These scans are a preview of the game in EGM #49. This early title screen shows the title is missing the trademark, but more importantly, it shows two extra characters! These guys are Chin Wo (guy at the top) and Blast (guy between Shadow and Midknight).

There doesn't seem to be a solid source on this, but the alleged reason for their removal was because the development team ran out of memory, and this led to these two characters being cut. They would both be playable in the sequel Eternal Champions: Challenge from the Dark Side for the SEGA CD.

Riptide's stage looks slightly different in this preview, the fountain statue was moved further to the right in the final version. One of the trees also looks different.

Larcen's stage has the lamp post in a different place -you can just about see it to the far left. The final game moved it further to the right.

The letters on the background of Shadow's stage had a red trim around them in the preview. The final version changed this color to blue.

RAX's stage feature some kind of extra object near the light which was removed from the final version.

Midknight's stage has a few differences, such as the buildings being flipped.

Whilst were on this subject, some fans speculate that this stage was meant to be for Blast originally, rather than Midknight. The reasoning being that Blast's backstory is that he's a soldier fighting in the Vietnam war, and this stage fits that time period, complete with helicopters from that era flying around in the background occasionally. But when Blast got cut, his stage must have already been completed and the developers decided not to waste it.

When the SEGA CD sequel was released, this stage did become Blast's background (with a number of differences), whilst Midknight had a new stage instead.

Midknight (called "Street Fighter" in the preview, as none of the characters had been given names yet) appears to have a different stance in the preview, as he keeps one of his arms down. For the final version, he has it raised instead.

Final (SEGA CD version)
As mentioned above, Chin Wo was cut from the cartridge version of the game, but was added to the SEGA CD version. In the EGM preview, you can see that his sprite (he's just called "Martial Artist" in the preview) looks quite different to the CD version. In addition to having a different stance and head, he doesn't appear to have the ring weapon he fights with in the CD version.



Notes

As Midknight's stage was originally possibly going to be Blast's, some fans theorize that the stage Jetta has was originally meant for Chin Wo. This is because in the CD version, Jetta was given a new stage set at a circus (which is appropriate for her, given her backstory), whilst Chin Wo was given Jetta's old stage.
