Both Kenshiro and Ryu learn of how Kouketsu stays in power.

The people taken to Red Valley are given a small bowl each, and are told that if they work hard, they will be given soup as a reward. One of the villagers jumps forward and attacks a guard, but surrenders once the other guards taken one of his sons away. He is told that as he is a trouble maker, he will have to work very hard from now on just to be able to listen to his son's cries once per week. The people are told to look around, and see very weak people being forced to do hard labor. They even see a high ranking General of Raoh's army working -his name is Balga, but he no longer commands anything -he also works now.



Later that night, Ryu decides to make his move immediately and sneaks out. He kills a guard and gets himself a weapon, and starts to look for Kouketsu. However, he finds a room full of children. He finds one who is blind, but says his name is Shingo -and he is the son of Balga.



Kenshiro is also out at night and finds Balga. Balga finds out who he is talking to, but explains what happened after Raoh's death. There was peace for a time, but the old Generals and warriors of Raoh's army decided to let things be rather than rule, and whilst things were fine to begin with, some men took advantage of the situation -men like Kouketsu. Balga and his family arrived at Kouketsu's land, but Kouketsu soon took Balga's son hostage, and demanded he worked like an ox if he wanted to see him again. Kouketsu also took the sons of Balga's former troops hostage, and Balga had to agree to his terms. Shingo explains the same story to Ryu, and that his mother died soon after they came here.
