Meeting up with Chun Li in Barcelona, Ryu and Ken encountered Vega, the greatest bullfighter in all of Spain. Vega became obsessed with Chun Li, but his dark heart made her uneasy. That night, the masked matador stole his way into her hotel room, and kissed her while she lay sleeping. Sensing trouble, Ken busted in, but Vega had already vanished into the night.






Vega has returned to his own hotel room. He admires himself in a mirror, and then licks his claws, causing his tongue to bleed. He looks at the mirror again.



He sees an image of Chun Li, but then this changes to an image of Ken. He stabs the mirror, shattering it, and tells his pathetic rival to begone.



Meanwhile, Ken says that someone was in Chun Li's room. He never got to look at the intruder's face, but when he came in the room, he's positive he saw someone standing out on the balcony. But they were gone once he got out there. They go out onto the balcony, and Ryu asks if Chun Li wasn't aware of any of this. Chun Li says when she was asleep, she was dreaming there was someone by her bed. But it was almost too real to be a dream, like it really happened.



She wonders what's the matter, her head feels fuzzy. She wonders if it was the wine they had at dinner, but then says the more she thinks about it, the more she's certain someone was in her room. Ryu says if someone was out here, the only escape route he can think of would be to jump up on the roof.



Ken says it'd take a phenomenal effort to make that sort of leap, as the roof must be at least 40 feet from where they're standing. He wonders if he was seeing things, but Chun Li says she wonders if it was him she felt. Ken asks her if she thinks it was Vega, and she says she isn't sure. But she feels like he was there. Ryu thinks it was just her imagination, but Ken says if you think about it, it makes sense. Whoever was here was no ordinary man, and Vega is anything but ordinary.



At the Interpol conference, Chief Barrac says he's called everyone here because they're the finest investigators in the world. He wants to call upon their expertise to combat a crime syndicate more powerful than any they've ever known. They're determined to stop this group, and believe the only way they can topple them is by starting a worldwide investigation. A briefing is started, and is is revealing that recently, 5,000 hectares of upper Amazon tropical rainforest in South America was purchased outright by an environmental protection group calling itself Caesar. Interpol learnt of the 400 billion dollar asking price, at which point they launched their investigation into Caesar's operations. It turns out that the money was paid to Caesar from an anonymous Swiss bank account.



They've found that this account receives equally large amounts of money on a daily basis, and that money was being deposited by the Ashura crime syndicate. The money was produced by drug profits in southeast Asia. They believe that it was saved for just this purpose. Dorai asks why a group of drug traffickers would be interested in buying up Amazon rainforest. One of the agents says they believe the Ashura syndicate is only one piece of a much larger organization. This organization took the money from Ashura, and then rerouted to another of its divisions: the Caesar environmental group. Dorai asks what this global group is called. Barrac says they've gotten some new information, that some of his best men sacrificed their lives for. He says that the group's name is Shadowlaw. They have also determined the name of the man who they believe is the commander: Bison.



Barrac says they have no other information about who Bison is, or where he comes from. From this moment forward, their job is to find out everything they can about Shadowlaw's organization, plans and commander. Meanwhile, a jet with the Shadowlaw skull logo on it flies through the sky. Inside it, a man called Zoltar reports to his commander that their Barcelona facility is prepared for his arrival.



At the hotel, Ken asks Chun Li if she was able to get a little rest. He's told the manager they thought they had a problem, but the manager said there were no other disturbances. Ryu then walks in, and says he has some mail for Ken. Ken opens it, and sees that it's an invitation. He reads it out, and says that he, and however many companions he wishes, have the privilege of being invited to participate in a grand ball to be held this evening in the Castle de Maria Isabel.



Ryu gets excited at the idea of being invited to a grand brawl, and does some kicks. He asks what kind of guys will be at this event, but Ken calls him a nut -he said ball, not brawl! It means this is going to be a fancy party, attended by people in high society. Chun Li asks if she can be one of his guests, and he says yes, at it'd be bad form for him to arrive without a female companion. He tells her to do her hair, and put on her fanciest party dress. As Chun Li celebrates, Ryu says he thinks he'll just stay home, as he's really not much for big parties.



Meanwhile, the Shadowlaw jet lands, and two of its occupants leave it. They get into a car, which drives off. Back at the hotel, Ken and Chun Li are about to get into their car.



Ryu tells Chun Li what a nice dress she has -she's going to be the prettiest girl there. He tells them that he's going to go and work on developing his ki some more, but tells them to get moving, or they'll end up being late for the party. As Ken and Chun Li head off, Chun Li suddenly has a vision of Vega. Ken asks her what's the matter, but she says she doesn't know. Ken tells her not to worry, as they're going to have fun.



Ryu has gone to a beach, and stands next to the sea. He starts to use the hadou ken technique, and creates a ball of energy.



Nearby, the other car comes to a stop, and the window partially opens. A man watches Ryu, who continues to prepare the hadou ken.



Ryu realizes he's being watched, and stops using the technique. The man in the car tells Zoltar to go, so the car moves off.



Ken and Chun Li arrive at the castle. Someone greets them and says he'll take them inside, but asks them to put these on. He gives them some masks, and Ken says they must be putting on a masked ball.



The two head inside the castle, and enter a large room. There are many other guests inside it, who are also wearing masks. They also see a large, caged arena in the middle of the room. As the two are shown to their table, Ken thinks Ryu may have been right about this being some kind of brawl, as that's a cage for a steel death match.



As they sit down, some lights are turned on, revealing Vega. He welcomes them all to the castle, and then stares at Chun Li. Ken says he may be wearing a fancy mask, but he bets his bottom dollar that's Vega the matador up there. He asks what Chun Li thinks, but she doesn't answer.



She seems to have gone into a trance, and stares at Vega. Vega says that tonight's entertainment will be different than usual, as he's invited one of their honored guests to participate. He calls mister Ken Masters to the cage! Several lights are shined over Ken's table.



Vega asks him if he'd be so kind to join him onstage. He can decline his offer, as he understands perfectly if he doesn't have the courage to face him. Ken tells him after seeing what he's done to Chun Li, try to keep him away! He removes a few items of clothing, and leaps over into the cage. He tells Vega he's more than happy to accept his gracious invitation.



Outside, another car pulls up. One of Vega's staff opens the door, and says that they are honored by this man's presence.






Ken asks Vega what he was doing in Chun Li's room. Vega claims he cast a spell of love over her heart, but Ken says he drugged her. Vega laughs says each time he met her, their destinies became more and more intertwined. She is his now, heart and soul, and if Ken intends to come in between them, he must defeat him in this arena. But that won't happen, as it is in this arena that he will die! Ken swears he'll make him eat those words. Vega says there are no rules here, he only needs to choose his weapon.



Someone brings over a tray with some weapons on it, but Ken says he's not interested in these shiny toys. Vega warns him he'll regret trying to fight him bare-handed. Elsewhere, Bison walks into a private booth, and sits down to watch the fight.



Vega decides to honor Ken's valor with a ritual as old as civilization. Ken wants to get on with the fight, but Vega walks over, and their slices into his own arm. He tells Ken it's his turn now.



Ken allows Vega to slice his arm, and Vega is impressed that Ken showed no pain. He calls him a worthy opponent.



The audience are also impressed, and one of them says that this is the initiation of blood. Vega says that here in this arena, their blood has mixed together as one. The two of them are now blood brothers, but Ken says this doesn't matter to him. Vega says it does matter, as now they will fight for a woman's love. He says it's a foolish conflict, and destiny can be so cruel. But it's a combination of that foolishness and cruelty that'll make this battle more beautiful than any other! He asks Ken if he agrees, but Ken asks if anyone has ever told Vega that he's mental.



Vega says he pities his blood brother for not being able to grasp the irony as he does, as he thought he could understand. He says to raise the curtain, and the ladder he came in on is raised back up. Once it moves up, Vega immediately goes on the attack.



Ken manages to avoid being hit, and lands a few attacks on his opponent. Vega does a back flip to get out of there, and tells Ken he's the first opponent to ever strike his face. He says he must return the favor, and rolls forward.



He hits Ken's foot and then trips him, before leaping high up into the air. As Ken gets up, he sees Vega diving towards him. His arm ends up getting sliced.



Vega continues to attack, and whilst Ken manages to avoids being hit again, Vega is able to leap over him, and slice into his back. Ken turns around and tries to punch Vega, but he leaps up again.



Vega dives back towards Ken, as Ken gets ready to strike back...




The battle between Ken and Vega continues, beneath the watchful gaze of the Shadowlaw leader, Bison. Those same evil eyes have seen Ryu as well. How will Bison's devilish schemes effect their fates? Will Ken live to find out? Or will Chun Li be lost as the shadow of death overtakes him forever?
