Transformers Scramble City: Mobilization is an original video animation (OVA) released in 1986. This episode was a Japanese exclusive release for a long time, and shows how Metroflex -who is also known as Scramble City -was created. It also makes use of the special teams, as they were part of Japan's Scramble City toyline.
Scramble City isn't a particularly good episode. "Scramble Power", which Superion and Menasor use a few times, is just silly to me. All the robots do is switch around their limbs, and that's it. Somehow it increases their power (it isn't explained why) and I just don't find the concept exciting or anything. Plus there are a ton of animation errors with this, just watch as Menasor's limbs get colored wrong after swapping them every time the shot changes.
And then there is Scramble City. When Scramble City is finally completed, it rolls out, and then transforms into a robot. And then it turns out the Destrons have got a super robot also, called Dinosaurer, who appears from the sea. The narrator says "a new battle is about to begin"...and then, unfortunately, the episode ends, without any kind of fight between the two new giants. And even worse, there was never a "Scramble City 2", so we never get to see a conclusion.
At best, Scramble City: Mobilization is just something a more curious Transformers fan might want to see. There's not much to recommend about it otherwise.
