The narrator explains a little about Ryuga's star -the lone wolf. His star, known as the tenrou-sei, was formed when the skies separated to create Hokuto and Nanto. However, the star's location is far away from the stars of Nanto, and also has nothing to do with those of Hokuto.

Raoh knows all about the lone wolf star and how it has nothing to do with Hokuto. So he wonders about why Ryuga is being so loyal to him, but then thinks about how he wants to fight against Kenshiro. He decides to let Ryuga do this and tells him that he won't interfere. They then all go out to take a look at how fear is used to control people. On the way, Ryuga's loyal servant, Garou, asks if Ryuga is going to take over -after all, the lone wolf star could shine brightly if it toppled Ken-Oh. Ryuga ignores him for now, as they reach their destination.

Ryuga has been in command of Ken-Oh's lands during his absence. As he was commanded, he has ruled by fear and shows some villagers working hard to grow crops, whilst several soldiers armed with weapons watch them and try to make them work a little harder. Raoh notes that things haven't changed, and thinks back to a time when he entered a village being attacked by punks.

The punks quickly took over and started to plunder the place, just as Ryuga also arrived. At this point, Ryuga has been riding around on his horse, not sure what to do with himself in this terrible age, where ruling by fear is prominent, and it isn't certain if any kind of order will be restored. Seconds later however Ken-Oh and some of his troops arrived and told the punks to shut up. Ken-Oh then told them that from this day forward, this village and their lives belonged to him.

At first the punks rejected his command, but he soon put them straight by killing one of the bigger men straight away. The others surrendered, but Ryuga had seen enough and believed that ruling by fear may be the only way forward after all. He told Ken-Oh that he believed these times favor both him and Hokuto, and he offers his services to him. Back in the present, Raoh tells Ryuga that his view of things was right.

Meanwhile, Kenshiro has once again resumed being the lonesome wandering warrior, as he walks across another desert and comes across another ruined city. Nearby, the punks who have taken over the place are playing a game -one large blindfolded man is running around in a small arena, catching the women who have been let loose in there with him. Only when he catches them, they get crushed to death. Naturally the other punks watching think this is hilarious.

Some of the villagers have been forced to watch and when they suggest something as outrageous as stopping this game, the punks get angry. One of them is about to kill an old man when his head explodes: Kenshiro has arrived! The other bad guys attack him, but are defeated pretty quickly.

The blindfolded man continues his game, completely unaware that most of his buddies are dead. He gets so into the game that he runs through part of the gate and heads out, only to run straight into Kenshiro. He thinks that he's pretty big for a girl and takes off his blindfold to have a look, only to find out the horrid truth and get slapped for it.

The remaining men get on their bikes and start to circle Kenshiro. Back with Ken-Oh, Garou tells his forces that Ken-Oh's men will now be taking over the land they have captured. Naturally they aren't pleased with this as they wanted Ryuga to take over, but Garou tells them that Ryuga has agreed to this arrangement.

Not far away from the two armies, Ken-Oh asks if Ryuga ever thought of taking over what was his, but he says that his star is a solitary one -so no, he hadn't. His star is not an ambitious one. Ryuga thinks about how Ken-Oh's terrible legend began to spread. He and his new master were heading towards a town their army had attacked, only to find no signs of destruction. One soldier told them that the people at this village had surrendered straight away, and would not fight back no matter what.

And indeed, as they pressed further on in, they found the villagers on their knees, telling the invaders to take whatever they wanted. Raoh went on and found the leader of the village, and asked him why he does not fight. The leader told him that violence only leads to more violence and as they are weak, non-violence is the only weapon they had. Raoh thought about their weapon, and decided to test out if it could harm him by grabbing one kid and telling the villagers to try and defend him with their smiles!

And so the villagers did just that. Raoh even saw, to some dismay, that even the kid he was holding was still smiling at him.

Raoh asked him why he still had that idiotic grin on his face, despite the fact that he could die within the next second, doesn't he fear death? The kid does, but he said that smiling helps him cope. Not impressed with that response, Raoh tossed him away and told him to learn how to fight. Raoh's next target is the village leader, who suddenly begins to cower. He simply got slapped as Raoh berates him for having such a stupid idea -what kind of man could possibly live a life doing nothing but smiling and bowing? He told him that he has completely given up on himself as a man, and that their weapon of non-violence will not work against him.

Ryuga had once again seen enough, and told Ken-Oh that he has now realised that his star is not a command one. But Ken-Oh's will shine brightly in this age. Back in the present once more, everyone heads back to the fortress.

Suddenly someone yells out and not far away, several of Ryuga's troops are on the way, shouting that they are going to kill Ken-Oh! Garou seems pleased, but Ryuga tells them to put down their weapons at once. They don't, seemingly stating that they are doing this for him, but he leaps off his horse and promptly kills them all.

Ken-Oh isn't bothered by what has just happened and tells Ryuga to go and fight Kenshiro, if that is what he wants. But he should be wary of him, as the man with seven scars was the first man to ever give him a serious wound. He then leaves, as Ryuga asks Garou if he is against the idea of him fighting Kenshiro, but he says that he isn't. Meanwhile, the bikers prove to be no match for Kenshiro and them and their bikes are soon all destroyed.

Two more bikers arrive and want to get famous by killing the mighty Kenshiro. Their plan is to crush him with a large pillar their bikes are dragging along, but as they got to their target, Ken punches the pillar with such force it breaks into two pieces. The pieces fly up into the air and come back down to earth, right where the bikers are riding.

They are soon crushed, as Kenshiro heads towards a family he just saved. But they think he is going to kill them, so they tell him to take whatever he wants, apart from their lives. He soon sets things straight about how he isn't going to kill them and the young son of the family walks towards him. Nearby, Ryuga and Garou are watching and see Ken pick the young child up.

Ryuga sees that Ken-Oh teaches kids to fight against fear. But Kenshiro brings out their innocence and purity. Which one of these two men will the ages wish for? Time is short and one of them must be selected...as Ryuga says he will voluntarily become a bloodthirsty wolf to find the answer.
