Cammy has been sent on a mission by herself. She has gone back to England and has been given the task of infiltrating a heavily guarded MI5 base. After breaking through a fence, she uses a gas grenade to take out several guards. She then manages to get into an elevator just before the doors close.



The elevator descends to the basement, but when the doors open, the guys there find that it's empty. However a bag is then thrown towards them, which releases more gas. Cammy was hiding above the elevator, and has put a gas mask on. With all the guards taken care of, she enters the room. She thinks about how she'd warned MI5 about not putting the air filtration system on a single set of controls.



But MI5 wouldn't listen to her, saying she was too young to advise them. She takes her mask off and says now look where its gotten them. She pulls out a device from under her hat, and connects it to a computer. With this, she starts copying the most secret files MI5 has to offer, and intends to deliver them to Bison. She believes that Bison will use the data to bring down the government of Great Britain.



The transfer is completed, and Cammy takes the device, but her back is then singed by a laser shot. Celia apologizes for firing without warning, but then remembers that since Cammy zapped her during their last encounter, it seemed only proper to return the favor. She says that's the nice thing with a laser shot -it won't bleed, but it will leave a rather large scar -which she can tell her from experience will ache fiercely in the cold and damp of London. She tells Cammy that she'll have ample time to suffer the sensation in her jail cell.



Cammy tells Celia that's her problem -always thinking that the job is done too soon. She throws her gas mask at her, causing her to drop her gun. Cammy then follows this up with a kick, and Celia is sent flying into one of the computers.



Cammy is about to hit her with a jump kick, but then she gets hit from behind by a sonic boom. Guile appears and asks her to surrender, as he doesn't want to hurt her any more. He says that she's been brainwashed by Bison, and they can help her if she lets them. Cammy declines, and picks up Celia's gun. She makes her way back to the elevator, and tells them they are the ones who need help.



Guile throws a chair at her, which knocks her back and causes her to drop the gun. But she picks up another one and starts firing, just as the doors close. Before Guile can go after her, Celia weakly tells him that he must stop her, and mentions something about Bison and doomsday codes.



Later on, Burke and Rory arrive, along with a few helicopters. Burke explains that 20 of their top agents are out of commission due to gas poisoning, yet Guile still seems to think they should be using kid gloves when dealing with Cammy. He calls Guile crazy, but Guile tries to reason that Cammy has been brainwashed. Burke tells him not to delude himself -whatever Cammy meant to either of them in the past is over. Because of her, Bison now has the power to blackmail the world. Guile mentions that Celia said something about doomsday codes, but Burke tells him not to even ask. MI5 has allowed them to work with the Street Fighters in the past, but not this time.



MI5 now feel, which Burke firmly agrees with, is that Guile's presence on this mission would not only compromise their security, but also jeopardize the well being of the entire planet. His orders are to retrieve the codes, and eliminate Cammy. If the Street Fighters attempt to interfere, they will be viewed as hostiles, and subject to immediate termination. He and Rory then walk off, leaving Guile alone.



At Bison's palace in Shadaloo, Cammy returns. She passes Bison a disc which contains the codes, and he tells her well done -she and Zangief are the only ones he can trust these days. Cammy says she'd do anything for him, and he tells her he's certain she would. He tells them to go and get rested, as they have a most momentous day ahead of them. The two of them leave the room.



Bison puts the disc into a computer and says that during the cold war, the British trusted no one, not even their closest allies. They assembled the firing codes to all of the known nuclear missiles on the planet. He takes the disc out and says that now, on this tiny bit of plastic, he holds their legendary doomsday codes, and the very life of the planet, in his hand. A life who's moment is ending at his hand. As he looks at the disc, his reflection briefly changes to that of Kali's.



Unbeknownst to Bison, Sagat is watching him. Sagat hears Bison say that his destiny is to end all destinies, and he then starts laughing maniacally. Sagat believes that Bison has gone mad, and must be stopped. But he can trust no one in Shadaloo to help him. There is only one person in the entire world. Elsewhere, Chun-Li has gotten a jet prepped for takeoff. She says that they've been to Shadaloo so often, she can remember the headings by memory. Guile prays this will be their last trip, as this time Bison has the means to rule the world.



They're about to take off, when some guy pulls up on a motorbike, asking for Guile. Guile asks who he is and how he found him, but the guy says none of that matters. He passes Guile a package, and tells him his employer thought he may want this before they left on their trip. Guile takes the package and the guy relays that his employer suggests they hurry. He then rides away.



Burke and Rory have found Bison's base, but Bison has found them. After blasting Rory through a wall, Bison then hits Burke with an energy blast, saying that perhaps he should have let him and his moronic team mate execute Cammy, as she's starting to bore him.



But he then says that none of this will matter after tonight anyway. Burke asks what he means, and Bison says that his recent contact with Kali has convinced him he's been wrong in trying to subjugate the world. Kali doesn't want him to rule the planet -she wants him to destroy it! Burke pulls out a gun and starts firing, but Bison crashes into him. He tells him not to pass out yet, as he'll miss tonight's big show. He'll miss seeing him launch all of those lovely nuclear missiles -he'll miss the end of the world!



Guile and Chun-Li are in the air, when Guile opens the package. Chun-Li tells him to get rid of it, as she doesn't think they can trust Sagat. Guile says he generally agrees with her, but this time things are different. It seems that Sagat is worried about Bison's plans, and according to this note, Sagat wants them to work with him on a mission tonight. Chun-Li says they can't work with him, and asks if Sagat has gone nuts. Guile says it's not Sagat who's gone nuts, it's Bison. It seems that Bison didn't steal the doomsday codes for blackmail, but intends to launch every nuclear missile on the planet tonight. Chun-Li wonders that even if that's the case, how can they can trust Sagat? Guile says Sagat craves power, and knows he can't rule the world if Bison destroys it. He wants to live, even if it means collaborating with them.



Guile then pulls a video tape out of the package, which the letter claims is the key to Cammy's soul. He starts to play it, and it shows Cammy being captured by Bison. Chun-Li asks how even Bison could do this. The jet continues to fly towards Shadaloo.



Back at the palace, Bison is glad Burke has regained consciousness, as he wanted to share his moment of ultimate triumph with someone other than his brutish, foul-mouthed companion. Rory has been gagged and has some shock cables tied around him, which electrocute him when he tries to break free. Bison warns Burke not to touch the cables, as Rory can tolerate a lot more abuse than a normal man. The cable's electric charge would kill him, and it's still just a bit too soon for him to die.



Burke asks that if Bison wants someone to witness his moment of glory, why aren't his henchmen here with him? Bison reveals that he fears his associates might have reservations about his true plan, so he's been forced to keep it a secret from them all. In fact, an old and trusted friend of his has chosen to betray him. Elsewhere in the palace, Sagat is taken prisoner by some of his own soldiers. Bison says the swift justice of Shadaloo will strike Sagat down, for allowing Guile and his Street Fighters safe passage through Shadaloo's airspace. Burke says Bison still hasn't won, and his money is on Guile -who has an uncanny knack for taking him down.



Bison blasts him and tells him not to be rude to his host. Rory tries to break free again, but ends up collapsing. Meanwhile, outside the palace, Guile and Chun-Li arrive, and make their way in without anyone trying to stop them. Guile tells Chun-Li that Sagat hasn't let them down.



They head into the palace and split up, with Guile warning Chun-Li to be careful, as Sagat designed this palace to be a lethal maze. Guile heads down a corridor and gets shot at by a wall cannon, but he destroys it with a sonic boom.



Chun-Li doesn't encounter any traps, but then Cammy attacks her. Chun-Li manages to land a jump kick on her, and says maybe that knocked some sense into her head. She asks her why is she helping Bison -she should hate him as much as she does. He killed her parents, just like how he killed her father. Cammy claims that's a lie, and states that Bison loves her.



She kicks Chun-Li, sending her crashing into a wall. Cammy claims that Bison would never hurt her... never! Meanwhile, Guile enters a computer room.



Zangief appears and the two start to fight, but Guile tries to explain that they shouldn't be fighting, and Bison has gone mad. But before he can say any more, Zangief silences him and resumes his attack. He believes Guile is just trying to confuse him.



Chun-Li then throws Cammy into him, but he pushes her aside and attacks Guile again. However Guile throws him to the floor and knocks him out, whilst Chun-Li restrains Cammy. Chun-Li asks Guile what now -they can't just let Cammy go.



Guile puts the video tape into a player, and the video starts to play on several screens. He says he prays that Sagat was right, and this tape is the key to Cammy's soul. Cammy sees the video, and recognizes her parents being led away at gunpoint by Bison's forces. She says she was 17 at the time, and it was when Bison has discovered her parents were with MI5. She can remember that Bison had them...



The video then shows Cammy tied up, whilst Dhalsim injects her with something. Bison asks who does she love, and she replies with only him. As Cammy watches herself, she repeats the words, but then screams that everything is lies before running out of the room.



Bison tells his prisoners to observe the beginning of the end. In 10 minutes, all of the world's nuclear arsenal will lift off, encircling the Earth in the crushing embrace of total annihilation!



Outside, Sagat is marched up against a wall. He calls it ironic that he never dreamt he would be one day standing with his back against this very wall, facing them, his own hand-picked squad of executioners. But fortunately, that didn't stop him from planning for just such a contingency. He presses a certain brick, which causes part of the wall to turn around. His squad opens fire, but they all miss, and Sagat gets away.



Sagat says that Bison shall pay for this. Back inside, Cammy makes her way towards Bison, avoiding any defenses she comes across. Guile and Chun-Li follow her, and Guile hopes she is going to Bison, otherwise they are going to feel mighty dumb at the end of the world.



They turn a corner, only to find that Cammy has gone. Chun-Li says she's disappeared, but Guile points out that she's still led them to Bison -but how do they get in there? He points to a large metal door. On the other side, there's just over 5 minutes left on the timer.



Burke calls Bison insane, but Bison points out that it wasn't him who built the global arsenal. And if memory serves him, it was MI5 who betrayed every nation in the world by stealing and compiling the nuclear codes, thereby enabling him to do what he's doing now. He then hears some noise at the other side of the door, and takes a look at who's there on one of the screens. He sees Chun-Li and Guile are trying to break the door down, but he's not concerned. He says that no one shall intrude on his final preparations.



However, Cammy then appears from above. She asks if he's excluding her, and Bison says of course -although he's clearly surprised to see her. She drops down on a rope and says that thanks to his training, there's not a locked room in the world that can keep her out. She says it's time she paid him back for his personal involvement with her life, and wants him to give her a nice big kissy kiss. Bison puckers up, but Cammy then hits him.



She wraps his cape over his head, and then crashes him into the ground head first. She then jumps over to the cage and breaks the lock, causing its door to open.



But before Burke can do anything, Bison blasts him. Cammy delivers a drop kick on Bison, and resumes fighting him. As this is happening, Bison notices that the Street Fighters have managed to get the door open.



Cammy shouts that Bison killed her parents, and then kicks him. She says he drugged and brainwashed her, and tries to punch him, but he grabs her arm and throws her to the ground, knocking her out. He says well yes... after all, business is business.



Chun-Li then does a jump kick, whilst calling Bison a monster and saying that he killed her father. Bison brushes her off, saying yes, yes, he killed her father. He asks what is it with women anyway...




"...I killed my father too and you don't hear me whining about it!"


Bison then uses his psycho crusher, and Chun-Li takes the hit. As this is going on, the timer has less than 2 and a half minutes to go.



Guile is trying to stop the countdown, but he only manages to make things worse -the timer's speed increases. He says that was a bad move, but then gets blasted by Bison. Bison tells him that with his defeat, there are no more heroes, and no one left to oppose him.



However, Bison then gets hit in the back by a projectile, as Sagat appears. He tells Bison that he should have known better than to think ordinary soldiers could kill him. Bison calls him a traitor and goes to face him, but Sagat throws out another tiger shot.



Bison gets sent flying into the cage. Just then, Rory finally manages to break out of the cables, and grabs Bison. He starts to electrocute him.



Bison elbows him and goes back to face Sagat, but Guile hits him in the back with a sonic boom, before Sagat hits him with another tiger shot.



The two rush forward and throw out more projectiles. Bison manages to avoid Guile's sonic boom, but gets hit by Sagat's tiger shot. The dodged sonic boom hits the ceiling, where it causes some debris to fall.



The debris lands on top of Bison, who smashes his way out of it, but he then collapses. With no other options, Guile and Sagat start trashing the computers.



But then Bison gets up, and throws what hit him at Sagat. With him out of the way, he then turns his attention to Guile, hitting him with a psycho shot. Bison tells him he always knew this is how it would end.


He hits Guile with a psycho crusher, and tells him it's just the two of them, battling at the edge of armageddon, with him finally knowing the fear of meeting his master. Guile gets up and the two fight it out, with Guile eventually managing to turn the tables when he performs an air throw on his opponent. Bison tries teleporting around, but Guile anticipates where he'll be, and hits him with a couple of kicks.



Guile says that if he has a master, he assures Bison it's not him. He throws out a couple of sonic booms, the first of which hits Bison. Bison tries to generate a shield to stop the other one, but this fails, and he gets hit again. Suddenly, the timer explodes.



Bison screams that he can't stop the discharge of his magnetic force, and is pinned up against the computer. As the computer starts to rip itself apart, Bison gets dragged into it, and yells for help.



But he gets dragged out of sight, and then the computer explodes, killing him. Guile says that it's over, and the world begins another day.



Guile tells the others that, although they've had their differences, last night they pulled together to save the world. Last night, they proved themselves to be worthy of the name "Street Fighter". The two teams head back home.



Sometime later, Guile meets with Cammy. He tells her that it took a bit of doing, but MI5 has dropped its charges against her. Cammy tells him to give Escher her thanks and regards. Guile says that Escher thinks they can put her through a rehabilitation program, and get her back on the team. But Cammy says no -she doesn't even know who she is any more. Her past is a lie, and her present... she tells him that it's time she got on with her future.



She starts to walk off, but Guile asks her to wait. She continues to walk, and says that a person can't live in the past... the past is filled with pain.
