Play as Armored Spider-Man

Highlight Ryu and hold down the start button. Hold down for 5 seconds, then press jab punch and fierce punch together, or short kick and roundhouse kick together. For the SEGA Saturn version highlight Spider-Man, hold down start and press any button. The same for the Playstation version, only hold down the select button. Armored Spider-Man has all of regular Spider-Man's moves, but he can't jump as high. However he is tougher thanks to his armor.

Play as Dark Sakura

Highlight Hulk and hold down the start button. Hold right for 5 seconds, then press jab punch and fierce punch together, or short kick and roundhouse kick together. For the SEGA Saturn version highlight Hulk, hold down start and press any button. The same for the Playstation version, only hold down the select button. Dark Sakura has all of her normal moves, but some of them will look different from normal. For example, her fireballs travel forward instead of upward. She can also perform the shun goku satsu!

Play as Mech Zangief

Highlight Blackheart and hold down the start button. Hold left for 5 seconds, then press jab punch and fierce punch together, or short kick and roundhouse kick together. For the SEGA Saturn version highlight Blackheart, hold down start and press any button. The same for the Playstation version, only hold down the select button. Mech Zangief cannot block! However he is extremely strong and can just walk through attacks made against him with little trouble. He also gains a new fire breathing move and a new hyper combo.

Play as Mephisto

Highlight Omega Red and hold down the start button. Hold down for 5 seconds, then press jab punch and fierce punch together, or short kick and roundhouse kick together. For the SEGA Saturn version highlight Omega Red, hold down start and press any button. The same for the Playstation version, only hold down the select button. Mephisto is one of the worst secret characters as he's just Blackheart, but colored red. He has all of Blackheart's moves, but his normal punches and kicks will set the opponent on fire.

Play as Shadow

Highlight Dhalsim and hold down the start button. Hold up for 5 seconds, then jab punch and fierce punch together, or short kick and roundhouse kick together. For the SEGA Saturn version highlight Dhalsim, hold down start and press any button. The same for the Playstation version, only hold down the select button. Shadow is actually a palette swap of Charlie from X-Men Vs. Street Fighter. He has all of his moves from that game along with a new hyper combo that can only be used when the hyper combo gauge is completely full (level 3).

Play as U.S. Agent

Highlight Bison and hold down the start button. Hold up for 5 seconds, then press jab punch and fierce punch together, or short kick and roundhouse kick together. For the SEGA Saturn version highlight Bison, hold down start and press any button. The same for the Playstation version, only hold down the select button. U.S. Agent is just Captain America, but with different colors and nastier win quotes.

Attack a knocked out opponent

If you win you can stop your character's win pose by pressing start and, if you want, continue attacking your opponent.

Change starting order

At the VS screen, if you hold down all three punch buttons you can change the order of your character. If you used the screenshot to the left as an example, if you held down the punch buttons you would have Dhalsim as your starting character instead of Omega Red.

Dan's secret intro animation

At the VS screen, hold down the weak punch button whenever Dan is your first character. This will activate a hidden animation where Dan crashes into the floor and explodes.

Dan's premium sign finish

If you manage to K.O. your opponent with Dan's premium sign move, the background will flash as if you finished your opponent with a hyper combo.

Norimaro's secret intro animation

If Norimaro is up against Sakura or Chun-Li, he'll show his feelings for them.

Fight the Street Fighter secret characters

It is possible to fight some of the secret characters, but from what I can tell, this only works in the Japanese version of the game. To fight them, you must not use a continue, and you must not let one of your characters be defeated during any of the fights. Who you get to fight also depends on the following:

Dark Sakura: Get four cross-over combination finishes, and hyper combo finishes in any other match.
Mech Zangief: Get two cross-over combination finishes, and hyper combo finishes in any other match.
Shadow: Get the first attack in every match, get four cross-over combination finishes, and hyper combo finishes in any other match.

If you do this, the secret character will challenge you at stage 6.

Playstation version cheats

To play as Cyber-Akuma, complete the game on 8 star difficulty without using a continue. Then highlight Akuma, press the select button 5 times and then press and punch or kick button. He can be used in arcade, training or versus mode.

To play as Apocalypse, beat the game on any difficulty without using a continue. Then highlight Akuma, press the select button 6 times and then press and punch or kick button. He can be used in arcade, training or versus mode, in arcade mode he does not face himself, instead you will fight 2 of the secret characters. His and Cyber Akuma's endings are just the generic "you beat the game with a secret character" message.

To open the EX option menu, go to the main menu and quickly input R1, Circle, Left, Triangle, Triangle.

SEGA Saturn version cheats

Complete the game once and you will unlock a some bonuses, such as extra colors for every character, same character select and additional game speed settings. If you beat the game on the highest difficult (8 stars) you will unlock the combo gauge option that lets you set the hyper combo gauge to always be full, meaning you can do infinite hyper combos.

If you complete survival mode, you can unlock the option to fight Mech-Gouki whenever you want. Highlight the survival mode at the main menu and hold down the L and R buttons. A "Mech-Gouki now!!" option should appear.

Complete "Mech-Gouki" now and you can play as him. Highlight Gouki (Akuma) at the character select screen, hold down start then press any button. For your second character, pick Gouki again and do the same thing. Mech-Gouki's portrait should appear.
