As Ken-Oh and some of his troops storm through a town, Raoh happens to notice someone in the crowds: Juuza! But whilst Juuza is the only other man aside from Kenshiro who has the strength to challenge him, he knows that he won't move. Raoh carries on through the town without pause, as Juuza walks back to his castle.

Once more he is bugged by Rihaku's two guys into going off to fight Raoh. He says that it doesn't matter how many times they ask him, he isn't going and he takes orders from nobody. One of the men decides that he must take his own life, as he cannot go back home without a positive answer from Juuza. Juuza tells him to do what he wants, because no matter what, he isn't going to fight Raoh, end of.

Elsewhere Ken and company have found a water spring and are drinking from it, when two villagers appear and tell them to stop and get out of here. They say that there village has been taken over by Ken-Oh, meaning that their water is his water now -and if one of his troops sees outsiders drinking from it, they will be killed! Some troops then arrive however and decide to kill the two villagers for trying to advise the outsiders to run away.

Ken stops the troops and demands to be taken to the new leader of the village. The troops decide to take him there and they all head off. At the village, the troops there make sure the villagers work hard, and use whips to make slackers work harder. One soldier keeps wanting to whip an old man but the new village leader, Dolphy, walks across and tells his men not to use violence.

Dolphy says that the villagers here are valuable workers, so there is no need to treat them harshly. He then says that he'll even listen to any complaints anyone has, and asks if anyone has any problems. The elder is about to speak when Dolphy's assistant, Zenda, appears behind him and places his metal claw hand on the elder's neck. He whispers that if he says anything negative, he will kill him. The elder says that he doesn't have any complaints.

Kenshiro and the others then arrive in the village, and once Dolphy finds out what they have done, he calls for a trial. Zenda says that the punishment for stealing their water should be death, so Dolphy says anyone who agrees with this to raise their hand. With Zenda threatening to kill anyone who doesn't raise their hand, almost everyone does so apart from the village elder. He refuses to submit to their evil ways and says that the travelers just took a little bit of water, which is nothing to get upset about. But Dolphy tells him that his attitude is dangerous, and that he could rebel against him someday.

Zenda strikes him and as Lin runs over, he says that he would rather die than help these two murderers. As he dies, Lin says Dolphy and Zenda are horrible people who just bully the villagers. The villagers start to say that they no longer agree to what Dolphy wants, and all of them oppose him.

Dolphy sends his troops to kill the villagers, but Ken says that he'll take them all on. Amused, Dolphy says that if he wants to die first, then that's fine. The troops rush in, but are soon all defeated and their bodies explode. Dolphy sees that Hokuto Shinken is being used, so the man in blue must be Kenshiro. Dolphy has his own fighting style though, and after ripping off his shirt, he reveals his huge muscles.

TAIZAN KOKUEI KEN

(Taishan Silhouette Fist)

Kenshiro takes his stance, seemingly unaware that Zenda has moved away from the battle and is waiting at the top of a building. Just as the fight begins, Ken keeps getting some light shone in his face, which blinds him for a very short amount of time.

This is all the time Dolphy needs through, and he successfully lands a few kicks in on Kenshiro. Bat tells Lin not to worry as he's sure Kenshiro can still win and asks if Fudo agrees, but they turn around to see that he's gone.

Fudo has worked out what is going on, and goes to the top of one of the buildings to see that Zenda is behind the light. He picks him up and throws him down to the ground below, telling Kenshiro that he was the one causing trouble.

Ken has his revenge by immediately taking Zenda out. With his partner gone, Dolphy's techniques are useless. Dolphy tries to bash Ken's skull in with a hammer, only for Ken to casually move out of the way and get him into a choke hold. He says that since he loved to listen to people's opinions, lets see what his partner thinks.

Ken tells Zenda that if he wants Dolphy to die, raise his right hand. Zenda gets up and thrusts his right arm into the air, unable to control his own body any more. Ken then hits one of Dolphy's pressure points and lets him go. Dolphy starts to walk up to Zenda, wanting to kill him for his betrayal, but then he starts to bulge up...

...and they both explode. Chalk up another victory for Kenshiro. Meanwhile, at Juuza's castle...

Juuza is having yet another party, with as much alcohol involved as possible. He happens to notice that there is a new girl pouring drinks, and asks who she is. He finds that she was found near the castle unconscious. She had nowhere else to go, so she asked to stay here at the castle.

Finding her attractive, he asks for her to pour him a drink, unaware that the girl is actually Tou. She fills his glass, but he doesn't see her slip a pill in. Just as Juuza reveals that his greatest weakness is pretty girls like her, he collapses.

When he wakes up, he finds himself captive, but he also sees Rihaku. Rihaku introduces Tou to him. Juuza says that it was a dirty trick played to get him here. Rihaku apologises, but that was the only way they could get him to come. They need him to stop Raoh. Again, Juuza refuses, saying that this Nanto General has nothing to do with him. The last General then walks down into the room.

The General speaks -revealing that inside the armour is a woman! She asks Juuza to give her his life, and then removes her helmet. When Juuza sees who it is, he enters into a rage and destroys all of his chains.

"Very well. I, Juuza of the Clouds, shall give my life to you."
