Consoles +
(Issue 45, July-August 1995)

A very small preview from a French magazine. There are two screenshots, unfortunately one of them covers up the other, but a clearer version of it can be seen in the below GameFan preview. Both screenshots show Guy in a different outfit, which resembles his outfit from the first game more.

This screenshot shows the bar from round 2. Pictures of Guile from Street Fighter II and Morrigan from Darkstalkers can be seen on the walls, these were removed from the final version.

GameFan
(Volume 3, Issue 10, October 1995)

This small preview claims that the game is going to have five playable characters, one of which is Cody! Whether Cody got cut or GameFan just made a mistake listing him as playable remains unclear.

Guy seems to be fighting an unknown blue enemy. The city in the background is different.

Final
Andore and Fat Jack are seen in the jail in this screenshot, they don't appear here in the final game. The final also adds a prisoner to the right cell.

Fat Jack also appears in the other screenshot, he doesn't appear there in the final game.

Electronic Gaming Monthly
(Issue 75, October 1995)

Another small preview, which also contains three screenshots. This looks to be a similar build of the game featured in the above GameFan preview, as it features the early Guy sprite. One oddity is the text mentions that there is a "strange warrior who looks like he has blades on his hands". Whether or not they are referring to Dean here is unclear, however they could possibly be referring to Skull Cross gang member Johnny, who does have claws. He's seen in one of the screenshots.

Here's an early version of the character select screen for the auto 2P mode. The characters are missing their names, and Lucia's picture has a lot of differences. She isn't wearing gloves or her jacket, but does have elbow pads on. Her face is different.

Some other differences are that Lucia appears to be the default COM select character in this screenshot, as Guy hasn't been selected yet and you can't choose your CPU partner until you've chosen a character. In the final version, Haggar is the default COM character. The height and weight measurements are also different.

Final
Nothing too different here, other than the different Guy sprite, and the enemies having different colors. The poster on the wall is also different.

GameFan
(Volume 3, Issue 10, October 1995)

GameFan's second preview has the game looking a lot more like the final version at this point.

Dean's early character select sprite. It's the only one which lacks the brick background in the preview.

Preview
Final
Lucia's character select sprite looks close to the final version, but she's still got the different face and hair style seen in EGM's preview.

Final
The preview features a few images from the intro. Here, Lucia's outfit has different colors. She also has a different face and hair style.

Preview
Final
A few minor changes were made to this screen, such as the police text being changed to red for the final version.

Preview
Final
This image in the preview doesn't exactly have an equivalent in the final game. I'm guessing it was changed to Haggar, Guy and Lucia all appearing together, than Dean appearing separately afterwards.

Final
The only other differences are that Lucia's name is spelt "Rucia" in this screenshot, and the enemies have different colors.

Electronic Gaming Monthly
(Issue 76, November 1995)

This two page preview has a few differences when compared to the final game. It features the same early intro screens shown in GameFan's October 1995 issue. The one screenshot Lucia is in, her name is spelt "Rucia". Dean' pants are colored orange in every screen he's in, in the final version, the color was changed to gray.

The opening stage of the China Town round has a different look originally. The main difference is that there were are small crowd of people watching the fight, they got removed from the final game. The truck has a different sprite, and it says "CAPCOM" on the door -this text got removed from the final version.

GameFan
(Volume 3, Issue 11, November 1995)

A negative review from GameFan, but the version they played isn't final! There are some things which have been mentioned previously -Dean's orange pants, "Rucia" and early intro cutscene art -and then there's a few other oddities with this:

Final
The screenshot of the logo looks completely different to the final version -it actually resembles the final Japanese version's logo style more.

Final
The hammer weapon originally had an orange handle. Changed to gray for the final version.

Caine's name is spelt "Kein" in this screenshot. Some of the background buildings are also different.

Final
This billboard in the China Town round was larger originally, the final version removed part of the board and changed the color of it.

Review
Final
The China Town restaurant originally had quite a few differences in it, such as the pillars having different sprites which were more detailed.

Review
Final
Wong, the boss of the China Town level, originally had different colors, and his head appears to be slightly different.

There are some differences with the background as well, the doorway and oven door have different colors. There also seems to be some dead chickens hanging from the ceiling which were removed from the final version.

The review features a couple of extra screens from the intro, which haven't been shown in other magazines. This one of Dean first appearing was completely changed for the final version.

The final part of the intro, which shows the Skull Cross HQ, has a really different look in the preview.
