Synopsis

At his dojo, Ryu wakes up from a nightmare involving Akuma. He senses an evil ki, and wonders what it is. The next day, Ryu encounters a group of thugs, who he beats up. This is seen by high school girl Sakura, who immediately idolizes Ryu and wants to become a fighter. Ryu's actions are also witnessed by Interpol agent Chun-Li. Chun-Li later finds out that the criminals were working for Shadowlaw, and that Shadowlaw has been sending large sums of money to a Professor Sadler. Sadler has been gathering martial artists together at one of his labs.


Ryu returns home, but he is visited by Rose, who tells him he'll soon meet someone who will change his future. She asks him if he'll grasp the light, or be swallowed by darkness, but she then vanishes. Ken then appears, who has come here to pay his respects to their deceased master, Gouken. Ryu then has a vision of Akuma, telling him to open his eyes to the evil hadou. Ken hears an explosion and heads back to where Ryu is, only to find him unconscious.


A kid called Shun then appears, who claims he's Ryu's brother. He explains that he and his mother lived in Brazil, and their mother had a good reason for leaving Ryu with Gouken. Their mother also died six months ago, so he came to Japan to find Ryu. Ken remains skeptical about Shun's story, but he and Ryu allow Shun to stay with them, and they train together. That night, Ryu falls under the influence of the dark hadou again, and Ken has to punch him to break him out of it. Ryu asks Ken to kill him should he be unable to break free from the dark hadou.


The next morning, the other reason Ken came here is revealed: there is a martial arts competition being hosted by Sadler, and he's entering it. Shun decides to enter too, but Ryu decides he'll just be spectating. They head to where the competition is being held. A short time later, Sakura arrives at the dojo, only to find out that Ryu isn't there. She heads into the city, where she starts looking for Ryu. Ken is trying to use the internet to find out where they've got to go, and saves Sakura from a couple of thugs. He finds out that she's looking for Ryu, so they head off together.


Meanwhile, Ryu and Shun have met Chun-Li, and go to where Sadler's tournament is taking place. Ken arrives a little later, only to find out registration is closed, meaning he can't compete. Shun's first fight begins, as he takes on Zangief, a massive wrestler. He initially does well, but Zangief's pure power becomes too much for him to handle. However, Shun falls under the influence of the dark hadou, so Ryu enters the fight. But he also is effected by the dark hadou, throwing out a hadouken which destroys the building the tournament is taking place in.


Sadler has seen everything, and sends out one of his own creations: Rosanov. Ryu asks Shun who he learnt the dark hadou from, and Shun claims it was his father. Ryu wonders is their father is Akuma, but Rosanov then drops in and starts fighting everyone. Ryu destroys him with a dark hadou blast, but Shun is captured by Sadler's forces, and taken away. Chun-Li figures out that Sadler must want the dark hadou for himself, and plans to experiment on Shun to get it.


Ken has gotten Sakura out of harm's way, and visits her in a hospital. He tells her that Ryu isn't doing too well, and warns her that she can fall for Ryu if she wants, but she shouldn't get into the martial arts unless she is willing to go all the way. At the Interpol HQ, Ryu sees Rose again, who tells him about how Shun is now suffering. He throws a hadouken at her, but she vanishes again. As Chun-Li rushes into the room, Ryu tells her he will save Shun, but he has to see someone first. He and Chun-Li go to where Akuma is, and Akuma asks Ryu if he intends to fight him. Ryu doesn't want to fight, but asks Akuma if he has a son. Akuma says he doesn't, and then asks where is there someone who can challenge him. Ryu and Chun-Li leave.


Ken finds Ryu, and challenges him to a fight, and to overcome the dark hadou. The two battle to a standstill, but Ryu reminds Ken of the promise he made earlier -to kill him should he be unable to break free of the dark hadou. Later, Ryu, Ken, Chun-Li and another group of fighters are invited to Sadler's lab, where he hosts another martial arts competition. As the group arrive, they see many of Sadler's test subjects wandering around in an aimless daze. The competition then starts, and Birdie easily defeats Dan in the first fight. Birdie is then led away by some of Sadler's men.


Finding this suspicious, Ryu, Ken and Chun-Li decide to look for Birdie. They beat up some of Sadler's men, and find out Sadler is taking data from various fighters, and using it for his research. Ryu heads off by himself to find Shun, whilst Ken and Chun-Li look for Birdie. They find that Birdie is already being experimented on, and rescue him. But they are then attacked by Rosanov, who defeats them all. Ryu senses the dark hadou, and Rosanov finds him.


Shun then appears from inside Rosanov, telling Ryu he's not his brother, and starts trying to provoke him into using the dark hadou. Ryu fights him, but seems to be unable to do any damage. Rosanov/Shun continues to tell Ryu to use the dark hadou, as it's the only way he can win. Ken and Chun-Li try to fight Rosanov, but get swatted aside. Ryu uses a dark hadou blast to destroy Rosanov, freeing Shun from his body.


Sadler, having gathered all of the data and transferred it into his own body, then attacks Ryu. He is able to use the dark hadou, but as Ryu fights, he sees Rose again, who tells him he hasn't turned the death card over yet. Shun, Chun-Li and Ken encourage Ryu not to lose or succumb to the dark hadou. Ryu stops using the dark hadou, and blows Sadler's arms off with a regular hadouken. Sadler can't understand why this has happened, but he then disintegrates.


Shun asks Ryu why he went along with all of this, and he must have known his claim about being his brother was a lie. Ryu tells Shun he really is his brother. The two say they'll never use the dark hadou again, but as Shun questions what he has done, he passes away. Everyone resumes their regular lives, as Ryu confronts Akuma again. Akuma asks him if he's in a hurry to die. Ryu thinks that he is not walking down the same path as Akuma, and leaps towards him.



Notes

-Rosanov's name is never spoken, it comes from the credits. It's spelt "Rosanof" in the English credits, which is not quite the right spelling, according to the SF wiki.

-It's not clear if Zangief actually survives, as he's not seen again after he falls.

-The WonderSwan that Sakura is seen using is a real handheld games console, which was only released in Japan. The game she's playing, Pocket Fighter, is an actual game released for it.

-The look of Akuma's island was likely inspired by his stage from Street Fighter III: 3rd Strike, which also features the Jizo statues.

-Rolento is not seen with the other fighters when Ken and Chun-Li find them.

-It's not clear if the second Rosanov is the same as the one seen earlier or not. The one Ken fights has bandages on his face and arms, which seems to suggest he's the same guy from before. But the problem with that is that the Rosanov that Ryu fought earlier got utterly vaporized.

-The back of the boxes for the UK video and DVD releases for this claim that it's a prequel to Street Fighter II V. This movie has no relation to that series at all, and it doesn't make any sense for it to. The characters in this movie are quite clearly older when compared to their II V counterparts, among other things.



Releases

Initially, this was released on video in Japan, in two parts -it had two separate videos to buy. For the DVD edition, the two parts were edited together, to make it a feature length movie. This combined version is what the USA got. As of 2025, the DVD version is still the best option, this has yet to be given a Blu-ray remaster.

Manga Entertainment released the film on video, DVD and UMD. The DVD can be purchased on eBay for next to nothing these days, and has some extras on it, including scene access, brief interviews with the Japanese voice cast and a making of feature.
