In The King of Fighters '94 and '95, Chang was voiced by Yoshinori Shima. However from KoF '96 and onwards Hiroyuki Arita took over the role, and is still voicing Chang as of 2016. He also voiced Laurence Blood in the Real Bout Fatal Fury series, along with Silber in Buriki One and KoF XI. From what I can find, all of his voice acting roles have been for SNK games.
