set. Guile tells him no, and bets they haven't seen Ken either. Nearby, the press interviews Fei Long. One guys tells him he's Hong Kong's hottest action hero, so how does he respond to allegations of him going soft in real life? Fei Long says like this, and picks the guy up...

...and throws him onto a mat. He walks off but thinks that move should have been easier to do, and starts to think that maybe he is going soft. Guile is getting his makeup done, and Ken tells him that color is so him. Guile tells him that once this assignment is over, remind him to take out Escher.

Ken says he will once they pop whoever is smuggling in drugs from Kongmoon, China. He says they're getting nowhere with their leads, as everyone's too scared to talk. Ryu has been sent to check out a harbor, but Ken says that something weird is going down with a cousin of his. He's going to catch up with them in the morning. Ken asks Guile if he's sure Bison isn't behind this, and Guile says yes, for once. Just then one of the movie crew comes over and tells Guile that Wang wants another take -he wants Guile to be sent further out into the water. Guile says that's showbiz.

The next morning Ryu meets up with Guile and Ken, apologizing for being late. As they head out, Ryu says his cousin, Sachi, has been missing for a week now. He found a cab driver who thinks he gave her a ride, but that's all he's got. Guile says he can give him another 24 hours to look for her, but Ryu says no, as they're here to track down the smugglers. Guile says he can handle that whilst they look for Sachi, as he has a hunch she needs them more than he does right now.

Ken realizes he's going with Ryu and asks if Guile needs him on the movie set, but Guile promises all those pretty young actresses will still be there when he gets back tomorrow. For now, he's to go and help Ryu. He tells them to check in by ten tonight, so they head off. Ken can't believe he's got to give up wall-to-wall women to go and find his cousin, and he bets she's just sitting by a pool, gulping a cold one. Ryu tells him if she is, he'll buy him a cold one himself. Ken tells him to make it two cold ones. Guile heads back to the set.

At the drug manufacturing plant, Sachi is trying to tunnel a way out of her cell, but her friend Midori tells her to look out. She quickly hides her work with a blanket, and the guard who comes has no idea there's anything wrong. As he walks off, Sachi stays digging again, but as she only has a spoon to dig with she doesn't make much progress.

Ryu and Ken head to the harbor where the cab driver said he took Sachi. Ryu wonders what she'd be doing here, but they then run off and hide when they hear a truck approaching. The truck stops, so Ryu tells Ken to deal with the guard, whilst he goes and has a look at what's in the back of it.

Ryu finds a bunch of people bound and gagged, and wonder what's going on here. He's about to start freeing them when Ken comes in, saying he's dealt with the guard. He starts helping Ryu when someone outside tells them to stop. Several other men with guns have appeared, and whilst Ken wants to fight them, Ryu stops him -these guys have plenty of ammunition for everyone.

Guile is trying to get any info he can about the smugglers, but the people he asks just slam the door in his face. As he walks off, some guys appear and confront him. Guile throws a sonic boom...

...which takes two of them out. The last guy gets thrown away, as Guile wonders where Ken and Ryu are. He runs off down a street, just as a car passes him.

Inside the car is Wang, along with crime lord Xing. Wang says he's just sent out three of his best people, who can handle whoever it is who's poking their nose into their operations. Xing reminds him that it is his operations, and Wang says the next shipment should be on time, as he's just doubled the work force at the processing plant. Xing tells him he must understand how this works: if he fails to deliver the drugs, it means he loses money. If he loses money, then there's nothing to spend on his movies. Wang says he understands, and says he won't fail. Xing then spits out a grape and gets very upset with the bowl of fruit he has, tossing it out of the car. Wang asks to be let out here.

Guile gets tossed out of another place. Fei Long then appears and tells him it looks like he could use a friend, as Hong Kong can be a very difficult place... unless you know the right people. Guile asks if he means himself, a great big movie star. Fei Long says he has something he wants, and he has something he needs. Guile starts to walk off, but Fei Long asks him how far does he think he'll get in Hong Kong without connections? Guile asks him what his offer is, and Fei Long says he wants him to teach him the ways of the chi force, and in return he'll teach him about Hong Kong.

Ryu and Ken are being taken back to the drug manufacturing plant, and bicker about what to do. Ken wants to take out the guard, but Ryu says they can't do anything until they get these people out of the way. They arrive at the plant and exit the truck, where a bunch of guys point guns at them. However they aren't here to kill them, and by the next morning, Ryu and Ken are put to work at the plant, along with the other prisoners.

Ken is ready to get out of there, but Ryu sees Sachi behind him. Ken throws out a hadouken at one of the guards, taking him out.

The other guards start shooting, but Ken makes a break for it and tells Ryu it's checkout time. Ryu tells him don't, but Ken readies another hadouken to throw at the fence. However Ryu tackles him to the ground before he can throw it. Ken asks him what is he doing.

Ryu says does he think the guards care about how many other people they take out if they make their move? And besides, he's seen that Sachi is here. Ken decides they'll wait until they figure out a way to get everybody out. Ryu thinks Ken can be a decent human being when he puts his mind to it.

At the movie studio, Guile and Fei Long spar. Fei Long tells him that his friends aren't even in Hong Kong any more. Guile asks if Fei Long's connections told him what happened to them, as he throws out a sonic boom. Fei Long tells him no one wants to say, but he then gets hit by the projectile.

Guile helps him up and says he's out of here. Fei Long says that he has one more friend who can help, so Guile comes back. They go to the Dragon restaurant, where Fei Long's contact, Wo-Lin, tells him that she can honestly not say a word. She tells them it's a shame their friends are missing, but then that can happen in Hong Kong, when people stick their noses where they don't belong. She passes Fei Long a picture of himself and Wang. She tells him it's easy enough to see if you're not too close to it.

He asks what Raymond Wang had to do with this, and she tells him that for someone in the movies, he doesn't get the whole picture. They head outside, and Fei Long thinks that surely she can't be telling him Wang is mixed up in this, as he's worked with him for years. But just then, there's a big explosion...

...as they see that Wo-Lin's restaurant has been destroyed. She tells Fei Long to go, as she's told him too much. Guile promises to get who did this. Fei Long confronts Wang, and can't believe he lied to him. He says it's over between them, but not before he takes him out. He then tries a new move, a flaming kick which sends him flying upwards. He says that a lot of stuff has been going on around here which is not in the script, so he's out of here.

He ignores Wang's cries of him saying he owns him, and goes back to Guile. Guile tells him that his chi move nearly worked, he must focus completely. Fei Long says he's focused on Wang, as he has to find out what he's involved with. If he's been lying to him for all these years...

Back at the plant, Ryu and Ken find Sachi's cell. Ryu asks her what happened and what she's doing here, and she explains that she and everyone here was kidnapped. She says she's scared, but Ryu tells her not to worry, as they'll get her and everyone else out. Ken then sees some guards, so he and Ryu head off. They manage to sneak into a room with some communication equipment in it.

Ken is able to use it to send a signal to Guile, who picks it up. Guile thanks Fei Long for his help, but this is where he gets off. However Fei Long says no way. Guile warns him that this just got real, this isn't like one of his movies. He has to go and help some of his friends who are in real trouble. However Fei Long refuses to back down. Guile tells him ok, and says that he needs to get to Kongmoon fast. Fei Long tells him how about going in a twenty foot cabin cruiser -being Hong Kong's number one action hero has its perks.

The two arrive outside the plant. Guile says he's seen this kind of setup before: a drug processing plat with a lot of reluctant workers. They quickly head down and implement a distraction plan. Fei Long wears a cloak and walks towards the fence, but Guile then tackles him. The guard nearby goes out to see what is going on, but Fei Long kicks him.

Fei Long holds Guile by gunpoint, as the two enter the plant and take a look around. They see that something is about to go down, as a guard enters Sachi and Midori's cell. He finds the tunnel they were working on, and Midori flees.

Sachi sees Midori being chased by some guards, and says they have to stop them. Ken takes down once, as he and the others run after Midori. But soon more guards arrive and surround them.

The guards decide to execute them all and are about to open fire, when Guile and Fei Long appear. Guile says so much for their cover, as he throws a sonic boom at the guards. Fei Long quickly moves in and finishes off anyone who's left.

Guile tells Ken and Ryu to get the people out of here. They head off and tell Sachi and Midori to get everyone else, whilst they try and clear a way out. Ken sees a truck pass by and tells Ryu he's just figured out a way to pop the gate, as the two go after the truck. Meanwhile Fei Long tells Guile he was right, this isn't like making a movie... it's better!

They head towards another building, as four more guards approach. Guile takes down two with a flash kick, whilst Fei Long beats up the other two. Meanwhile Ken and Ryu use the truck to smash down the fence, which lets all of the prisoners escape.

Guile and Fei Long enter the building, and find barrels filled with grain alcohol. Guile thinks this must be used to process the drugs, but not any more. He kicks over a barrel, but then Wang and a few men appear. Fei Long says then it is true, he is involved in this evil.

Wang corrects him by saying they both are -without this drug money, none of his films would ever have been made. Fei Long is enraged that his career was financed by blood money, and hits Wang with a flying kick. Guile then uses an explosive sonic boom to take out several of the other guys.

Fei Long tells Wang he makes him sick, and then shows off the new move he's now perfected: the shien kyaku! He spins around in the air, destroying the barrels of grain alcohol and setting the warehouse ablaze.

Guile orders everyone out, and has his team carry out the defeated underlings of Wang. They manage to get everyone out in time, as Fei Long carries out Wang himself. Later on, Fei Long helps Sachi and Midori get into a truck.

The two ladies realize it's Fei Long, and Sachi is over the moon that he touched her hand. As they gush on about him, Ryu isn't impressed. Ken says he's kind of jealous, as he wouldn't mind young women throwing themselves at his feet. Ryu tells him to keep dreaming, as maybe someday Fei Long will trade places with him. Fei Long says maybe he will, as he's had it with the movies. Ken says he'll swap with him any time he says.

Fei Long tells them that after all that's happened, he now wants to study the ways of the ancient fighters, and really master his own chi energy. Guile tells him it looks to him like he's already well on his way. As the team leave in the truck, Ken tells Ryu that he has what it takes to get into the movies. Ryu thinks he means he has the money to buy a ticket to get in.
